TUESDAY, JUNE 5 , 2018
The Board of Directors of the Redevelopment Agency (RDA) of Salt Lake
City, Utah, met on Tuesday, June 5, 2018 in Room 326, Committee Room,
City County Building, 451 South State .
In Attendance: Directors Derek Kitchen, James Rogers, Erin Mendenhall,
Chris Wharton, Charlie Luke, Amy Fowler, and Andrew Johnston.
Staff in Attendance: Cindy Gust-Jenson, Council Executive Director;
Jacqueline Biskupski, Mayor; Patrick Leary, Mayor' s Chief of Staff;
Margaret Plane, City Attorney; and Cindi Mansell, City Recorder.
Director Kitchen presided at and conducted the meeting.
The meeting was called to order at 1 : 06 p.m.
A. COMMENTS
There were no public comments .
B. PUBLIC HEARINGS
#1 . 1:07 : 17 PM Resolution: Budget Amendment No. 5 for the
Redevelopment Agency of Salt Lake City for Fiscal Year 2017-2018. The
Board will accept public comment and consider approving a resolution
amending the final budget for the Redevelopment Agency of Salt Lake City,
Utah for Fiscal Year 2017-18. View Attachments
There being no public comments, Director Fowler moved and Director
Mendenhall seconded to close the public hearing, which motion carried,
all directors voted aye .
This portion of the meeting recessed at 1 : 08 p.m.
The meeting reconvened in Room 315, Council Chambers, at 7 : 09 p .m.
to conduct additional business .

Deputy City Recorder.
Director Kitchen presided at and Director Rogers conducted the
meeting.

C. REDEVELOPMENT AGENCY BUSINESS (RDA)
#1. 7:09: 11 PM Approval of Minutes. The Board will approve the
meeting minutes of Tuesday, May 8, 2018. View Minutes
Director Johnston moved and Director Kitchen seconded to approve
the minutes as proposed, which motion carried, all directors voted aye,
except Director Wharton, who was absent for the vote.

D . PUBLIC HEARINGS
#1 . 7 :09:25 PM Resolution: Budget for the Redevelopment Agency of
Salt Lake City for Fiscal Year 2018-2019 . The Board will accept public
comment and consider approving a resolution adopting the final budget
for the Redevelopment Agency of Salt Lake City, Utah for Fiscal Year
2018-19. View Attachments
Director Kitchen moved and Director Mendenhall seconded to close
the public hearing and defer action to a future meeting, which motion
carried, all directors voted aye, except Director Wharton, who was absent
for the vote .
Note: It was brought to the Board' s attention there was someone who
wanted to speak.
Director Mendenhall moved and Director Kitchen seconded to re-open
the public hearing, which motion carried, all directors voted aye, except
Director Wharton, who was absent for the vote .
George Chapman spoke about the need to eliminate the proposed Trax
Station at 650 North if the Council wanted more people to take Trax to
the Airport (avoid too many stops) . He further spoke about the Board' s
interest in more downtown development/parks and thought the best way to
accomplish that was to eliminate homeless people from walking around
town with all their belongings . He said instead of funding the proposed
Station, he wanted the Board to utilize RDA resources to fund homeless
services, additional storage space, and provide an outside/low-barrier
camp site where the homeless could stay without bothering others .
Director Mendenhall moved and Director Kitchen seconded to close
the public hearing, which motion carried, all directors voted aye .
E . ADJOURNMENT
The meeting adjourned at 7 : 12 p.m.
