WORK SESSION
TUESDAY, JUNE 21, 2005
The City Council of Salt Lake City, Utah met in Work Session on
Tuesday, June 21, 2005, at 5 : 30 p.m. in Room 326, Committee Room, City
County Building, 451 South State Street.
In Attendance : Council Members Carlton Christensen, Van Turner, Eric

Councilmember Lambert presided at and conducted the meeting.
The meeting was called to order at 5 : 36 p.m.
AGENDA ITEMS
#1 . 5:36:33 PM DISCUSS UNRESOLVED BUDGET ISSUES, INCLUDING A REVIEW
OF THE MEMORANDUM OF UNDERSTANDING FOR THE 100/200 SERIES EMPLOYEES AND
SALARY SCHEDULES FOR THE POLICE AND FIRE EMPLOYEES FOR THE FISCAL YEAR

Gary Mumford, Jennifer Bruno, Russell Weeks, Steve Fawcett, Lynn
Pace, and Nancy Tessman briefed the Council with the attached handouts .
Councilmember Lambert said the numbers from the County were lower than
anticipated and adjustment needed to be made to balance the budget. He
said he recommended reducing Capital Improvement Program (CIP) from 7%
to 6 . 7% . Discussion was held on potential motions . A straw poll was
taken on using one-time money from fund balance to pay the judgment
levy. The majority of the Council was in favor. A straw poll was

taken on adopting levies for the general obligation bonds and the
Library Fund. The majority of the Council was in favor.

AGREEMENT THAT WOULD PROVIDE A MECHANISM TO PAY FOR SALT LAKE CITY' S
SHARE OF THE SALT PALACE CONVENTION CENTER EXPANSION. (UNFINISHED

Russell Weeks briefed the Council with the attached handouts .
Councilmember Lambert asked if there was any new information. Mr.
Weeks said no.
#3. 6:09:30 PM RECEIVE A BRIEFING REGARDING A PROPOSED PROPERTY
CONVEYANCE FOR A REAL SALT LAKE PRACTICE FACILITY (LOCATED AT 2005 WEST
500 SOUTH STREET) . (UNFINISHED BUSINESS ITEM F20) View Attachments
Rick Graham, Jennifer Bruno, and Edwin Rutan briefed the Council
with the attached handouts . Discussion was held on how the County
would allocate the money donated by Salt Lake City. Councilmember
Buhler said the public needed to be aware the City was true to its
commitment. Councilmember Lambert asked if a Doug Short hearing was
needed on this proposal . Mr. Rutan said no. He said analysis was done
to ensure the City would receive the equivalent of fair market rental
value of the property.

Councilmember Lambert and Rick Graham briefed the Council with the
attached handouts . The Council was in favor of the project.
