TUESDAY, JANUARY 6, 2015
The City Council of Salt Lake City, Utah, met in Regular Session on
Tuesday, January 6, 2015 at 7 :24 p.m. in Room 315, Council Chambers,
City County Building, 451 South State .
The following Council Members were present:
Charlie Luke Stan Penfold Luke Garrott Lisa Adams
James Rogers Kyle LaMalfa Erin Mendenhall
Cindy Gust-Jenson, Executive Council Director; David Everitt,
Mayor' s Chief of Staff; Margaret Plane, City Attorney; Nicole Smedley,
Assistant City Recorder; and Cindi Mansell, City Recorder; were
present.
Councilmember Luke presided at and conducted the meeting.
OPENING CEREMONY

Penfold seconded to approve the minutes of the following Salt Lake
City Council meetings , which motion carried, all members voted aye.

PUBLIC HEARINGS
#1 . 7:25:19 PM Accept public comment and consider adopting an
ordinance amending various fees set forth in the Salt Lake City
Consolidated Fee Schedule . Proposed changes to the Consolidated Fee
Schedule include fee changes for traffic school and news racks. View

Councilmember LaMalfa moved and Councilmember Garrott seconded to
close the public hearing and defer action, which motion carried, all
members voted aye .

close the public hearing and defer action, which motion carried, all
members voted aye .

7:27:15 PM COMMENTS TO THE CITY COUNCIL
George Chapman and Don Butterfield thanked the Council for
removing the consideration of the resolution supporting the
implementation of the 2040 Unified Transportation Plan and increased
funding for transportation from the agenda. Suggestions included the
Council provide a priority list to the Legislature rather than proceed
in this manner, consider that citizens need transportation needs met
now, lack of public input into the plan, and need for citizen
involvement.
Arman Peterson expressed concern over costly citations he
received from Salt Lake City Code Enforcement Officers and requested
that changes be made to City Ordinances .
Rick Hoffman expressed concern over weekly flyers being thrown
onto his private property and requested the Council Staff or
Administration follow-up to determine how to stop these undesirable/
wasteful deliveries .
Dane Nielsen expressed concern regarding the homeless situation
in the downtown area and said the recent Homeless Plan did not address
citizen safety. He said this should be addressed now and not in the
next 5-10 years and requested the City allocate resources and Staff to
address this long-term issue.
NEW BUSINESS
#1 . 7:39:46 PM Adopting a motion ratifying the election of Chair
and Vice-Chair of the Salt Lake City Council for the calendar year

Councilmember Adams moved and Councilmember Mendenhall seconded
to ratify the election of Luke Garrott as Council Chair and James
Rogers as Council Vice-Chair for 2015, which motion carried, all
members voted aye .

seconded to adopt the Consent Agenda, which motion carried, all
members voted aye .
#1. Setting the date of Tuesday, February 3, 2015 at 7 : 00 p.m.
to accept public comment and consider adopting an ordinance amending
the City' s building height standards in the FB-UN2 Form Based Urban
Neighborhood District pursuant to Petition No . PLNPCM2014-00085 . The
proposal would enable a developer to build a multi-family residential
building up to five stories with a maximum height of 65 feet on
property located on the northwest corner of 200 West Fayette Avenue.
Currently, regulations limit building height to four stories with a
maximum height of 50 feet. View Attachments
