TUESDAY, JULY 29, 2014
The City Council of Salt Lake City, Utah, met in Regular Session on
Tuesday, July 29, 2014 at 7 : 00 p.m. in Room 315, Council Chambers,
City County Building, 451 South State .
The following Council Members were present:
Stan Penfold Luke Garrott James Rogers
Kyle LaMalfa Charlie Luke Erin Mendenhall
Lisa Adams
Cindy Gust-Jenson, Executive Council Director; Mayor Ralph
Becker; David Everitt, Mayor' s Chief of Staff; Margaret Plane, City
Attorney; and Scott Crandall, Deputy City Recorder; were present.
Councilmember Luke presided at and Councilmember Garrott
conducted the meeting.

#1. 7:21:36 PM Adopting a parameters resolution authorizing the
issuance and sale of up to $12 , 000 , 000 of the City' s Sales and Excise
Tax Revenue Bonds, Series 2014B, to finance and acquisition,
construction and improvement of various City buildings, parks,
property and roads and providing for related matters . (Projects
include the McClelland Trial) View Attachments
Councilmember Penfold moved and Councilmember Rogers seconded to
adopt Resolution 15 of 2014, which motion carried, all members voted
aye .

COMMENTS TO THE CITY COUNCIL 7 :22:33 PM
Douglas Cotant spoke about a police incident involving the
shooting of a resident' s dog.
7 :27 :53 PM Councilmember Luke updated the audience on the Council' s
earlier Work Session discussion regarding various golf issues . He said
there would be continued discussions/meetings over the next several
months and encouraged public participation.
The following spoke about various aspects of golf proposals : Vern
Erickson, Jim Jensen, Jack Avery, Tom Etzel, Spence Sorensen, Timmy

Branigan, Gerald McDonough, Kent Miles, Patrick Shea, Drew Hall, Dave
Owen. The following submitted written comments only: Chris Latour,
Coustance Crompton, Harriett Gesteland, Keller Higbee, Douglas Wright,
Gayle Drinville-Irvine, Mike Becker, Randy Astilo, and Candy Gihes .
Comments included secondary water, include residents in discussions,
no immediate closures, revenue short falls, slow down decision making
process, establish an outside board of directors, utilize numerous
community resources to find solutions, why other City services like
bike trails do not have to be self sustaining, preserve golf open
space, impacts on community/neighborhood, discover experience of being
part of a golf community, potential fee increase, analyze multiple
open space uses, and encourage youth participation.
George Chapman spoke about preserving City trees, air-quality
initiatives, and expanding bus service, not streetcars .
UNFINISHED BUSINESS
#1 . 7:58:46 PM Consider a motion to recess as the City Council and
convene as the Board of Directors of the Local Building Authority.
Councilmember Penfold moved and Councilmember Mendenhall seconded
to recess as the City Council and convene as the Board of Directors of
the Local Building Authority, which motion carried, all members voted
aye .
Director Penfold moved and Director Luke seconded to adjourn as
the Board of Directors of the Local Building Authority and reconvene
as the City Council, which motion carried, all directors voted aye.

#2 . 7:59:59 PM Adopting a delegating bond resolution authorizing
the issuance and sale of up to $10 , 000 , 000 aggregate principal amount
of the City' s Motor Fuel Excise Tax and Revenue Bonds, Series 2014 , to
finance a portion of the cost of constructing, repairing and
maintaining streets and roads within the City; delegating authority to
certain officials and officers of the City to approve the final terms
and provisions of such bonds; and providing for related matters . (1300

Councilmember LaMalfa moved and Councilmember Luke seconded to
adopt Resolution 16 of 2014 , which motion carried, all members voted
aye .

#3. 8:01:09 PM Adopting a resolution authorizing the approval of
an Interlocal Cooperation Agreement between Salt Lake City and Salt

Lake County regarding cleaning up large transient camps in Salt Lake
City. The County, through the Salt Lake County Health Department,
currently provides some cleanup of transient camps. Under the
proposal, inmates from the County Jail would assist in cleaning 3-5
large camps at an annual cost to the City of $2, 700. View Attachments
Councilmember Penfold moved and Councilmember Rogers seconded to
adopt Resolution 17 of 2014, which motion carried, all members voted
aye, except Councilmember Garrott, who voted nay.

CONSENT 8:01:41 PM
Councilmember LaMalfa moved and Councilmember Penfold seconded to
adopt the Consent Agenda, which motion carried, all members voted aye.
#1. Setting the date of Tuesday, August 12, 2014 at 7 : 00 p.m. to
accept public comment and consider adopting an ordinance amending the
zoning map for property located at 878 - 880 West 200 North Street
from R-1-7000 (Single Family Residential) to SNB (Small Neighborhood
Business) pursuant to Petition No. PLNPCM2013-000942 . The property
currently has both a residential and retail use. The proposal would
bring an existing legal nonconforming retail use into compliance with
zoning regulations. Although the applicant has requested that the
property be rezoned to SNB (Small Neighborhood Business) ,
consideration may be given to rezoning the properties to another
zoning district with similar characteristics. (Petitioner - Li Chen)
