TUESDAY, FEBRUARY 17 , 2004
The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, February
17, 2004, at 7:00 p.m. in Room 315, City Council Chambers, City County Building, 451
South State, Salt Lake City, Utah.
The following Council Members were present:
Carlton Christensen Van Turner Nancy Saxton
Jill Remington Love Eric Jergensen Dave Buhler
Dale Lambert
Rocky Fluhart, Chief Administrative Officer; Cindy Gust-Jenson, Council Executive
Director; Ed Rutan, City Attorney; and Chris Meeker, Chief Deputy City Recorder; were
present.
Councilmember Love presided at and Councilmember Saxton conducted the meeting.
OPENING CEREMONY
#1. The Council led the Pledge of Allegiance.
#2. Councilmember Buhler moved and Councilmember Jergensen seconded to approve
the minutes of the City Council meeting held February 10, 2004, which motion carried,
all members voted aye.
PUBLIC HEARINGS
#1. RE: Accept public comment and consider adopting a resolution authorizing
the issuance of approximately $70, 000, 000 aggregate principal amount of Airport Revenue
Refunding Bonds, Series 2004A and 2004B, of Salt Lake City, Salt Lake County, Utah.

Councilmember Lambert moved and Councilmember Jergensen seconded to close the
public hearing, which motion carried, all members voted aye.
Councilmember Christensen moved and Councilmember Turner seconded to adopt Resolution
11 of 2004, which motion carried, all members voted aye.

#2. a. RE: Accept public comment and consider adopting an ordinance rezoning
property located at 280 South 800 East from Neighborhood Commercial (CN) and Residential
Multi-Family (RMF-30) to Residential Multi-Family (RMF-45) and amend the Central
Community Master Plan Future Land Use Map to a Medium High-Density Residential land

b. RE: Accept public comment an consider adopting and ordinance vacating and
amending a portion of the Block 3 City Hall Subdivision pursuant to Petition No. 400-
03-25.
Councilmember Jergensen moved and Councilmember Christensen seconded to close
the public hearing, which motion carried, all members voted aye.
Councilmember Jergensen moved and Councilmember Turner seconded to adopt
Ordinance 9 of 2004 which motion carried, all members voted aye.
Councilmember Jergensen moved and Councilmember Turner seconded to adopt
Ordinance 10 of 2004 which motion carried, all members voted aye.

COMMENTS
Scout Troop 274 from the Sugar House area was in attendance.
The following citizens spoke regarding the Heath Cliff Trailer Court at 984 South
200 East which was scheduled to be destroyed: Kay Fox, Salt Lake Community Action;
Victor Macloud, Frank Lupsa, Sharon Abbelgland, Housing Director for Salt Lake
Community Action Program; Glendon Ellett, Judy Elder, Gary Sartain, David Baus, Utah
Non-Profit Housing Corporation.
Douglas Cotant spoke regarding the State Legislature. He asked what had become
of bus committee meetings.
UNFINISHED BUSINESS
#1. RE: Adopting a motion authorizing the Council Chair to sign the labor
bargaining protocol agreement with the Administration to guide the 2004-2005 labor
bargaining process. View Attachment
Councilmember Buhler moved and Councilmember Love seconded to adopt the motion,
which motion carried, all members voted aye.

CONSENT AGENDA
Councilmember Jergensen moved and Councilmember Love seconded to adopt the
Consent Agenda, which motion carried, all members voted aye.
#1. RE: Setting the date of March 9, 2004 at 7:00 p.m. to accept public comment
and consider adopting a resolution continuing the County Abatement Program and
requesting permission to make donations to the American Red Cross Project Water Assist
Program each year if needed and if funds are available.
