All based on polls - 163 , 000 for neighborhood
cleaning - if $1. 25 fee charged - #1 Senario -
All net reductions, is surplus money available?

See memo to Ed to change litter fee - okay. Total: $217, 500
available. Listed options below. Decrease property tax to
15. 24 .
Alan Hardman - Questions? Nancy Pace - Don't undermine. Cindy
Gust-Jenson - Last night majority 46 police. Public safety
figures - decrease. Fund additional corp projects. Attachment
3 - scenarios. Listing cost before budget came to Council.

CDBG funding - put more there.
Wayne Horrocks - General fund amount in #1 and #2 . Nancy Pace -
Need to be these things. Cindy Gust-Jenson - No. Items they
were going to stretch over two years to pay for. Nancy Pace -
What about fire cost? Cindy Gust-Jenson - Can get dollar
amount for you. Gordon - Little less than 785, 000 annual.
Alan Hardman - Keep in mind on-going funds concerned about
spending on-going money on one-time items.
Tom Godfrey - Reduce property tax - concern- not know revenue
projections - wiser to keep $1. 64 build up - government immunity
or keep in contingency.
Roselyn Kirk/Tom Godfrey - Against your policy. Putting in
contingency - not 1 of places.
Ron Whitehead - Do everything we can not to raise taxes.
Tom Godfrey - More conservative approach - to build up - will not
have to increase taxes next year also.
Ron Whitehead - Should hold costs down as low as we can.
Roselyn Kirk - Read page 4 - says increase property taxes as last
resort.
Alan Hardman - Debate in options.
Nancy Pace - Explain.
Cindy Gust-Jenson - General fund contingency - amount less than 1
percent of budget. Council brought down when revenues 242 , 500 is
contingency now - resonably high decreases. Add to fund balance.
Alan Hardman - What? Dave - I am . Steve Fawcett - Less
than 500, 000.
Still working on revenue projections - will not have County
figures until Friday or Monday. Just need motions - now - not
final decision.
Alan Hardman - Two years ago 600, 000 shortfall.
Alan Hardman - Council - straw poll on option? Give direction to
Staff to prepare motions.
Tom Godfrey - Down quite a bit. Not convinced where to go.
Alan Hardman - Does someone want motion on property tax decrease?
Roselyn Kirk/Ron Whitehead - Yes.
Ron Whitehead - Can we take straw poll? Roselyn Kirk - Like to
do too.
Alan Hardman - No problem - if don't know.
Don Hale - Anxious - #1 option - to decrease . Nancy Pace -
How do we get figures? Cindy Gust-Jenson - Your recommendation.

Karen to implement 300 . Alan Hardman - Yes. Don Hale - What is
it? Cindy Gust-Jenson - more training - not actually scheduled
items to spend more on. Don Hale - No. Ron Whitehead - No.
Roselyn Kirk - No.
Alan Hardman - Would want motion. Tom Godfrey - Yes.
Alan Hardman - Vote . Do you still favor pay for
performance but without training? Roselyn Kirk - Yes. Ron
Whitehead - Yes.
Alan Hardman - Would it help for Karen to address on Tuesday?
Tom Godfrey - Need to train supervisors to evaluate employees on
pay for performance plan.
Roselyn Kirk - Want to do without paying for training.
Ron Whitehead - donate time to do. Nancy Pace - Is Karen
equipped to do this? Cindy Gust-Jenson - Yes.
