06/01/2010 - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, JULY 6, 2010 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, June 1, 2010 at 7 : 00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State . The following Council Members were present: Carlton Christensen Stan Penfold Van Turner Jill Remington Love Soren Simonsen Luke Garrott J T Martin Cindy Gust-Jenson, Executive Council Director; Edwin Rutan, City Attorney; David Everitt, Mayor' s Chief of Staff; and Chris Meeker City Recorder; were present. Councilmember J T Martin presided at and conducted the meeting. RE: 7:07:48PM Accept public comment and consider adopting an ordinance amending Salt Lake City Ordinance 17, of 2009, which adopted the final budget of Salt Lake City, Utah, for the Fiscal Year beginning July 1, 2009 and ending June 30, 2010 . (Budget amendment No. 4) Councilmember Christensen moved and Councilmember Penfold seconded to close the public hearing, which motion carried, all members present voted aye . Council Members Love, Simonsen and Garrott were absent for the vote . Councilmember Christensen moved and Councilmember Penfold seconded to adopt Ordinance 32 of 2010, which motion carried, all members present voted aye . View Attachments The following citizens were in support of the Salt Lake City Historic Preservation Plan: Mike Reed, Kirk Huffaker, Cindy Cromer, and Anne Oliver. The following citizens were in opposition of the Salt Lake City Historic Preservation Plan: Susan Porter and Pam Clawson. Councilmember Penfold moved and Councilmember Turner seconded to continue the public hearing to the first meeting in July of 2010, which motion carried, all members present voted aye. (Note: The Council will hold a combined Public Hearing on items C4-C23 , which will address all issues associated with the 2010- 2011 Budget, including the Library Fund) . View Budget Ordinances, View Staff Reports The following citizens spoke about budget items which included: Vehicle Operator Certificate Application Fee, Freight License Stickers, the elimination of Youth City Artways, the elimination of the City' s emergency response team and landscaping of City facilities : Melvin Winterbottom, Randy Curtis, Karen Ho, Diane Turner, Jeff Angold, Bruce Midgley, Dani Johnson, Brad Slaueh, Fred Fife, Kent Robertson, Pam Clawson and Brad Holbrook. 7:31:45 PM Councilmember Garrott said the City Council was not interested in raising fees for drivers . He said these fees were due to a Federal mandate . Mr. Curtis said the Federal mandate was interpreted to be an annual fee and was not. Councilmember Garrott said the Council would follow up on the fee. Councilmember Christensen moved and Councilmember Love seconded to continue public hearing and refer items C3-C22 to the next City Council meeting, which motion carried, all members voted aye .
