TUESDAY, JANUARY 17 , 2017
The Board of Directors of the Local Building Authority of Salt Lake City,
Utah, met on Tuesday, January 17, 2017 at 7 : 13 p.m. in Room 315, Council
Chambers, City County Building, 451 South State.
The following Board Directors were present:
Erin Mendenhall Stan Penfold Charlie Luke
Andrew Johnston Lisa Adams James Rogers
Derek Kitchen
Cindy Gust-Jenson, Council Executive Director; David Litvack,
Mayor' s Deputy Chief of Staff; Margaret Plane, City Attorney; and Scott
Crandall, Deputy City Recorder; were present.
Director Penfold presided at and conducted the meeting.
AGENDA ITEMS
7:13:42 PM Councilmember Mendenhall moved and Councilmember Rogers
seconded to recess as the City Council and convene as the Board of
Directors of the Local Building Authority, which motion carried, all
members voted aye .
#1 . 7 :14 : 08 PM Accept public comment with respect to the issuance
of the Authority' s Lease Revenue Bonds to finance the cost of a new Fire
Station No. 3 and the potential economic impact that such fire station
would have on the private sector and providing for related matters . View

George Chapman said the Council was supposed to discuss and consider
the financial impact of these bonds with regards to the fire station
located just south of the freeway. He said in the event of an earthquake
all buildings north of the freeway would collapse and the Fire Department
located south of the freeway would not be able to respond to the
emergency. He said the proposal would increase fire insurance rates for
a lot of people north of the freeway. He said this was a bad idea and
asked the Council to deny the proposal .
Director Adams moved and Director Kitchen seconded to close the
public hearing, recess as the Board of Directors of the Local Building
Authority, and reconvene as the City Council, which motion carried, all
directors voted aye .

Director Penfold said additional actions were needed and called for
a motion to reconvene as the Board of Directors of the Local Building

recess as the City Council, reconvene as the Board of Directors of the
Local Building Authority, and approve the minutes of the Local Building
Authority meeting held Tuesday, December 6, 2016, which motion carried,

#3. 7:18:30 PM Setting the date of Tuesday, February 7, 2017 at 7 : 00
p.m. for a public hearing to accept public comment regarding a resolution
amending the final budget for the Capital Projects Fund of the Local
Building Authority of Salt Lake City, Utah for FY 2016-2017 . (Budget

Director Rogers moved and Director Luke seconded to set the date of
February 7 , 2017 at 7 : 00 p.m. for a public hearing, which motion carried,
all directors voted aye .

7: 19: 18 PM Director Mendenhall moved and Director Kitchen seconded
to adjourn as the Board of Directors of the Local Building Authority and
reconvene as the City Council, which motion carried, all directors voted
aye .
The meeting adjourned at 7 : 19 p.m.
