06/12/2018 - Work Session - Announcements Revised City Council Announcements June 12, 2018 Information Needed by Staff 5:53:16 PM A. Student Delegation and Dignitaries Delegation from Matsumoto, Japan, to Visit Salt Lake, July/August 2018 Every year, Gwen Springmeyer (independent from the City's sister city program),brings a delegation of students to Salt Lake City. Gwen invites the Mayor and Council Members each year to participate by either welcoming students and adult leaders or attending the students'farewell dinner. (This year, there will be 12 students with two adult leaders). In addition, a delegation of dignitaries from Matsumoto arrives the same day to celebrate the both Anniversary of the Sister City relationship. It is important to remember these two groups are separate and will have different activities. i) Delegation of Matsumoto Students (Gwen Springmeyer's group) Some important details: • Council Chair Erin Mendenhall will welcome the students to Salt Lake at a brief ceremony in the Council Chamber at approximately 8:45pm on Sunday, July 22. A small gift from the Council will be prepared by Council staff for Council Member(s) to present to the students. • Council Members (plus one guest) have been invited as honored guests to attend the student's Graduation Ceremony that marks the end of their travel in Salt Lake City and involves a Farewell Dinner. The event will be Wednesday,August 1, at the Salt Lake Chamber from 5:oopm - 8:oopm. 2) Delegation of Matsumoto Dignitaries in celebration of the 6oth Sister City Anniversary between Salt Lake City and Matsumoto City relationship Delegation visitors from Matsumoto, Japan arrive in Salt Lake on Sunday, July 22, and will include: • Mayor of Matsumoto : Akira Sugenoya, Dr. • President of Matsumoto City Council: o Toshimichi Kamijo, Mr. and his wife: Ginko Kamijo, Mrs. • President of Matsumoto Chamber of Commerce and Industry: o Tamotsu Inoue, Mr. and his wife: Masako Inoue, Mrs. Some important details: • Mayor Meet-and-Greet Breakfast, Monday, July 23 at 8:3oam, at City& County Building, Cannon Room • 6oth Anniversary reception and banquet Monday, July 23, 6pm at the Hilton (Approx. 300 hundred people. Matsumoto delegation, Matsumoto students, SLC leaders, community members) • Days of 47 Parade Tuesday, July 24th loam -noon — (Mayor of Matsumoto, President of City Council and President of Matsumoto Chamber of Commerce Industry will be riding in convertible cars side by side of SLC Mayor's convertible) • Farewell dinner, hosted by Matsumoto City, Wednesday, July 25, Time &Venue TBD A small gift from the Council will be prepared for the Council to present to the dignitaries and a more significant gift will be prepared for the Council to present to Matsumoto City in celebration of the both year anniversary. ➢ Please let Council staff know if you are interested in participating in any of these upcoming events. Councilmember Mendenhall said she would be out of town the Monday through Thursday these events would be taking place. She encouraged Council Members to participate in this great opportunity and represent the Council. For Your Information (NEW) B. Follow-up Information: Off-leash Dog Areas As a follow-up to the Council's last work session, the following list are dog off-leash areas: Designated Dog Off-Leash Areas codified in Section 15.o8.o7o of Salt Lake City Code 1. Memory Grove Park known as the Freedom Trail section 2. Herman L. Franks Park, except for the fenced youth baseball diamonds and playground area 3. Jordan Park 4. Lindsey Gardens 5. Parley's Historic Nature Park, as set forth in Chapter 15.10 of Title 15 6. Cottonwood Park 7. Pioneer Park In addition, Fairmont Park and Rotary Glen have designated dog off-leash areas that have yet been adopted into Salt Lake City Code. Update from the Administration on morning/evening dog off-leash areas in neighborhood parks: According to the Administration, sections of the following neighborhood parks have completed a pilot program with support of the community as a permanent morning/evening dog off-leash area. • Wasatch Hollow • Warm Springs Park Parley's Way and Jefferson parks are currently undergoing a pilot phase with the option to become permanent morning/evening dog off-leash area if there is support from the community. Attachment A has more information from the Administration as a follow-up from your last work session meeting regarding neighborhood parks that have gone through the pilot program of morning/evening dog off-leash hours. ATTACHMENT A—INFORMATION FROM THE ADMINISTRATION ON JUNE 11, 2018 REPORT ON MORNING/EVENING DOG OFF-LEASH PILOT AREAS IN NEIGHBORHOOD PARKS Summary of Comments for Pilot Time limited Off-Leash Areas Between June 2016 and August 2017 we presented a proposal to Community Councils for time limited off-leash area pilot program. • Madsen Park was proposed to the Poplar Grove Community Council. The Community Council provided feedback that they would prefer Sherwood Park. A petition to create the pilot off-leash area was received in January 2018. o Changed Proposed Hours: March — October: Mornings only 5am — 10am & November— February: 5am — 10am & 5pm — 10pm o The pilot off-leash area has not been created due to concern regarding user conflicts Staff continue to reach out to community leaders to identify other possible locations. • Glendale Park was proposed to the Glendale Community Council. A petition to create the pilot off- leash area was never received. • Warm Springs Park was proposed to the Capitol Hill Neighborhood Council. A petition to create the pilot area was received in June 2016. o The pilot off-leash area was created in June 2016. o The pilot program ended in June 2017 and it became a permanent time limited off-leash area in June 2018. • Richmond Park was proposed to the Central City Neighborhood Council. A petition to create the pilot off-leash area was never received. • Parleys Way Park was proposed to the Sugar House Community Council. A petition to create the pilot off-leash area was received in September 2017, o The pilot off-leash area was created in September 2017. It will last for one year. • Jefferson Park was proposed to the Ball Park Community Council. A petition to create the pilot off- leash area was received in June 2018 o The pilot off-leash area was created in June 2017. It will last for one year. Two e-mails were received to general public lands e-mail box in support of time limited dog parks. 1) Kristin, first let me thank you for attending the Wasatch Hollow Community Council meeting this past Wednesday. I've been on the board for the past 2 years. Many of us in the neighborhood of Wasatch Hollow Park have been working and hoping for some off leash hours for a long time. I spoke in the meeting about perhaps changing the suggested hours. In winter, it is very dark between 5 and 8 a.m., and between 5 and 8 p.m. It also seems that those hours are tailored to dog owners who work away from home during a typical workday. In fact, there are lots of retired people, and people who work from home, who'd appreciate somewhat different hours. Last year I did some informal surveying of park use. I found that the lawn area is, in fact, rarely used. Parents and young children use the playground area, but the lawn is primarily used by local residents with dogs. Most of that use is between about 6 a.m. and 10 a.m., and between 4 and 8 p.m. I hope your office will consider this request, and if you have any questions, that you will contact me or Michael Dodd, the Board chair. Laurie Bryant Hours of this time-limited off-leash area have been changed to 5:00 am — 10:00 am and 5:00 pm to 10:00 pm. 2) Hello Kristin, It is our understanding that you will attend our Community Council meeting this week to exchange and gather information on including opportunities for dogs in the future plans for Wasatch Hollow Park. We will be out of town on Wednesday, but as dog owners we appreciate this very much. We walk through Wasatch Hollow almost daily. We have heard that a proposal is under consideration to establish off-leash hours for dogs at Wasatch Hollow. We want to let you know that we think this is a great idea and preferable to creating a fenced "dog park", and we support this proposal. Thank you for all of your efforts. He questioned if it was included in the program and said follow-up could be held at the next meeting Lisa Shaffer, Public Services Director, attended.
