07/07/2009 - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, JULY 7, 2009 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, July 7, 2009 at 7 : 00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State. The following Council Members were present: Carlton Christensen Soren Simonsen Luke Garrott Jill Remington Love Eric Jergensen Van Turner JT Martin Cindy Gust-Jenson, Executive Council Director; Mayor Ralph Becker; David Everitt, Mayor' s Chief of Staff; Ed Rutan, City Attorney; and Beverly Jones, Deputy City Recorder; were present. Councilmember Christensen presided at and Councilmember Jergensen conducted the meeting. #1 . 7:02:54PM The Council led the Pledge of Allegiance . #2 . 7:03:23 PM Councilmember Turner moved and Councilmember Simonsen seconded to approve the minutes of the Salt Lake City Council meeting held June 16, 2009, which motion carried, all members voted aye . View Attachments (M 09-3) PUBLIC HEARINGS #1. 7:03:45PM RE: Accept public comment and consider adopting an ordinance amending the Capitol Hill Community Master Plan future land use map, rezoning properties located at approximately 158 North 600 West and 560 West 200 North from SR-lA and SR-3 to RMF-45; and closing Phoenix Circle (560 West 200 North) , a City-owned right-of-way pursuant to Petition Nos . PLNPCM2008-00466, PLNPCM00470 and PLNSUB-00615 . Councilmember Garrott moved and Councilmember Love seconded to close the hearing, which motion carried, all members voted aye . Councilmember Simonsen moved and Councilmember Christensen seconded to adopt Ordinance 42 of 2009 amending the Capitol Hill Community Master Plan future land use map, rezoning properties located at approximately 158 North 600 West and 560 West 200 North from SR-lA 09 - 93 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, JULY 7 , 2009 and SR-3 to RMF-45; and closing and abandoning Phoenix Circle and that this be subject to a very minor design modification with first level windows which was accepted by the applicant, which motion carried, all members voted aye . (P 09-7) #2 . 7:10:39PM RE: Accept public comment on a resolution providing for the holding of a special bond election pertaining to the construction of Public Safety Facilities in Salt Lake City. Councilmember Christensen moved and Councilmember Simonsen seconded to close the public hearing, which motion carried, all members voted aye . (Q 09-6) 7:19:31PM QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL Councilmember Turner said in his neighborhood the fourth of July was celebrated at Jordan Park. He said it was well attended and the fireworks were spectacular. He said the City did an excellent job on fireworks . He thanked the Mayor for his support . CONSENT AGENDA 7:21:28 PM Councilmember Simonsen moved and Councilmember Garrott seconded to adopt the Consent Agenda, which motion carried, all members voted aye . #1 . RE: Approving the re-appointment of Sue Stahle to the Business Advisory Board for a term extending through December 28, 2012 . (0 09-25) #2 . RE: RE: Setting the date of August 11, 2009 at 7 : 00 p.m. to accept public comment and adopt Resolution 36 of 2009 authorizing the issuance of not more than $7,000,000 aggregate principal amount of Water and Sewer Revenue Bonds of Salt Lake City, Utah, fixing the maximum aggregate principal amount of the bonds, the maximum number of years over which the bonds may mature, the maximum interest rate which the bonds may bear and the maximum discount from par to which the bonds may be sold; authorizing the publication of a Notice to be reissued and related matters .
