WORK SESSION
TUESDAY, JANUARY 4 , 2005
The City Council of Salt Lake City, Utah met in Work Session on
Tuesday, January 4, 2005, at 5 : 30 p.m. in Room 326, Committee Room,
City County Building, 451 South State Street.
In Attendance : Council Members Carlton Christensen, Van Turner, Eric
Jergensen, Nancy Saxton, Jill Remington Love, Dave Buhler, and Dale
Lambert.

Councilmember Love presided at and conducted the meeting.
The meeting was called to order at 5 : 37 p.m.
AGENDA ITEMS
#1 . 6:52:02PM REPORT OF THE EXECUTIVE DIRECTOR, INCLUDING REVIEW OF
COUNCIL INFORMATION ITEMS AND 6:51:56PM ANNOUNCEMENTS .
Councilmember Love asked for clarification on agenda Item F-2,
Rotary Foundation donation. Gary Mumford said the resolution
authorized the Public Services Director to accept the resolution. He
said the wording could be changed to say the Mayor or Mayor' s
representative . Announcements were not discussed.

Councilmember Love said Mr. Fitzsimmons was unable to attend the
meeting and would be interviewed at a later date .
#3 . 5:37:55 PM HOLD A DISCUSSION REGARDING UPCOMING LEGISLATIVE

Lynn Pace, D.J. Baxter, Police Chief Dinse, and Mayor Anderson
briefed the Council with the attached handout . The Council asked for
follow-up on the following issues : impact of Salt Palace and Sandy
Expo expansion, liability issues relating to the Airport Police
retirement proposal, costs associated with relocating the tire
recycling plant, impact on parties participating in the Special
District for Police Services proposal, sales tax issues including big
box development and redeveloping shopping malls, Redevelopment Agency
proposals including the ability for School Districts to choose not to
participate, and banning smoking at the Airport and private clubs .
A straw poll was taken on pursuing photo cop as a legislative
priority. The majority of the Council was in favor. The Council said
the Salt Palace expansion was its number one priority. Mayor Anderson
said he was in favor of hiring a lobbyist to address legislative
issues .
#4 . 6:34:29 PM RECEIVE A BRIEFING REGARDING A REQUEST BY PUBLIC
UTILITIES TO CONTINUE TO MAKE DONATIONS TO THE AMERICAN RED CROSS
PROJECT WATER ASSIST EACH YEAR IF NEEDED AND IF FUNDS ARE AVAILABLE.

LeRoy Hooton and Jim Lewis briefed the Council with the attached
handout . Council Members were in favor of advancing the issue.
#5. 6:36:01 PM RECEIVE A BRIEFING REGARDING THE 900 SOUTH, MAIN
STREET TO 900 WEST RECONSTRUCTION SPECIAL IMPROVEMENT DISTRICT (SID) .

John Naser and Jan Aramaki briefed the Council with the attached
handout. Councilmember Jergensen said there was confusion about park
strip landscaping requests made by property owners . He asked if
property owners were charged a separate assessment for landscaping.
Mr. Naser said yes . Council Members were in favor of having the
notification modified to show landscaping costs would be paid by
property owners . Councilmember Saxton asked Mr. Naser to ensure
contractors used top quality topsoil in the improvements .
Councilmember Christensen asked Mr. Naser to explore ways to provide a
consistent standard for awarding contractor bonuses .

attached handout.
#7 . 6:48:40 PM TAKE A STRAW POLL TO NOMINATE THE COUNCIL CHAIR AND
VICE CHAIR. (ITEM F-1)
The majority of the Council voted to elect Councilmember Lambert
as Chairperson and Councilmember Saxton as Vice-Chairperson for the
calendar year 2005 .
#8 . 6:51:54 PM (TENTATIVE) CONSIDER A MOTION TO ENTER INTO
EXECUTIVE SESSION FOR THE PURPOSE OF STRATEGY SESSIONS TO DISCUSS THE
PURCHASE OF REAL PROPERTY WHEN PUBLIC DISCUSSION OF THE TRANSACTION
WOULD DISCLOSE THE APPRAISAL OR ESTIMATED VALUE OF THE PROPERTY UNDER
CONSIDERATION OR PREVENT THE PUBLIC BODY FROM COMPLETING THE
TRANSACTION ON THE BEST POSSIBLE TERMS, AND TO DISCUSS ATTORNEY-CLIENT
MATTERS THAT ARE PRIVILEGED, PURSUANT TO UTAH CODE ANN. 78-24-8 .
No Executive Session was held.
