TUESDAY, JUNE 12 , 2018
The City Council met in Work Session on Tuesday, June 12, 2018, in
Room 326, Committee Room, City County Building, 451 South State
Street.
In Attendance: Council Members Andrew Johnston, Chris Wharton,

The meeting was called to order at 3 : 40 p.m.
AGENDA ITEMS
#1 . 3:40:36PM BRIEFING REGARDING THE CITY' S FUNDING NEEDS AND
REVENUE OPTIONS, FOCUSING MOST ON THE RECENTLY-APPROVED 0 .5
PERCENT SALES TAX INCREASE. New revenue from the sales tax increase
could be used toward streets maintenance, transit, neighborhood
safety, and affordable housing. The Council's discussion will
include a summary of Senate Bill 136 related to transit funding,
further conversation about budget options for transit projects,
demonstration of the accountability dashboard, public engagement
options for the sales tax and future general obligation bond

#2 . 3:40:52PM BRIEFING REGARDING THE ADMINISTRATION' S PROGRESS
ON THE COUNCIL' S LEGISLATIVE INTENT STATEMENTS FOR FISCAL YEAR
2017-18 , AS WELL AS LEGISLATIVE INTENTS FROM PREVIOUS YEARS THAT
HAVE NOT YET BEEN COMPLETED . Legislative intents are formal
requests the Council makes of the Administration. This briefing
will include updates on a variety of subjects, including: the
effort to procure Customer Relationship Management (CRM) software;
plans and strategies for funding infrastructure improvements; and
progress on creating a comprehensive list of maintenance funding
needs at City facilities, parks, and other open space properties.

Discussion was held regarding the Fiscal Year (FY) 2018 Legislative
Intent Statements, including: Golf Enterprise Fund, City-wide
Information Management Services (IMS) Project for CRM and Document
Management, six-month review for Council added/identified items,
plan for increasing infrastructure funding, overall strategy for
approving specific infrastructure project funding, Fund Balance
level, Downtown Alliance Safety Ambassador Program, evaluation of
elected officials compensation, secured parking on 500 West Green
Median, FY 2015, 2016, and 2017 Legislative Intent Statements .
#3 . 4:21:30PM BRIEFING REGARDING UNRESOLVED ISSUES RELATING TO
THE RECOMMENDED BUDGET. View Attachments
Benjamin Luedtke and Jennifer Bruno briefed the Council with
attachments . Discussion was held regarding Property Tax
Assessment, hiring of new Full Time Employees (FTE) (for Community
Health Care Paramedic and Public Education Specialist) , New Growth
Property Tax Revenue, and Property Tax Stabilization.
Councilmember Johnston expressed concern regarding the
Property Tax Stabilization and passing it "as is" without a
discussion, and wanted Fund Balance and Parks to be funded as
intended.
1 . Straw Poll: Use New Growth dollars to fund $153, 750 as of
October 1, 2018 for two new FTE' s for the Fire Department (Public
Education Specialist and the Community Health Care Paramedic) , and
$80, 000 from New Growth dollars to fund the Census Coordinator

position (using Fund Balance monies) . All Council Members were in
favor, except for Council Members Mendenhall and Johnston who were
opposed.
2 . Straw Poll: Recognize New Growth through Property Tax
Stabilization and address this in the Truth in Taxation meeting on
August 14, 2018 . All Council Members were in favor.
Discussion/Straw Polls on the following Legislative Intent
Statements :
1 . Straw Poll: Approving General Fund Subsidy for Golf. All
Council Members were in favor except for Councilmember Kitchen who
was opposed.
2 . Straw Poll: Approving Parking Ticket Budgeted Revenue
alignment with Actual Revenue. All Council Members were in favor
except for Councilmember Johnston who was opposed.
3. Straw Poll: Approving Performance Measures for Homeless
Services Funding. All Council Members were in favor.
4 . Straw Poll: Approving Neighborhood Ambassador Program for
Homeless Resource Centers (HRC) , adding that it was the intent of
the Council that the Administration consider options for creating
safety programs to offset negative consequences surrounding HRCs .
Discussion was held regarding the consideration of options, and
Ambassador naming could be deceiving. All Council Members were in
favor.
5. Straw Poll: Approving Evaluate Additional Medical Response
Unit in the Fire Department. All Council Members were in favor.
6. Straw Poll: Approving Streamlining the Permitting Process .
All Council Members were in favor.
7 . Straw Poll: Prostitution Outreach Program (POP) . All Council
Members were in favor.
8 . Straw Poll: Approving Surplus Land Inventory All Council
Members were in favor.
9. Straw Poll: Approving Future Freight Strategy. All Council
Members were in favor.

10 . Straw Poll: Approving Fleet Insurance for High-Risk Vehicles .
All Council Members were in favor.
11 . Straw Poll: Approving Cyber Security. Discussion was held
regarding clarifying the acceptance of the Administration' s
revised plans to become an annual allocation. All Council Members
were in favor.
12 . Straw Poll: Approving Housing Program Outcome Report and New
Sales Tax Funds for the Public Safety (Funding Our Future) .
Discussion was held regarding the definition of Public Safety, and
that it was the intent of the Council that the Administration
broaden the definition of Public Safety when evaluating what to
fund through Funding Our Future . All Council Members were in favor.
13. Straw Poll: Overall transparency and tracking efforts for
optional sales tax (Funding Our Future) , approving all conditional
appropriations, Items A through G. All Council Members were in
favor.
14 . Straw Poll: Contingent Appropriations, approving contingent
appropriations from Items 1, 3, and 4 . Discussion was held
regarding the Biennial survey, adding that the results of the
survey would inform next year' s considerations of the Funding Our
Future revenue . All Council Members were in favor.
#4 . 5:19:13PM BRIEFING REGARDING A PROPOSED RESOLUTION TO APPROVE
AN INTERLOCAL AGREEMENT BETWEEN SALT LAKE COUNTY AND SALT LAKE CITY ON
THE TRANSFER OF $2. 6 MILLION FROM THE COUNTY' S TRANSPORTATION FUND TO
THE CITY. The funds would be used to pay to build two streets south
of the Stadler U. S. Inc. property west of 5600 South and south of
Interstate 80. View Attachments
Russell Weeks, Mike Reberg, and Matthew Cassell briefed the
Council with attachments . There was interest by Council Members
Johnston, Luke, and Wharton regarding the possibility of white
asphalt in parking lots . Mr. Cassell said white asphalt was
currently being tested in California to reduce the "heat-island
effect" and Salt Lake City wanted to test white asphalt on parking
lots and smaller areas in the future, and would look to
California' s successes/failures with white asphalt.

Councilmember Mendenhall said Ms . Burnette' s name was on the
Consent Agenda for formal consideration.
#6. 5:25:58PM BRIEFING REGARDING A POSSIBLE GENERAL OBLIGATION
BOND (GO BOND) FOR STREET RECONSTRUCTION. As part of the "Funding
Our Future" initiative, the City is considering issuing a GO bond
of up to $87 million dollars to pay for street reconstruction.
(This would be in addition to the recently adopted sales tax
increase, a portion of which will pay for increased street
maintenance. ) Through public engagement, public hearings, and
Council briefings in the coming months, the Council will consider
whether to add the GO bond to the November Ballot. View Attachments
Elizabeth Buehler and Kira Luke briefed the Council with
attachments . Discussion was held regarding using 80% of GO Bond
towards arterial and collector streets, and 20% towards local
streets (prioritizing the streets in most need) .
Straw Poll: Propose using 80/20 model (80% for arterials and
collector streets, and 20% for local streets) , with prioritization
for the streets in the worst condition, and geographic equity as
a consideration. All Council Members were in favor.
#7 . 5:34:41PM DISCUSSION ABOUT A RESOLUTION RELATING TO A .25
PERCENT LOCAL OPTION GENERAL SALES TAX DEDICATED TO TRANSPORTATION
AUTHORIZED BY THE LEGISLATURE FOR SALT LAKE COUNTY AND
MUNICIPALITIES IN THE COUNTY.
Russell Weeks and Andrew Gruber briefed the Council with
attachments . Comments included frustration over administering
sales tax, important outcomes for Salt Lake City residents,
demonstrated lack of leadership, not enough time to receive
adequate feedback from residents, first nine months of revenue
going to Salt Lake County, Utah Transit Authority (UTA) and Salt
Lake County would work with local communities to determine
priorities for use of monies, and Salt Lake City recognizing the
transit needs of Salt Lake valley.
Straw Poll: Support for the . 25 percent sales tax for Salt
Lake County and Municipalities in the County. All Council Members
were in favor.

enter into Closed Session to discuss Attorney-Client matters that
are privileged pursuant to Utah Code and §78B-1-137, and for other
lawful purposes that satisfy the pertinent requirements of the
Utah Open and Public Meetings Act. A roll call vote was taken.
