TUESDAY, JUNE 5, 2007
The City Council of Salt Lake City, Utah, met in Regular Session
on Tuesday, June 5, 2007 at 7 : 00 p.m. in Room 315, City Council
Chambers, City County Building, 451 South State .
The following Council Members were present:
Carlton Christensen Van Turner Soren Simonsen
Nancy Saxton Dave Buhler Eric Jergensen
Jill Remington Love
Cindy Gust-Jenson, Executive Council Director; Sam Guevara,
Mayor' s Chief of Staff; Edwin Rutan, City Attorney; and Chris Meeker,
Chief Deputy City Recorder; were present.
Councilmember Turner presided at and Councilmember Saxton
conducted the meeting.
#1 . 7:03:03PM The Council led the Pledge of Allegiance .
#2 . 7:04:01 PM The City Council presented Nancy Tessman with a
resolution thanking her for her service as Salt Lake City Library
System Director.
Councilmember Christensen moved and Councilmember Jergensen
seconded to adopt Resolution 38 of 2007 , which motion carried, all
members voted aye .
#3. 7:12:06PM Councilmember Turner moved and Councilmember Simonsen
seconded to approve the minutes of the Salt Lake City Council Meetings
held May 8, 15, 22, and 29, 2007, which motion carried, all members

PUBLIC HEARING
#1. 7:12:30PM Accept public comment and consider adopting an
ordinance approving Budget Amendment No. 4 for fiscal year 2006-2007 .
The following citizens asked the Council to appropriate funding
for a transit task force : Bill Tibbits and Luanne Stevenson.
Councilmember Jergensen moved and Councilmember Turner seconded to
close the public hearing, which motion carried, all members voted aye.
Councilmember Buhler moved and Councilmember Simonsen seconded to
adopt Ordinance 17 of 2007 amending the fiscal year 2006-2007 budget as
proposed by the Administration with the following exceptions and

1 . Remove Item A-3 relating to Street Lighting Maintenance, which
may be funded within the Department of Community Development;
2 . Revise the budget for Item A-8 relating to upgrading the
elevators in the City & County Building to reflect the budget in
the CIP fund and a transfer from the general fund to the CIP
fund;
3 . Revise the funding source for Item A-9 relating to the purchase
of property to expand a section of the Jordan River Trail to be
funded entirely from fund balance; and
4 . Defer Item A-10 relating to Temporary Museum of Permanent Change
to a future meeting, which motion carried, all members voted aye .

Jim Garside spoke regarding water rates . Douglas Cotant spoke
regarding the Housing Authority Board and the Utah Transit Authority.
Theodore Gurney, Nichole Christensen and Rudy Roca spoke regarding
funding a Utah Transit Authority Task force . Patricia Sanders turned
in a card regarding Utah Transit Authority but did not speak.
UNFINISHED BUSINESS
#1 . 7:29:36 PM Adopting an ordinance confirming the modified and
equalized assessment rolls and levying an assessment against certain
properties in Salt Lake City, Strongs Court (#102109) and Fenway Avenue
(#102129) , Reconstruction Special Improvement District (the
"District") , for the purpose of paying the costs of the reconstruction
of roadways, including concrete pavement, gutters, sidewalks, water
facilities, driveway approaches, street lighting, and related
improvements and all other miscellaneous work necessary to complete the
improvement in a proper workmanlike manner; (collectively, the
"Improvements") ; establishing the effective date of this ordinance; and
related matters .
Councilmember Jergensen moved and Councilmember Love seconded to
adopt Ordinance 18 of 2007, which motion carried, all members voted

Councilmember Saxton moved and Councilmember Simonsen seconded to

Council District Four.
