TUESDAY, JANUARY 13, 2009
The City Council of Salt Lake City, Utah, met in Regular Session
on Tuesday, January 13, 2009 at 7 : 00 p.m. in Room 315, City Council
Chambers, City County Building, 451 South State .
The following Council Members were present:
Carlton Christensen Soren Simonsen Luke Garrott
Jill Remington Love Eric Jergensen Van Turner
JT Martin
Cindy Gust-Jenson, Executive Council Director; Mayor Ralph Becker;
David Everitt, Mayor' s Chief of Staff; Edwin Rutan, City Attorney; and
Beverly Jones, Deputy City Recorder, were present.
Councilmember Christensen presided at and conducted the meeting.
#1 . 7:06:48PM The Council led the Pledge of Allegiance .
#2 . 7:08:17PM Mayor Ralph Becker presented the annual State of the
City Address .

#3. 7:45:32 PM Councilmember Turner moved and Councilmember
Simonsen seconded to approve the minutes of the Salt Lake City Council
meeting held January 6, 2009, which motion carried, all members voted
aye .

COMMENTS TO THE CITY COUNCIL 7:45:58 PM
Douglas Cotant said he had a complaint against a City Police
Officer because he had threatened to arrest him for a letter he wrote
refusing to pay another tenant $5 for a meal . He said he had some
emotional problems from this occurrence .
Robert Comstock said he wanted to urge the Council to consider the
reopening and reallocating the network of backyard irrigation canals
that used to nourish every area of the City and the County.
UNFINISHED BUSINESS
#1 . 7:50:53PM RE: Setting a protest hearing date of March 10 , 2009
at 7 : 00 p.m. for Sidewalk Replacement Special Assessment Area; Job No.
102154 and adopting a resolution to (A) finance the cost of certain
infrastructure improvements consisting of sidewalks, pavement, curb and
gutter, driveway approaches, and all other miscellaneous work necessary
to complete the improvement in a proper and workmanlike manner; (B)

defray the cost and expenses of improvements by assessments to be
levied against the properties benefited by such improvements; and (C)
provide Notice of Intention to designate an assessment area to
authorize such improvements and to fix a time and place for protests
against such improvements; and related matters . View Attachments

meetings .

#2 . RE : 7:51:04 PM Adopting a joint resolution recognizing Salt
Lake City' s existing relationship with the American Federation of
State, County and Municipal Employees, Local 1004, AFL-CIO (AFSCME) ;
the International Association of Firefighters Local 1645, AFL-CIO
(IAFF) ; and the Salt Lake Police Association, International Union of
Police Associations, Local 75, AFL-CIO (SLPA) , authorizing the
continuation of those relationships, recognizing the role collective
bargaining plays in those relationships and establishing the guidelines
for collective bargaining. View Attachments
Councilmember Simonsen moved and Councilmember Jergensen seconded
to adopt Resolution 5 of 2009, which motion carried, all members voted
aye .
