FRIDAY, JUNE 21 , 2013
The City Council of Salt Lake City, Utah, met in Regular Session
on Friday, June 21, 2013 at 10 : 17 a.m. in Room 326, City Council
Office, City County Building, 451 South State .
The following Council Members were present :
Carlton Christensen Charlie Luke Kyle LaMalfa
Jill Remington Love Luke Garrott Stan Penfold
Soren Simonsen
Cindy Gust-Jenson, Executive Council Director; Edwin Rutan, City
Attorney; David Everitt, Mayor' s Chief of Staff; and Beverly Jones,
Deputy City Recorder; were present .
Councilmember LaMalfa presided at and conducted the meeting.
POTENTIAL ACTION ITEMS
#1 . RE: 10 : 18 : 13 AM RECONSIDERATION OF ORDINANCES VETOED BY MAYOR
BECKER: View Motions
a) An ordinance adopting the City budget, excluding the budget
for the Library Fund which is separately adopted, and the
employment staffing document of Salt Lake City for Fiscal
Year 2013-2014 .
MOTION 1 : Councilmember Love moved and Councilmember Garrott
seconded to adopt the contingencies related to budget adoption la thru
li, which motion carried, all members voted aye .
MOTION 2 : Councilmember Love moved and Councilmember Garrott
seconded to adopt Ordinance 27 of 2013 approving Salt Lake City' s
fiscal year 2013-14 budget with the following notes :
• This excludes the Library Fund, the schedule for capital
improvement projects and debt service, each of which have
been adopted separately.
• This includes a property tax increase in the amount of $8
million as outlined in the attached Key Changes schedule,
employment staffing document and the contingencies as
outlined and approved in the previous motions, which motion
carried, all members voted aye except Council Members
Penfold and Christensen who voted nay.

b) An ordinance adopting the rate of tax levy, including the
levy for the Library Fund, upon all real and personal

property within Salt Lake City, made taxable by law for
Fiscal Year 2013-2014 .
MOTION 3 : Councilmember Love moved and Councilmember Garrott
seconded to adopt Ordinance 44 of 2013 setting the rate of tax levy,
including the levy for the Library Fund, upon all real and personal
property within Salt Lake City, made taxable by law for Fiscal Year
2013-14 , including a general fund judgment levy and including the
following tax rates :
1 . For the General Fund - a rate of . 003965 which will generate
$64 ,241 ,506 in revenue, which constitutes a property tax increase
and will trigger the Truth in Taxation process, with a hearing to
be held August 15, 2013;
2 . For the General Fund Judgment Levy - a rate of . 000039, which
will generate $631, 938;
3 . For the Library Fund - a rate of . 000820, which will generate
$13,286, 912 in revenue;
4 . For General Obligation Bonds - a rate of . 001064 , which will
generate $17 ,240 ,578 in revenue;
5 . For the Library Fund - a one-time judgment levy rate of . 000007 ,
which will generate $113,425 in one-time revenue; and
MOTION 3c: Adopt a resolution required to be submitted to the
State Tax Commission authorizing these rates as adopted;
which motion carried, all members voted aye except Council Members
Penfold and Christensen who voted nay.

MOTION 4 : Councilmember Garrott moved and Councilmember Luke
moved to approve Items 4a thru 4c debt service and items related to
CIP, which motion carried, all members voted aye except Councilmember
Penfold who voted nay.
MOTION 5 : Councilmember Love moved and Councilmember Garrott
seconded to adopt the Legislative Intent Statements :
• It is the intent of the Council that the Administration explore
the costs associated with services provided by the City to
business districts (as currently provided in the Central Business
District) , options to expand the services to other areas, and
options for revenue to offset the cost to the City.
• It is the intent of the Council that the Administration review
residential areas of the City with drainage problems and still
require curb, gutter, and drainage infrastructure, and identify a
funding and construction plan within the Storm Water Fund to
complete projects within a reasonable period of time, and that
the review would include information on the amount of curb and

gutter still needed around the City that would be funded by the
General Fund CIP.
• It is the intent of the Council that the Administration' s
proposal be included for reducing the burden of bonding and
liability insurance requirements on smaller and/or neighborhood
events .
• It is the intent of the Council that the Administration continue
their review of the positioning of Fire Stations in the Northwest
and Southwest Quadrants of the City and work toward improved
services by relocating Station #14;
which motion carried, all members voted aye .
10 :27 : 10 AM Council Members spoke to the Fiscal Year 2013-2104
budget adoption .
CONSENT AGENDA 10 : 44 : 06 AM
Councilmember Simonsen moved and Councilmember Luke seconded to
adopt the Consent Agenda, which motion carried, all members voted aye.
#1 . RE : Setting the date of Tuesday, July 9, 2013 and Tuesday,
July 16, 2013 at 7 : 00 p.m. for a series of special public hearings on
the proposed City Budget for FY 2013-14, including the proposed tax
increase, in anticipation of the Truth-in-Taxation public hearing,
which is scheduled for Thursday, August 15, 2013 at 6 : 00 p.m.
