Minutes of the Salt Lake Valley Solid Waste Management Council held
Friday, June 25, 1993 at 11: 00 A.M. in the West Valley City Council
Chambers, 3600 South Constitution Boulevard, West Valley City,
Utah.

BUSINESS ITEMS:
1 . Approval of Minutes (May 21, 1993)
Lonnie Johnson made a motion to approve the minutes of the
Landfill Council meeting held May 21, 1993; Kent Miner
seconded the motion. The motion passed unanimously.
2 . Agreement with Wildlife Resources and Salt Lake City Airport
Authority
Lonnie Johnson made a motion to accept the MSW from the Salt
Lake City Airport Authority and proceed with a formal
agreement to pay the State Division of Wildlife Resources a
$2 . 00 surcharge for the disposal of MSW on their property from
the Airport runway expansion project. Landfill management is
to establish a fee which adequately covers special handling
costs and liability concerns. An agreement is to be prepared
by the Salt Lake County Attorney' s Office to that effect . The
motion was seconded by Russell Willardson; the motion passed
unanimously.
DISCUSSION ITEMS:
1 . Modular Building and Module Construction Update - Daniel Bauer
The liner has been placed in Module 2 except in the north west
corner; the module is ready to accept solid waste beginning
the middle of next week. The liner installation should be
fully completed in Module 2 during the next month.
A notice to proceed on excavation of Module 1 has been given

t to Herm Hughes Construction; Module 1 should be completed by
October 1.
The walls are up on the new office building; the roof is being
constructed and interior partitioning has been completed. The
projected completion date is August 3rd. The construction has
been slowed somewhat due to inclement weather. The furniture
has been ordered and is tentatively scheduled for delivery the
first week in August.
Ponds 4 and 5 plan changes are being implemented; the bid
specifications should be out to bid in three or four months.
Completion of the ponds will be next year. The drag line has
been used to change the shoreline on Pond 1 to accommodate
Wildlife Resource plan changes.
2. Operations Update - Bud Stanford
Module 6 N is near completion on the northwest quadrant; the
module should be completed in the next two weeks. Garbage
will begin to be placed in Module 2 the middle of next week.
The material being moved by the Airport Authority will be
placed on top of material in Module 6 N.
The equipment ordered earlier this year is being delivered;
the John Deere loader from Scott Machinery was delivered last
week. The D9N dozer from Wheeler Machinery will be delivered
next week; the scraper ordered will be delivered in July.
A 12 foot chain link fence along the north of Module 2 is in
place. Portable litter fences and wind breaks are on order
from the Heavy Duty Shop in Midvale for litter control; the
portable units will be placed up wind and down wind for litter
collection.
3. Other
The next meeting will be held on August 12 at 1:30 P.M. at the
Landfill.
Lonnie Johnson moved that the meeting adjourn Rent Miner
seconded the motion. Meeting adjourned at 11:10 A.M.

PROVISIONS FOR ACCEPTANCE OF SALT LAKE AIRPORT WASTE
•
1 . The Salt Lake Airport Authority has requested that the Salt
Lake Valley Landfill dispose of an estimated 81, 320 cubic yards or
48 , 792 tons (1200 lbs per cubic yard) excavated in the vicinity of
the Drechsel Hog Farm which is in the path of current construction
for the new west runway. Landfill management reserves the right to
refuse acceptance of waste which significantly exceeds the above
estimate provided by the airport .
2 . Independent laboratory analyses will be conducted at the
airports expense of a specified number of leachate samples taken
from an approved number, of test pits in the area . A composite
sample shall be provided for each location. Parameters to be
tested are those required by the City/County Health Department for
our current permit . Further testing may be required to isolate any
contamination in question. Acceptance of the waste is contingent
upon a satisfactory evaluation of the test results .
3 . Upon notification of landfill approval of leachate test
results, the airport shall arrange for excavation and delivery of
the waste to a designated area of the landfill . An inspector from
the landfill will observe excavation and loading of waste at the
airport to help insure no hazardous materials are brought to the
landfill . It is anticipated that 12-15 loads per hour will be
delivered during normal operating hours 7am to 6pm over a period of
three weeks . All waste must be delivered prior to September 9th so
that the waste module may be fully closed prior to October 9th.
4 . Initial loads will be weighed at the landfill scalehouse to
determine a representative tonnage for each truck. Thereafter,
loads will be counted by the contractor and landfill to determine
actual tonnage received. A bill will be submitted to the airport
or its contractor for the full amount of tonnage delivered. An
additional $2 per ton is to be charged because of the special
handling requirements associated with such a large, unforeseen
influx of waste during the busy summer season and the
accommodations required of the Division of Wildlife Resources to
increase the amount of waste disposed of on their property. A
formal agreement will be prepared with Wildlife Resources allowing
for transfer of the $2 per ton surcharge on the additional waste
received.
5 . Delivery of the waste can commence only upon consummation of a
written agreement between the Salt Lake Valley Landfill and the
Division of Wildlife Resources to accept the additional waste on
their property.
