WORK SESSION
THURSDAY, MARCH 17 , 2005
The City Council of Salt Lake City, Utah met in Work Session on
Thursday, March 17, 2005, at 5 : 30 p.m. in Room 326, Committee Room,
City County Building, 451 South State Street.
In Attendance : Council Members Carlton Christensen, Van Turner, Eric

Lambert.

Councilmember Lambert presided at and conducted the meeting.
The meeting was called to order at 5 : 38 p.m.

Jim Lewis, Richard Scott, Kelly Murdock, and Dan Mule' briefed the
Council with the attached handout. Councilmember Buhler asked Mr.
Scott to investigate refunding opportunities available to the City
including the Redevelopment Agency (RDA) . Councilmember Lambert said
the proposal would be advanced.

Council with the attached handout . Councilmember Lambert said the
proposal would be advanced.
#3 . 6:20:51PM RECEIVE A BRIEFING REGARDING REMOVING THE CRASH GATE
CONDITION FOR THE CLOSURE OF 500 NORTH STREET AT THE 500 WEST RAILROAD

D.J. Baxter, Jennifer Bruno, and Doug Dansie briefed the Council
with the attached handout. The majority of the Council was in favor of
advancing the proposal .

ASSOCIATES TO CLOSE A PORTION OF 300 SOUTH BETWEEN APPROXIMATELY 5100

Doug Wheelwright, Cheri Coffey, and Jennifer Bruno briefed the
Council with the attached handout . Councilmember Lambert said the
proposal would be advanced.
#5 . 6:54:11 PM RECEIVE A BRIEFING REGARDING THE BUILDING SERVICES
AND LICENSING DIVISION. View Attachments
Orion Goff briefed the Council with a computer presentation and
attached handout. Councilmember Love asked Mr. Goff to review City
ordinances in an effort to reduce the number of inspections currently
being done. Councilmember Saxton asked if the 8500 building permits
mentioned in the report was an increase or decrease from the previous
year. Mr. Goff said that information was not analyzed. Councilmember
Saxton asked Mr. Goff to provide the information.
Councilmember Saxton said she wanted the hours of operation
analyzed to ensure the general public had access to services . She said
she wanted to know the number of public complaints/comments . She said
inspectors needed to be reminded not to disclose names of people who
called in complaints/violations .

Tim Harpst briefed the Council with a computer presentation and
attached handout . Councilmember Lambert said the Council needed to
consider posting 25 mile-per-hour signs in residential areas of the
City.

Brent Wilde, Doug Wheelwright, Cheri Coffey, and Craig Spangenberg
briefed the Council with a computer presentation and attached handout.
Council Members were in favor of having the department address
overlapping community council issues . Ms . Coffey said the Mayor' s
Office established three committees to address boundaries and
notification issues and ordinance changes . She said the department
would work with the Council and Administration to develop ways to
improve the citizen input process .
Councilmember Buhler asked the department to prepare a status
report on seven legislative action item requests which had been pending
for several years . Mr. Wilde said he would prepare a report. Council
Members discussed the need for the Council to be specific and provide
clear instructions/details when making administrative requests .
Discussion was held on how to deal with enforcing old building and
zoning violations . Mr. Wilde said the department would prepare options
for Council consideration.

THE PURPOSE OF STRATEGY SESSIONS TO DISCUSS THE PURCHASE, EXCHANGE, OR
LEASE OF REAL PROPERTY WHEN PUBLIC DISCUSSION OF THE TRANSACTION WOULD
DISCLOSE THE APPRAISAL OR ESTIMATED VALUE OF THE PROPERTY UNDER
CONSIDERATION OR PREVENT THE PUBLIC BODY FROM COMPLETING THE
TRANSACTION ON THE BEST POSSIBLE TERMS, AND TO DISCUSS PENDING OR
REASONABLY IMMINENT LITIGATION; PURSUANT TO UTAH CODE ANN. § § 52-4-4 ,
52-4-5 (1) (A) (III) AND 52-4-5 (1) (A) (IV) , AND ATTORNEY-CLIENT MATTERS
THAT ARE PRIVILEGED, PURSUANT TO UTAH CODE ANN. § 78-24-8 .

#9 . (TENTATIVE) CONSIDER A MOTION TO ENTER INTO EXECUTIVE
SESSION, IN KEEPING WITH UTAH CODE, TO DISCUSS LABOR NEGOTIATIONS,
PURSUANT TO UTAH CODE ANNOTATED § § 52-4-4 AND 52-4-5 (1) (a) (ii) .
Executive Session was not held.
