FRIDAY, JUNE 28 , 2019
The City Council of Salt Lake City, Utah, met in a Special Limited Formal
Session on Friday, June 28, 2019 in Room 326, Committee Room, City County
Building, 451 South State.
The following Council Members were present:
Andrew Johnston James Rogers Amy Fowler
Erin Mendenhall Charlie Luke Chris Wharton
Analia Valdemoros
Jennifer Bruno, Council Executive Deputy Director; Lynn Pace,
Acting City Attorney; Patrick Leary, Mayor' s Chief of Staff; David
Litvack, Mayor' s Deputy Chief of Staff; and Cindi Mansell, City Recorder
were present.
Councilmember Luke presided at and conducted the meeting.
The meeting was called to order at 12 : 12 p.m.
POTENTIAL ACTION
#1 . 12:12:09 PM Reconsider adopting, and may discuss, items related
to the Salt Lake City budget ordinances (Ordinance No. 23 of 2019) for
Fiscal Year 2019-20, for the purpose of potentially overriding budget
items vetoed by Mayor Jackie Biskupski . View Attachments
Councilmember Fowler moved and Councilmember Johnston seconded to
open discussion to reconsider the vetoed line item appropriations in
groups and modify New House 20 Line Item for the Fiscal Year 2019-2020
adopted budget, which motion carried, all members voted aye .

Councilmember Fowler moved and Councilmember Valdemoros seconded
that Ordinance 23 of 2019 remain in place and to override vetoed line
item appropriations as shown on the motion sheet except for Veto 2B and
2D, which would be considered separately and to uphold Veto 3, which

Councilmember Johnston recused himself from the next vote to avoid
potential conflicts involved with his employer.
Councilmember Fowler moved and Councilmember Mendenhall seconded
that the Council override the $200 ,000-line item appropriation veto for
Service Models for the Most Vulnerable, which motion carried, all members
voted aye, except Councilmember Johnston who was recused.
Staff Note: This item is referred to as "Veto 2B" in the June 24,
2019 Veto Statement and identified to go to Volunteers of America's
Assertive Community Treatment Program.
Councilmember Johnston returned to the meeting.
Councilmember Mendenhall moved and Councilmember Fowler seconded
that the Council adopt Ordinance 36 of 2019 to appropriate $125,000 (base
ongoing) funding for New House 20 and another $125,000 (new) funding for
New House 20 to go into a holding account, which motion carried, all
members voted aye . View Attachment
Staff Note: This item is referred to as "Veto 2D" in the June 24,
2019 Veto Statement and is silent on the veto; this motion modifies a
line item appropriation.
Councilmember Mendenhall said it came to the Council' s attention
the $250, 000 line item for House 20 included $125, 000 that was
appropriated in last year' s budget (existing programming) . She said it
was not the Council' s intention to discontinue existing programming and
this $125, 000 would allow people receiving rental assistance and case
management to continue to receive assistance . She said the Council could
have future discussion about the potential to expand the program by
another $125, 000 (unappropriated holding account policy discussion) .
Councilmember Luke said the Council' s intent was always to create
a more transparent process . He said although information was requested
from the Administration, it was not provided, so Staff moved forward in
the manner they did. He said subsequently, information was received that
one of the Council' s actions, could potentially put a program at risk as
well as individuals receiving assistance . He said that was never the

intent of the Council and had information been provided before the budget
that would not have transpired. He said there was no assurance the
program would continue and move forward with streamlined transparency
initiatives .

CONSIDER A MOTION TO ENTER INTO CLOSED SESSION, IN KEEPING WITH
UTAH CODE §52-4-205 FOR ANY ALLOWED PURPOSE .
Councilmember Fowler moved and Councilmember Valdemoros seconded to
enter into Closed Session to discuss the pending or imminent litigation
pursuant to Utah Code §52-4-205 (1) (c) ; and Attorney-Client matters that
are privileged pursuant to Utah Code §78B-1-137, Utah Open and Public
Meetings Law. A roll call vote was taken. Council Members Johnston,
Wharton, Luke, Valdemoros, Mendenhall, Fowler, and Rogers voted aye. See
File M 19-1 for Sworn Statement.

Luke, Rogers, and Mendenhall .
