03/01/2005 - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, MARCH 1, 2005 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, March 1, 2005, at 7:05 p.m. in Room 315, City Council Chambers, City County Building, 451 South State. The following Council Members were present: Carlton Christensen Van Turner Eric Jergensen Nancy Saxton Jill Remington Love Dave Buhler Dale Lambert Mayor Ross C. "Rocky" Anderson, Rocky Fluhart, Chief Administrative Officer; Cindy Gust-Jenson, Executive Council Director; Ed Rutan, City Attorney; and Chris Meeker, Deputy City Recorder; were present. Councilmember Lambert presided at and Councilmember Christensen conducted the meeting. #1. The Council led the Pledge of Allegiance. #2. Councilmember Turner moved and Councilmember Love seconded to approve the minutes of the Salt Lake City Council meeting held February 15, 2005, which motion carried, all members voted aye. View Minutes (M 05-3) COMMENTS TO THE CITY COUNCIL Helen Peters spoke regarding Item G-2, interlocal agreement between Salt Lake City, Utah Department of Transportation and Salt Lake County for Modification 1, Preconstruction and Construction Reimbursement for Parley's Crossing at Interstate 215 (I-215) and Parley's Trail. She said a bridge would be placed instead of a tunnel. David Langr, Chair of the Utah Symphony Musicians Government Committee, spoke regarding the Utah Symphony and Opera's financial crisis. UNFINISHED BUSINESS #1. RE: Approving the appointment of Louis Zunguze to the position of Director for the Department of Community Development. Councilmember Lambert moved and Councilmember Jergensen seconded to approve the appointment of Louis Zunguze to the position of Director for the Community Development Department, which motion carried, all members voted aye. (I 05-12) #2. RE: Adopting a resolution creating the Salt Lake City, Utah 900 South Main Street to 900 West Street improvement Special Improvement District No. 102004 ("The District") ; generally as described in the Notice of Intention concerning the District; and a resolution authorizing City Officials to proceed with construction of the improvements as set forth in the Notice of Intention; and related matters. RE: Resolution 6 of 2005 authorizing the approval of an Interlocal Cooperation Agreement between Salt Lake City Corporation and the Utah Department of Transportation for Design Engineering reimbursement for the Gadsby/North Temple Trail Head. RE: Resolution 7 of 2005 authorizing the approval of an Interlocal Cooperation Agreement between Salt Lake City Corporation, Utah Department of Transportation, and Salt Lake County for Modification 1, Preconstruction and Construction reimbursement for Parley's Crossing of I-215. RE: Setting the date of March 8, 2005 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending Salt Lake City Ordinance 63 of 2004, which adopted the final budget of Salt Lake City, including the employment staffing document, for Fiscal Year 2004-2005. (Budget Amendment No. 5) (B 04-5) #4. RE: Setting the date of March 8, 2005 at 7:00 p.m. to accept public comment regarding a appropriation resolution adopting the Five-Year Consolidated plan for 2005-2010, which includes the One-Year Action plan for 2005-2006, and Citizen Participation Plan for Community Development Block Grant (CDBG) funding, Housing Opportunities for Persons With AIDS (HOPWA) funding, and American Dream Downpayment Initiative (ADDI) funding (Fiscal Year 2005-06) and approving Interlocal Cooperation Agreement between Salt Lake City and the U.S. Department of Housing and Urban Development. (T 05-1) Consider a motion to enter into Executive Session, in keeping with Utah Code, to discuss Labor Negotiations, Pursuant to Utah Code Ann. §§ 52-4-4, and 52-4-5 (1) (a) (ii) . Councilmember Saxton moved and Councilmember Buhler seconded to enter into Executive Session, which motion carried, all members voted aye. The meeting adjourned at 7:16 p.m. cm 05 - 32
