06/07/2011 - Formal Meeting - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, JUNE 7, 2011 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, June 7, 2011 at 7 : 00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State . The following Council Members were present: Carlton Christensen Van Turner Stan Penfold Jill Remington Love Luke Garrott Soren Simonsen J T Martin (by phone) Cindy Gust-Jenson, Executive Council Director; Edwin Rutan, City Attorney; Mayor Ralph Becker; David Everitt, Mayor' s Chief of Staff; and Beverly Jones, Deputy City Recorder; were present. Councilmember Love presided at and conducted the meeting. OPENING CEREMONY #1 . 7 : 08 : 13 PM The Council led the Pledge of Allegiance. Councilmember Love said Boy Scout Troop 387 from the Sugar House area would lead the Pledge of Allegiance . #2 . 7 : 09 : 25 PM Adopting a joint resolution with Mayor Ralph Becker recognizing June 10 , 2011 as "Cares Enough to Wear Pink" Day in Salt Lake City to promote cancer awareness and support women, men and children who have suffered from cancer . View Attachment Councilmember Penfold moved and Councilmember Turner seconded to adopt Resolution 20 of 2011, which motion carried, all members voted aye except Councilmember Christensen who was absent for the vote . Councilmember Love presented the resolution to Deputy Fire Chief Brian Dale . Deputy Chief Dale talked about the activities which would be held on Friday, June 10, 2011 . #3. 7 : 15 :26 PM Councilmember Garrott moved and Councilmember Simonsen seconded to approve the Salt Lake City Council minutes for May 17 , 2011, which motion carried, all members voted except Councilmember Christensen who was absent for the vote . The following spoke or submitted hearing cards in opposition of the proposed property tax increase to pay for libraries and the change in the location for the library: Royce Van Tassell, Vice President of the Utah Taxpayers Association, John Kateel, Ed Rogers, Robert Walton, Marlene Little, Fred Fife, Ila Rose Fife, Edie Trimmer, Jim Hill and David Willis . The following spoke in opposition to the proposed landlord/tenant ordinance : Victoria Orme, Gary Felt and Paul Smith, Utah Apartment Association. Councilmember Simonsen moved and Councilmember Penfold seconded to close the public hearings, which motion carried, all members voted aye except Councilmember Christensen who was absent for the vote . RE: 7 : 38 : 47 PM & 7 : 54 :28 PM Accept public comment and consider adopting an ordinance amending Salt Lake City Ordinance 34 of 2010, which adopted the final budget of Salt Lake City, Utah, for the Fiscal Year beginning July 1, 2010 and ending June 30, 2011 . (Budget Amendment No. 4) View Attachment The following spoke or submitted hearing cards : Cindy Cromer and Gary Felt, Co-Chair of the East Central Community Council, spoke about the 200 South bikeway. Councilmember Penfold moved and Councilmember Garrott seconded to close the public hearing, which motion carried, all members voted aye except Councilmember Christensen who was absent for the vote . Councilmember Simonsen moved and Councilmember Turner seconded to adopt Ordinance 27 of 2011 adding a $10 ,000 allocation from fund balance for fireworks at Sugar House Park for July of 2011 to be combined with the current funding for a total allocation for the July 2011 event of $15,000, which motion carried, all members voted aye . (B 11-6) COMMENTS 11 - 5 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, JUNE 7, 2011 7 : 45: 08 PM Jeffry Niermeyer, Public Utilities Director, briefed the Council on the Spring runoff. QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL 7 : 49 : 33 PM Councilmember Martin said tomorrow there would be a joint announcement and celebration with Mayor Becker and Salt Lake County Mayor Peter Corroon of the Killyon Canyon purchase and finalization. He asked what was planned. Mayor Becker said there would be a dedication of Killyon Canyon and the 270 acres acquired as a partnership with the State of Utah, Salt Lake County and Salt Lake City. COMMENTS TO THE CITY COUNCIL 7 : 52 : 49 PM Douglas Cotant spoke about the joint resolution on cancer passed by the Council . UNFINISHED BUSINESS #1 . 7 : 54 : 03 PM RE: Adopting a resolution amending Resolution 17 of 2011 and appropriation resolutions adopting an amendment to the second year action plan and the emergency solution grant funding, and approving the interlocal cooperation agreement between Salt Lake City and the U.
