A. Grant Public Hearing for Bike Share Expansion (UPDATED)
There are three grant applications related to expanding the GREENbike station network,
including one (below)that is scheduled for a public hearing this evening. Given changes
related to bike share services in the City, staff wonders about scheduling a briefing about
the current grant applications and use of City funds.
➢ If the Council is supportive of holding this briefing, Staff will work
with the Administration to schedule that prior to the February 19th
hearing for the other two related grants.
All Council Members were in favor of a briefing regarding the grants.
Councilmember Mendenhall said her concern was not with giving Greenbike the
grant,but with the Council having a better understanding of how advancing
ordinances that allow other bike-share systems to flourish while they may be
undermining what the City has invested public dollars to build. She said she
wanted further discussion and did not want to slow down Greenbike's funding.
Councilmember Rogers said a conversation would be needed before approving
the grants.
Councilmember Luke said as other green-bike carriers come aboard,the Council
needs to figure out how to make it all work together, and said he was reluctant to
just give money without further discussion on integration.
Councilmember Johnston said investment was a good idea in certain areas,but
further discussion was needed for targeted areas and how they best function.

Improvement Program(TIP)Transportation Alternatives Program
(TAP) Bike Share Expansion Grant
Purpose/Goal of the Grant: If awarded,the grant funds will be used to expand
the GREENbike station network into the area bounded from 90o West to nnoo East
to 60o North to 110o South
Grant Amount: The Administration requested$350,26o in the original grant
application; however,the City received $15o,000.
Requested by: Department of Community&Neighborhoods
Funding Agency: Wasatch Front Regional Council,in collaboration with
GREENbike
Match Requirement: Cash match of$10,892 — Source: CIP Program Funds(The
cash match may be less since the City received less than half of the requested grant
amount.
B. Council Working Groups
Currently there a few different working groups which have been formed by the Council to
address different topics that periodically arise.The Council may wish to review and
discuss the groups and issues they are working on, and confirm that staff has the right
names in the right places,for purposes of scheduling meetings

Councilmember Rogers suggested for the Legislative Subcommittee,that if the
immediate-past Council Chair does not seek re-election for the year,if the Vice-
Chair could take their spot on the committee.
Councilmember Luke suggested for the Millcreek Working Group,that the
Council be flexible with who attends.
Cindy Gust-Jenson, Council Executive Director,said there would be an
opportunity to invite subject matter experts to any of the subcommittees/working
groups.

Housing Working Group
The Administration and Council staff have been tasked with forming a Housing Working
group to work on process and policy improvements for City and RDA housing
loans/incentives. Council Members have been invited to participate.
The Chair has recommended the following Council participants:
• Amy(RDA Chair)
• Chris (RDA Vice Chair)
• Andrew(on the State Affordable Housing Commission and current professional
familiarity with very low-income/permanent supportive housing issues)
Legislative Subcommittee
Does the Council support changing the makeup of the Legislative subcommittee to the
following? The make-up of the committee is structured to allow the work of one chair to
continue through the legislative session of the following year(when a new chair will have
just started). This new group would start after this legislative session is over.
• Current Council Chair
• Current RDA Chair
• Immediate-Past Council Chair
If a substitution is necessary, the Council Chair would propose a name to the Council
for consideration.
Millcreek Working Group
Work on the Millcreek boundary issue has involved many meetings which Council
Members have been involved with.
Chair recommended Council participants:
• Charlie (Council Chair)
• James (Vice-Chair)
• Amy(D7 representative)
Inland Port Working Group
This working group will be ready to review and assist with any meetings or discussions
involving the Inland Port.
Chair recommended Council participants:

• Erin(Immediate past Chair/involvement with 2018 Port issues)
