Minutes of the Meeting of the
Salt Lake City Council
July 3, 1990
5:20 p.m. to 6:20 p.m.
City Council Conference Room

Salt Lake City, Utah 84111
In attendance: Wayne Horrocks, District Two; Nancy Pace, District Three; Alan
Hardman, District Four; Tom Godfrey, District Five; Roselyn Kirk, District
Six; Mayor Palmer DePaulis; Cindy Gust-Jenson, Executive Director; other City
Council staff and members of the press.
The meeting was called to order at 5:20 p.m.
A motion was made by Councilmember Godfrey to go into Executive Session. The
motion was seconded by Councilmember Horrocks.
Russell Weeks of the Salt Lake Tribune voiced objection to the Executive
Session because strategy relating to labor negotiation is the only topic that
can be discussed in closed session.
After discussion between the City Council , legal counsel, Mr. Weeks, and the
Mayor, the Council determined with the advise of legal counsel , that going
into executive session at this time would be appropriate in keeping with the
open meetings law, since strategy would be discussed.
Councilmember Godfrey moved to go out of executive session and it was seconded
by Councilmember Horrocks. The Council voted aye to end the executive
session.
The meeting was adjourned at 6:20 p.m.

Subject : Position on Mayor's Use of One-Time Money
I will not be available to attend the executive session that has been arranged
for tonight. In my absence, I wish to make you aware that I would favor the
Mayor's use of the $110,000 in one-time monies to effect the finalization of
labor contracts.
