TUESDAY, FEBRUARY 7 , 2017
The City Council of Salt Lake City, Utah, met in Regular Session on
Tuesday, February 7, 2017 at 7 : 03 p.m. in Room 315, Council Chambers,
City County Building, 451 South State .
The following Council Members were present:
Charlie Luke Andrew Johnston James Rogers
Erin Mendenhall Stan Penfold Lisa Adams
Derek Kitchen
Cindy Gust-Jenson, Council Executive Director; Jennifer Bruno,
Council Executive Deputy Director; Jacqueline Biskupski, Mayor; Margaret
Plane, City Attorney; David Litvack, Mayor' s Deputy Chief of Staff; and
Kory Solorio, Assistant City Recorder; were present.
Councilmember Rogers presided at and conducted the meeting.
OPENING CEREMONY
#1 . 7:03:41 PM The Pledge of Allegiance was led by Scout Troop 1327
of Council District 6 .
#2 . 7:07 : 06 PM Welcome/Review of Standards of Conduct.
#3. 7:08:33 PM Councilmember Luke moved and Councilmember Mendenhall
seconded to approve the minutes of the following Council meetings, which

PUBLIC HEARINGS
#1 . 7:09: 13 PM Accept public comment and consider an ordinance
amending the East Bench Master Plan, which includes the Parley' s Way
Corridor Plan pursuant to Petition No. PLNPCM2014-00139 . The plans will
establish goals and policies related to the future growth and development
of the East Bench Community (Petitioner-Former Mayor Ralph Becker) . View
Attachments
George Chapman, Ellen Reddick, and Jim Webster spoke in favor of
the proposed amendments to the East Bench Master Plan and encouraged the
Council to adopt it.

Steve Matson and Robin Carbaugh did not wish to speak but submitted
comment cards with written comments requesting the Council to vote in
favor of the proposed amendments to the East Bench Master Plan including
the language for Sunnyside Park.
Councilmember Luke moved and Councilmember Johnston seconded to
close the public hearing and defer action to a future Council meeting,
which motion carried, all members voted aye .

#2 . 7:14 :26 PM Accept public comment and consider an ordinance
adopting design guidelines for the Westmoreland Place Historic District
pursuant to Petition No. PLNPCM2015-00162 . This proposal would add a new
chapter to the City's handbook that serves as a resource for the City's
Historic Districts with information about the Westmoreland Place
Historic District (Petitioner: Former Mayor Ralph Becker) . View

Cindy Cromer discussed the history of using out-of-state
consultants to draft design guidelines, plans, and zoning modifications .
She suggested the Council fund the Planning Division at a level which
allowed staff to create comprehensive planning documents . She also asked
the Council to adopt the proposed design guidelines .
Councilmember Mendenhall moved and Councilmember Kitchen seconded
to close the public hearing and defer action to future Council meeting,
which motion carried, all members voted aye .

#3 . 7 :17 : 04 PM Accept public comment and consider an ordinance
amending the zoning map pertaining to a parcel located at approximately
475 South 300 East Streets to rezone the parcel from Public Lands
District (PL-2) to Transit Station Area Urban Center Core (TSA-UC-C) .
Under the rezone, the parcel would have consistent zoning with nearby
parcels, allowing them to be developed with a blend of commercial use
and multi-family housing. View Attachments

Councilmember Kitchen moved and Councilmember Luke seconded to
close the public hearing and defer action to a future Council meeting,
which motion carried, all members voted aye .

#4 . 7 :17 :38 PM Accept public comment and consider a resolution
authorizing the issuance and sale of not-more-than $85 million aggregate

principal amount of Public Utilities revenue and refunding bonds, Series
2017 . View Attachments
George Chapman, Jay Ingleby, and James Berensen spoke in opposition
of the proposed bond and asked the Council not to approve it . Concerns
were expressed regarding the large dollar amount of the bond, lack of
public input, excessive use of bonds, and tax increases to constituents .
Councilmember Penfold moved and Councilmember Luke seconded to
close the public hearing. Councilmember Mendenhall made a friendly
amendment to the motion to include deferring action to a future Council
meeting. Council Members Penfold and Luke accepted the amendment .
Councilmember Rogers called for the question, which motion carried,
all members voted aye .

#5 . 7 :23 : 11 PM The City Council will consider a motion to recess as
the City Council and convene as the Board of Directors of the Local
Building Authority.
Councilmember Penfold moved and Councilmember Luke seconded to
recess as the City Council and convene as the Board of Directors of the
Local Building Authority, which motion carried, all members voted aye .
7 :25: 04 PM Director Penfold moved and Director Mendenhall seconded
to adjourn as the Board of Directors of the Local Building Authority and
reconvene as the City Council, which motion carried, all directors voted
aye .

COMMENTS TO THE CITY COUNCIL 7 :2 6: 11 PM
Douglas Cotant expressed concern regarding the customer service he
received at a local restaurant and hoped the City would look into it .
The following spoke in opposition of the new Homeless Resource
Center site located at 653 East Simpson Avenue, expressed concerns of
potential effects to the neighborhood/community, and suggested
alternatives/solutions to the homeless issues : Lenny Fitzgerald, Susan
Gallagher, Tom Barraco, Diane Neeley, George Chapman, Betsy Carson de
Avila, Mary Thompson, Robert Breeze, Peggy Clark, Chris Sveiven, Brooke
Sveiven, Josh Decola, Ruth Brown, Dayna Nichols, Terry Begay, Carol
Macfarlane, Steven Seftel, Milton Braselton, Ryan Parker, Emir Tussic,
Alan Bain, Caitlin Arnett, Stephanie Lee, Robert Comstock, Dayna Mckee,

Councilmember Kitchen addressed concerns regarding the development
process for the new Homeless Resource Center and clarified the
development would go through the traditional land use process (as any
other development would) .
Councilmember Adams took a moment of personal privilege. She
reiterated the public comment period was designed for constituents to
speak and the Council to listen. She explained the Council tried to
respond to emails, read comment cards, and was appreciative of the public
taking time to attend meetings .
The following submitted comment cards wishing to speak but were not
present when their name was called: Steve Alder, Bernard Hart, Jay
Ingleby, Dean Mellott, Guillermo Avila Paz , Emily Pennock, Anthony Rossi,
and Kerri Wagner.
The following did not wish to speak but submitted comment cards
with written comments opposing the new Homeless Resource Center site
located at 653 East Simpson Avenue : Jared Schroeder, Karni Rinna, Matt
Mangelson, and Trent Mallory.

Councilmember Luke moved and Councilmember Penfold seconded to
adopt the Consent Agenda, which motion carried, all members voted aye .
#1 . Approving the appointment of Taylor Weavil to the Sugar House
Park Authority Board of Trustees for a term extending through May 19,
