TUESDAY, JUNE 9, 2009
The City Council of Salt Lake City, Utah, met in Regular Session
on Tuesday, June 9, 2009 at 7 : 00 p.m. in Room 315, City Council
Chambers, City County Building, 451 South State.
The following Council Members were present:
Carlton Christensen Soren Simonsen Luke Garrott
Jill Remington Love Eric Jergensen Van Turner
JT Martin
Cindy Gust-Jenson, Executive Council Director; David Everitt,
Acting Mayor; Ed Rutan, City Attorney; and Beverly Jones, Deputy City
Recorder; were present.
Councilmember Christensen presided at and Councilmember Turner
conducted the meeting.
#1 . 7:11:41PM The Council led the Pledge of Allegiance .
#2 . 7:12:25 PM The Council and Mayor Ralph Becker will consider
adopting a joint resolution recognizing the 100-year anniversary of the
Salt Lake City Police Department Motors Squad. View Attachments
Councilmember Christensen read the resolution. The resolution was
presented to Assistant Chief Terry Fritz by Councilmember Christensen
and Acting Mayor David Everitt.
Councilmember Christensen moved and Councilmember Jergensen
seconded to adopt Resolution 31 of 2009, which motion carried, all
members voted aye .

#3. 7:17:37 PM Councilmember Simonsen moved and Councilmember
Garrott seconded to approve the minutes of the Salt Lake City Council
meeting held June 2, 2009, which motion carried, all members voted aye.

#1 . RE: 7:18:00PM Accept public comment and consider adopting an
ordinance adopting the final budget and related ordinances, excluding
the budget for the Library Fund which is separately adopted, and the

seconded to continue the public hearing to June 16, 2009, which motion

PUBLIC HEARING ACTION ITEMS
#1 . RE: 7:49:27 PM Adopting an ordinance amending Salt Lake City
Ordinance 64 of 2008 which adopted the final budget of Salt Lake City,
Utah, for the fiscal year beginning July 1, 2008 and ending June 30,
2009 . (Budget Amendment No. 3) View Attachments
Councilmember Jergensen moved and Councilmember Garrott seconded
to adopt Ordinance 15 of 2009 as proposed by the Administration
including Item A-7, to fund the reconstruction of the wall located at
214 North State Street in the amount of $60 ,000 using the CIP cost
overrun account. Councilmember Jergensen said given the current safety
issues with the wall the Council recommends funding the necessary
corrections to the wall as long as the City is protected legally and
has the opportunity to recover its cost for the construction of the
wall in the future if it is determined the City is not legally
responsible, which motion carried, all members voted aye .

Council Members Martin and Turner said Mayor Becker represented
Salt Lake City well . They asked David Everitt to let the Mayor know.
7:54:28 PM COMMENTS TO THE CITY COUNCIL
Polly Hart spoke about the off-leash dog area in Memory Grove .
She said the homeless had moved from Pioneer Park to Memory Grove . She
said she would no longer walk her dog there . Charlene Booth spoke in
support of Budget Amendment No . 3 . She said she also supported Ms .
Hart' s complaints about Memory Grove . Ray Kingston said he understood
a report from the Administration to the Council was going to be
presented on the status of the Public Safety Building project .

Councilmember Christensen said the report would be presented when the
Work Session continued. Mr. Kingston said there had been hardly any
material supplied to the public for review with requirements for the
project.
UNFINISHED BUSINESS
#1 . RE: 8:01:55 PM Adopting a resolution authorizing the issuance
and confirming the sale of $10,200,000 aggregate principal amount of
General Obligation Bonds, Series 2009B of the City; authorizing the
execution and delivery of certain documents relating to such bonds; and

Councilmember Simonsen recused himself for this item.
Councilmember Garrott moved and Councilmember Christensen seconded
to adopt Resolution 32 of 2009, which motion carried, all members voted
aye except Councilmember Simonsen who was recused for the vote .
