MINUTES OF THE SALT LAKE VALLEY
SOLID WASTE MANAGEMENT COUNCIL
This meeting was held Friday, January 19, 1990, at 10:00 A.M. in
Room N3319, (Highway Conference Room) Salt Lake County Government

BUSINESS ITEMS:
1. Election of Officers
Brad Stewart asked Council members for a motion to elect
officers for the Salt Lake Valley Solid Waste Management
Council for 1990.
Kent Miner made a motion to elect Romney Stewart as
Chairperson for the Council for 1990; the motion was seconded
by Russell Willardson. The motion passed unanimously.
Romney Stewart, elected chairperson, asked for a motion to
elect a vice chairperson. Russell Willardson made a motion
to elect Brad Stewart as First Vice Chairperson; the motion
was seconded by Kent Miner. The motion passed unanimously.

Brad Stewart made a motion to elect Kent Miner as Second Vice
Chairperson; the motion was seconded by Ryan Dupont. The
motion passed unanimously.
Each of the Council members introduced themselves to guests
attending the Salt Lake Valley Solid Waste Management Council
meeting.
2. Approval of Minutes (November 3 , 1989 & December 7, 1989)
Brad Stewart made a motion to approve the minutes of the
November 3, 1989 and December 7, 1989, meetings. The motion
was seconded by Kent Miner. The motion passed unanimously.
DISCUSSION ITEMS:
1. BVA Update
Kirk Jarvie, project manager from BVA, distributed a draft
proposal for Resource Recovery Prioritization in Salt Lake
County. He reviewed the proposal with Council members and
covered additional items not covered in previous meetings.
Romney Stewart suggested that Council members review the draft
proposal and return comments to Daniel Bauer by February 7.
Mr. Bauer could then consolidate those comments and forward
them to BVA.
Anyone interested in receiving a copy of the report should so
indicate on the attendance roll with their name and address
so that a copy can be forwarded to them.
Mr. Brad Oakley, Advanced Petroleum Recycling, introduced
himself to the Council and other attendees. He indicated that
his firm was equipped to recycle used motor oil from residents
of the Salt Lake Valley. He also indicated that his firm
would be able to recycle used antifreeze. He was invited to
become involved with the Solid Waste Advisory Board and the
Mayor's Recycling Committee to assist in the recycling of used
motor oil in the valley.
Romney Stewart asked Mary Pat Buchman for information
regarding the State's position regarding House Bill #277. She
indicated that she did not have any information on the Bill.
Romney Stewart suggested that representatives from the Council
meet with Representative Pignanelli to present the Council's
position and give additional information regarding what was
occurring in the Salt Lake Valley regarding resource recovery
in order to provide him with other pertinent information.

Tosh Kano, Assistant Director of Public Works, had received
a request from Commissioner Shimizu asking the a meeting be
scheduled to let legislators know that waste reduction was not
a State issue, but rather a local issue and that the Salt Lake
Valley was doing something about waste reduction and
recycling.
2. SWAB Update
Greg Walkenhorst indicated that the Solid Waste Advisory Board
had met on January 17. The Board discussed legislative issues
and the BVA draft report (December 7, 1989) . He indicated
that Phil Bunton would now serve as a member of SWAB
representing the Utah Manufacturer's Association; he will
take Larry Bunkall's place on SWAB. He is a specialist in
environmental control for Amoco Oil. Minutes are being kept
of the regularly scheduled SWAB meetings; meetings are
generally held the Wednesday prior to the Landfill Council
meeting. Romney Stewart asked that a copy of the minutes from
SWAB meetings be sent to members of the Salt Lake Valley Solid
Waste Management Council.
3 . UST Soil Acceptance Guidelines
Daniel Bauer indicated that he had requested Kent Miner to
prepare the criteria for the Council to review on UST Solid
Acceptance Guidelines. The guidelines Mr. Bauer distributed
were a draft compiled by Kent Miner.
Soil that contains 0 to 100 parts per million contamination
could be used for intermediate or final cover by the Landfill
operation. Soil with higher contamination would go to the
Landfill's Soil Regeneration Site for blending before being
used as cover material.
E. T. Technologies representative Cindy Anderberg indicated
that ET Technologies would take soil with contamination from
100 to 5,000 parts per million at $8.40 per ton. Soil
contaminated from 5,000 to 10,000 parts per million would be
$24.00 per ton. Soil higher than 10,000 parts per million
would be $30.00 per ton. This rate structure has been
recommended to make it more realistic for companies needing
to dispose of contaminated soil. This would apply to UST of
known product such as diesel fuel or gasoline.
Daniel Bauer suggested that a policy be prepared for the
Landfill operation that is more explicit, but follows the
basic outline prepared by Kent Miner. Mr. Bauer will compile
a UST Soil Acceptance Policy for the Salt Lake Valley Landfill
operation. This policy will be presented to the Salt Lake
Valley Solid Waste Management Council for approval.

4. Emcon Update
Daniel Bauer indicated that the Emcon contract had been
approved and the money encumbered. Paul Maughan is preparing
some finishing details that will be attached. Rich Hueghey
will be in Salt Lake City February 1 and would like to start
the engineering study at that time. The Emcon contract
expires on October 31, 1990.
5. Operations Update
Daniel Bauer indicated that the operation of the Landfill was
going well. The weather has allowed more construction than
in prior years. The increase in fees for whole and shredded
tires went into affect on January 1, 1990. The volume of
tires being disposed of at the Landfill has decreased. Romney
Stewart asked Daniel Bauer for a report on the statistics
comparing volume of shredded and whole tires for previous
years.
6 . Legislative Report
House Bill 277, known as the Utah Waste Recycling Act,
sponsored by Representative Pignanelli, would require cities
and towns to develop plans to recycle 25% of the solid-waste
materials they obtain within the next year.
House and Senate Bills on recycling tires have been prepared.
There would be a $1.00 per new tire fee assessed to tire
purchasers by the State. The money collected would be placed
in the general fund to be drawn on by tire recyclers at a rate
of $21.00 per ton to be used for used tire end uses (mats,
fuel, etc. ) .
Greg Walkenhorst indicated that members of SWAB endorse the
tire recycling bill; they do not, however, endorse the
mandated recycling bill.
Romney Stewart suggested the Council be authorized to take a
position on the bills affecting solid waste disposal, as well
as make a position statement to submit to legislators.
Tosh Kano indicated that House Bill 54 would alter the weight
of vehicles by 12% per axle, allowing 5 tons per axle for
vehicles on the road. This increase in weight would have a
major impact on roads throughout the valley.

7. Other
Romney Stewart indicated that an audit of the Solid Waste
Disposal Division (Salt Lake Valley Landfill) had been
completed and the report had been approved by the Salt Lake
County Commission. This audit was conducted by the Salt Lake
County Auditor's Office.
Romney Stewart requested that a copy of the audit be provided
to all Council members.
Daniel Bauer and members of the Council had approached
Wildlife Resources for approval to add to the height on
existing modules on Wildlife Resource property by 15 feet.
Wildlife Resources did not respond favorably to the increased
height. Wildlife Resources would like the Solid Waste
Disposal Division to keep the modules at the existing height.
Daniel Bauer distributed a pamphlet entitle "Household Waste -
Issues and Opportunities" to members of the Council. The
pamphlet was recently purchased by the Solid Waste Disposal
Division for distribution.
Kent Miner indicated that the Portland Cement was considering
the purchase of a CERCLA site near the Salt Lake Valley
Landfill (approximately 10-20 acres) to dispose of the cement
kiln dust from their facility if the site is approved for
disposal of this material. If the site is approved,
additional monitoring of the Landfill site will be necessary
to assure the environmental sound status of the Salt Lake
Valley Landfill.
Geographical limitation recommendations should be ready for
review and comments from the Landfill Council in the near
future.
Wasatch County is still disposing of their solid waste at the
Salt Lake Valley Landfill. They were given a two year time
limit for disposing of their solid waste in Salt Lake County
as they prepared for a new landfill. Wasatch County was to
report to the Council with an update every six months; a
recent update is now due. Daniel Bauer indicated that upon
completion, the Bay View Landfill in Utah County will be able
to take Wasatch County solid waste. Bay View Landfill will
not be ready until the summer of 1990, however.
Tosh Kano suggested that emergency plans for earthquake
related solid waste disposal at the Salt Lake Valley Landfill
be prepared. He indicated that Daniel Bauer should make
recommendations regarding this type of disposal.

The next Council meeting will be March 2, 1990 at 10:00 A.M.
There will be a workshop prior to the Council meeting at
9: 30 A.M. The location of the meeting will be announced at
a later date. Romney Stewart suggested checking the agenda
when it is sent out for the location.

Cooperative Agreement, your ratification is respectfully requested in regards to
the attached minutes indicating actions taken at the October 13, 1989; November
3, 1989; December 7, 1989; January 19, 1990; and March 2, 1990 meetings of the
Salt Lake Valley Solid Waste Management Council .
No actions were taken which required subsequent endorsement by our City Council .
It would be very much appreciated if your response could be forwarded to the
City Recorder's Office. We will , in turn, notify the County of this action.
