WORK SESSION
THURSDAY, JUNE 16, 2005
The City Council of Salt Lake City, Utah, met in a Work Session on
Thursday, June 16, 2005, at 4 : 15 p.m. in Room 326, City Council Office,
City County Building, 451 South State Street.
In Attendance : Council Members Carlton Christensen, Van Turner, Eric
Jergensen, Nancy Saxton, Jill Remington Love, Dave Buhler and Dale
Lambert.
Also in Attendance : Cindy Gust-Jenson, Council Executive Director;
Sylvia Jones, Council Research and Policy Analyst/Constituent Liaison;
Jennifer Bruno, Council Policy Analyst; Gary Mumford, Council Deputy
Director/Senior Legislative Auditor; Lehua Weaver, Council Constituent
Liaison; and Beverly Jones, Deputy City Recorder.
Councilmember Lambert presided at and conducted the meeting.
The meeting was called to order at 4 : 22 p.m.
AGENDA ITEMS

Councilmember Jergensen said they would not know what the property
tax amounts were until the County submitted the numbers . Ms . Gust-Jenson
said that was correct. Councilmember Jergensen said since it was
statutorily required that the budget be adopted on Tuesday night, the
only option was to pass the budget and amend it at a later date.
Councilmember Lambert asked if they should proceed with the assumption
that the $500, 000 projection was there . All Council Members were in
favor.
Mr. Mumford said the number of police officers could be cut by
three . Councilmember Lambert said then there would be an additional 1/4%
for the 300, 600, 400 and 800 series employees . He said that amount was
$207, 000 . He asked if the Council wanted to go with nine officers and
1/4% or 12 officers and no additional money. Councilmember Lambert asked
for a straw poll on 1/4% . All Council Members were in favor.
Councilmember Christensen said they were increasing CIP by 7% for
$733, 000 . He said if County figures were lower they could look at the 7%
CIP increase . Councilmember Jergensen said the gap could be filled from
contingency rather than ongoing monies . Ms . Gust-Jenson said an ongoing
gap could not be filled with one time money. She said they had already
agreed to put the one time money into CIP. She said Councilmember Love
suggested using the ongoing money that got them to 7% to balance lower
County figures . She said then the contingency could be used to fund CIP
at 7% . Councilmember Lambert asked how the Council felt about making the
choice between 7% and officers . The vote was 3/3 with Councilmember
Lambert undecided.

Mr. Mumford said staff was preparing motion options . He asked the
Council if they wanted two of the proposed police officers to be in
neighborhood/residential traffic enforcement. Councilmember Lambert said
he wanted it specified that the officers were being hired for patrol
and/or traffic enforcement. He said he was not willing to hire officers
for other divisions .
#2 . (TENTATIVE) THE COUNCIL WILL CONSIDER A MOTION TO ENTER INTO
EXECUTIVE SESSION, IN KEEPING WITH UTAH CODE, TO DISCUSS LABOR
NEGOTIATIONS PURSUANT TO UTAH CODE ANNOTATED § § 52-4-4 AND 52-4-5
(1) (a) (ii) .
