WORK SESSION
TUESDAY, FEBRUARY 8 , 2005
The City Council of Salt Lake City, Utah, met in a Work Session on
Tuesday, February 8, 2005, at 6 : 15 p.m. in Room 326, City Council
Office, City County Building, 451 South State Street.
In Attendance : Council Members Carlton Christensen, Eric Jergensen,
Van Turner, Nancy Saxton, Jill Remington Love and Dave Buhler.
Absent: Councilmember Dale Lambert
Also in Attendance: Cindy-Gust Jenson, Council Executive Director;
Rocky Fluhart, Chief Administrative Officer; Sam Guevara, Mayor' s
Chief of Staff; Ed Rutan, City Attorney; Lynn Pace, Deputy City
Attorney; Rick Graham, Public Services Director; Gary Mumford, Council
Deputy Director/Senior Legislative Auditor; Sylvia Jones, Council
Research and Policy Analyst/Constituent Liaison; Russell Weeks,
Council Policy Analyst; Lehua Weaver, Council Constituent Liaison; Jan
Aramaki, Council Constituent Liaison/Research and Policy Analyst; Lex
Traughber, Principal Planner; Janice Jardine, Council Land Use Policy
Analyst; Kevin LoPiccolo, Zoning Administrator; Kay Christensen,
Budget Analyst; Cheri Coffey, Northwest/Long Range Planner; and Chris
Meeker, Chief Deputy City Recorder.
Council Vice-Chair Saxton presided at and conducted the meeting.
The meeting was called to order at 6 : 23 p.m.
#1 . 6 :24 : 46 PM RECEIVE A BRIEFING REGARDING A REQUEST TO REZONE
PROPERTY LOCATED AT 1325 SOUTH 900 WEST FROM INSTITUTIONAL TO PUBLIC
LANDS; 1325/1327 SOUTH 800 WEST AND 739/747 WEST 1300 SOUTH FROM
RESIDENTIAL R1/7000 TO PUBLIC LANDS AND AMEND THE WEST SALT LAKE

Cheri Coffey, Lex Traughber, and Janice Jardine briefed the
Council with attached handouts . Councilmember Christensen asked about
crossing from the parking lot to the facility. Mr. Traughber said the
Public Works Director would use traffic calming in the area to
facilitate pedestrian movement.
#2 . 6 :28 : 33 PM HOLD A DISCUSSION REGARDING UPCOMING LEGISLATIVE
ISSUES .
Lynn Pace briefed the Council . He reviewed the Salt Palace
issue . He said one of the Redevelopment Agency (RDA) bill' s had been
circulated by Senator Bramble as SB 184 . He said the bills provisions
would kill most RDA projects . He said Senator Bramble has invited
municipalities to come back with suggestions as to what cities could

live with. He said the Governor could veto the bill . He said the
sales tax issue had developed to the extent there might not be a bill
at the current session. He said it could be part of the Governor' s
tax over-haul at the next session. He said the Airport Police 20 year
retirement bill passed the Senate and would move to the House . He
said automated traffic enforcement was stuck in the Rules Committee .
He said the Township bill passed the House, cleared the Senate
Committee and would now go to the Senate floor. He said the Hate
Crimes bill failed with a 4 to 3 vote. He said the tire recycler
HB230 passed from committee . He said it increased funds paid for
recycled tires . He said there were two pending bills dealing with
group home facilities . He said SB107 dealt with licensing of the
facilities and imposed additional controls on operations . He said
HB94 dealt with placement of individuals who have been convicted of
violent crimes . He said the bill restricted locations where
individuals could be placed. He said there were two GRAMA bills, one
making changes now and the second for a task force .
#3 . 6 :23 : 57 PM REPORT OF THE EXECUTIVE DIRECTOR, INCLUDING
REVIEW OF COUNCIL INFORMATION ITEMS AND 6 : 45 : 10 PM ANNOUNCEMENTS .
Ms . Gust-Jenson said there were two typographical errors on the
agenda regarding term dates for David Fitzsimmons and Dr. Geoffrey R.
Brugger.
The meeting adjourned at 6 : 52 p.m.
