TUESDAY, FEBRUARY 16, 2016
The City Council of Salt Lake City, Utah, met in Regular Session on
Tuesday, February 16, 2016 at 7 : 04 p.m. in Room 315, Council Chambers,
City County Building, 451 South State .
The following Council Members were present:

The following Councilmember was absent: James Rogers
Cindy Gust-Jenson, Executive Council Director; Jennifer Bruno,
Executive Council Deputy Director; Jacqueline Biskupski, Mayor;
Patrick Leary, Mayor' s Chief of Staff; Margaret Plane, City Attorney;
and Kory Solorio, Assistant City Recorder; were present.
Councilmember Penfold presided at and Councilmember Mendenhall
conducted the meeting.

seconded to approve the minutes of the following Salt Lake City
Council meetings, which motion carried, all members voted aye .

#3 . 7:07:23 PM Adopting a Joint Resolution with Mayor Biskupski
supporting State Legislation to regulate sales of electronic
cigarettes and other vaping products to youth.
The Resolution was read by Councilmember Adams and presented to
Cade Hyde and McGyver Clark with the Students Against Electronic
Vaping (SAEV) Coalition.
Councilmember Penfold moved and Councilmember Kitchen seconded to
adopt Resolution 1 of 2016 supporting State Legislation to regulate
sales of electronic cigarettes and other vaping products to youth,
which motion carried, all members voted aye.

Utah Hazardous Material Emergency Preparedness Program Grant
Application - Purpose/Goal of the Grant: This is an annual grant. The
funding will be used to produce marketing materials to inform local
hazardous material manufacturers, transporters and storage facilities
about the Local Emergency Planning Committee (LEPC) and encourage them
to participate in planning meetings and trainings. (The Salt Lake City
Fire Dept. chairs the Salt Lake LEPC. ) Grant Amount: $2, 750 Requested
by: Salt Lake City Fire Department as Salt Lake Local Emergency
Planning Committee (LEPC) Match Requirement: $500 (in-kind material
expenses) Funding Agency: Division of Emergency Management, Dept. of
Public Safety, State of Utah.
2 . Grant Application Submission - Transportation and Land Use

Transportation and Land Use Connection Program 2016 Grant Application
- Purpose/Goal of the Grant: The Planning Department is offering 650
hours of in-kind staff effort to help project partners and a planning
consulting firm (hired by Wasatch Front Regional Council) to develop a
design, preliminary engineering estimates, and preliminary cost
estimates for three demonstration sites to accommodate the needs of
pedestrians, cyclists, transit riders, motorists, and freight in the
State Street corridor from North Temple to 2700 South and from 200
East to 300 South. Grant Amount : $ 0 (technical assistance)
Requested by: Department of Economic and Community Development Match
Requirement: At least 6 . 77% in cash and in-kind staff hours Funding
Agency: Wasatch Front Regional Council and Salt Lake County in
partnership with the City of South Salt Lake, Redevelopment Agency of
Salt Lake City, and Utah Transit Authority.
3 . Grant Application Submission - Utah Medical Services FY 16

Purpose/Goal of the Grant: In prior years, the grant monies have been
used to reimburse the purchase of medical supplies and/or equipment .

The Fire Department anticipates using the funds in the same manner
this year. Grant Amount: $ TBD in July of 2016 Requested by: Salt Lake

of Emergency Medical Services and Preparedness, Utah Dept of Health.
Councilmember Penfold moved and Councilmember Johnston seconded
to close the public hearing for Items B1-B3 and refer to a future
consent agenda, which motion carried, all members voted aye .

4 . 7:12:24 PM Electric Vehicle Parking Stalls Amendment.
Legislative Sponsor: Not Required - Petition from Applicant (s)
An ordinance amending Section 21A. 44. 050.B of the Salt Lake City Code
pursuant to Petition No. PLNPCM2015-00148 (a petition submitted by
former Mayor Ralph Becker) to modify regulations pertaining to
electric vehicle parking requirements for certain development activity
and changing requirements for electric vehicle parking stalls.

POTENTIAL ACTION ITEMS 7 :13:36 PM
#1 . Adopting a resolution in support of the 2016 Bureau of
Reclamation WaterSMART Grant. If the grant is awarded, monies would
allow water providers (and other authorized agencies and
organizations) an opportunity to leverage resources by cost sharing
with the Bureau on water conservation projects and climate-related
impact projects, and to prevent water-related conflicts and crises.
Grant Amount Requested: $964, 954 Requested by: Salt Lake City
Department of Public Utilities (SLCDPU) Water Conservation Program
Match Requirement: $2 million from the Dept. of Public Utilities
budget for purchase and installation of meters for residential and
large (Commercial/Industrial/Commercial, or CII) customers Funding
Agency: U. S. Bureau of Reclamation. View Attachments

A Concerned Citizen, Perry Tucker, Susan Barretta, Sharon
Burkinshaw, Jacob Jensen, and Victoria Sethunay expressed their
concerns regarding police excessive use of force, brutality, and
misconduct. Comments included concerns regarding the Police Civilian
Review Board, concern that no City authority offered public expression
of concern and sympathy for family members of persons fatally or
critically injured by police, concern regarding immigrants receiving
invalid police citations, excitement/support of positive developments
addressing police use of force issues in the Police Department, and
current legislation being addressed regarding police use of force .
Douglas Cotant expressed concern regarding the potential opening
of an eighteen and older club in the downtown area.
Marie Taylor said she came to deliver a thank you card to the
City from one of her tenants for putting a handicapped parking spot in
front of her property. She said she was happy her tenant was given the
opportunity to live in a neighborhood as opposed to an institution.
Heidi Keilbaugh proposed a memorial for victims who had been
fatally injured by police . She believed it was necessary to
acknowledge the community that way.
UNFINISHED BUSINESS 7:35:09 PM
#1 . Adopting an ordinance enacting Chapter 2 . 05 , Salt Lake City
Code, to create appointment regulations . The Council will discuss the
legislative role in the advice and consent process as outlined by
State and City Code, and discuss potential ordinance changes to
further clarify that role. View Attachments

#2 . Adopting a resolution authorizing the approval of an
interlocal cooperation agreement modifying the 2010 interlocal
cooperation agreement that established the Jordan River Commission.
Under the proposal, housekeeping amendments would be made to reflect
changes in state law and improve governance of the commission.
