TUESDAY, JUNE 5, 2012
The City Council of Salt Lake City, Utah, met in Regular Session
on Tuesday, June 5, 2012 at 7 : 00 p.m. in Room 315, City Council
Chambers, City County Building, 451 South State .
The following Council Members were present:
Carlton Christensen Kyle LaMalfa Stan Penfold
Luke Garrott Charles Luke Soren Simonsen
The following Councilmember was absent:
Jill Remington Love
Cindy Gust-Jenson, Executive Council Director; Ed Rutan, City
Attorney; David Everitt, Mayor' s Chief of Staff; and Chris Meeker, City
Recorder; were present.
Councilmember Simonsen presided at and Councilmember Garrott
conducted the meeting.
OPENING CEREMONY
#1 . RE: The Council led the Pledge of Allegiance.
#2 . 7 :25:28 PM RE: Councilmember Simonsen moved and Councilmember
Luke seconded to approve the Salt Lake City Council minutes for
Tuesday, May 15, 22 and 29, 2012, which motion carried, all members
present voted aye.
PUBLIC HEARINGS
#1. 7 : 25 : 40 PM RE: Accept public comment and consider adopting an
ordinance amending Salt Lake City Ordinance No. 50 of 2011 which
adopted the final budget of Salt Lake City, Utah, for the Fiscal Year
beginning July 1, 2011 and ending June 30, 2012 . Budget Amendment #6.

The following citizens spoke in support of the Firework for Sugar
House Park: Debbie Workman, Grace Sperry, Scott Workman, Erick Brown,
Erin Longacre .
Councilmember Simonsen moved and Councilmember Christensen
seconded to close the public, which motion carried, all members present
voted aye .
Council Simonsen moved and Councilmember Luke seconded to suspend
the rules and adopt Ordinance 51 of 2012 approving Item I-1, the Sugar
House Park 4th of July Fireworks, (Budget Amendment No . 6) in the amount

of $10, 000 from the General Fund to the Sugar House Park Authority, in
addition the Council requests a legislative intent that the Sugar House
Park Authority review expenditures related to this event including an
audit over-site and reporting of donated and related expenditures,
which motion carried, all members present voted aye.
Councilmember Christensen moved and Councilmember LaMalfa seconded
to approve the following items to be considered with Budget Amendment
No. 6 for fiscal year 2011-2012 that will be considered at a future
date; Item I-2, $50, 000 in revenue and expenditure budget for expedited
plan review to be reflected in the General Fund; Item I-3, $304, 000 in
expenditure budget for the Share Point Document Management system to
come from various City sources as listed in Budget Amendment No. 5 of
fiscal year 2011-2012; and Item I-4, $50, 000 in expenditure budget to
add electronic case file management system to the Share Point Document
Management System for the Justice Court with the instruction that any
funds not needed could be used for other Share Point projects, which
motion carried all members present voted aye .

#2 . 7:35:55 PM RE: Accept public comment and consider adopting an
ordinance allowing adaptive reuses of landmark buildings. The petition
would modify the regulations pertaining to nonresidential uses in a
landmark structure. The Salt Lake Choral Artists would like to use the
building at 700 North 200 West to conduct rehearsals, give lessons and
keep their offices. The proposed change includes:
• creation of a new definition for an adaptive reuse of a
landmark structure
• elimination of the list of commercial uses eligible to occupy
landmark buildings
• enhancement of qualifying provision for eligibility of a
commercial use to occupy a landmark structure
• modifications to onsite parking regulations
Related provisions of Title 21A - Zoning, may also be amended as

close the public hearing, suspend the rules and adopt Ordinance 30 of

#3. 7:47:47 PM RE : Accept public comment and consider adopting a
resolution approving the draft philosophy statement on "Transportation
& Mobility. " The Council met in January to discuss priority focus areas
and requested that staff provide draft Philosophy Statements for review
and refinement by the public. The seven priority areas are: Economic
Health of the City, Arts & Culture, Neighborhood Quality of Life,
Transportation & Mobility, Parks & Open Space, Sustainability and

Councilmember Simonsen moved and Councilmember Penfold seconded to
close the public hearing and defer action to a future meeting, which
motion carried, all members present voted aye.

#4 . 7:50:57 PM RE: Accept public comment and consider adopting an
ordinance amending Salt Lake City Code to increase the amount of civil
fines for vehicles that are not buses or taxicabs but are parked at bus
stops or taxicab stands .
Councilmember LaMalfa moved and Councilmember Simonsen seconded to
close the public hearing and defer action to a future meeting, which

Councilmember LaMalfa said Savanah Wake was doing a great job with
the volunteer program. He said the paper work was still too
burdensome.

Jeff Bair spoke regarding the sign ordinance, 21A-4-46-060, Signs
specifically prohibited in all zoning districts .

and sale of not more than $23,000,000 Tax and Revenue Anticipation
Notes, Series 2012 ; delegating authority to certain officials and
