The City Council met in Work Session on Tuesday, March 19, 2019,
in Room 326, Committee Room, City County Building, 451 South State
Street.

AGENDA ITEMS
#1 . 2:13:36PM UPDATE FROM THE CITY' S TRANSPORTATION DIVISION
ABOUT TRANSIT-RELATED SALES TAX PROJECTS . Funding Our Future is an
initiative to address four critical needs: public safety,

affordable housing, improved streets, and better transit options.
The Council approved a 0. 5% sales tax increase in May 2018, and
during the City's budget process, allocated funding from
anticipated sales tax revenue to each of those needs. The Council
anticipates continuing updates for Funding Our Future initiatives.

attachments . Discussion was held regarding implementation of a
Frequent Transit Network (FTN) , development of pilot
programs/partnerships for employer shuttles, development of
enhanced bus corridors, increased bus service, capital
enhancements, home-to-transit (on-demand low-density residential
ride services) , work-to-transit (east/west focus) , fare pass
analysis, marketing and outreach, Transportation Planner (new
employee for project support and reporting) , transit-related
investments/prioritization in the Homeless Resource Center (HRC)
areas, and next steps .
#2 . 2:50:06PM UPDATE FROM THE CITY' S STREETS DIVISION ABOUT
STREETS-RELATED SALES TAX EXPENDITURES. Funding Our Future is an
initiative to address four critical needs: public safety,

#3. 3:01:16PM BRIEFING REGARDING THE ADMINISTRATION' S PROGRESS
ON LEGISLATIVE INTENT STATEMENTS FOR FISCAL YEAR 2018-19, AS WELL
AS THOSE STILL PENDING FROM PREVIOUS YEARS. Legislative Intents
are formal requests the Council makes of the Administration. This
briefing will include updates on a variety of subjects, including
special programs for neighborhoods adjacent to the new Homeless
Resource Centers, streamlining the business permitting process,
fleet insurance for high-risk City vehicles, and the Golf Fund.

Allison Rowland, David Litvack, Lisa Shaffer, and Randy
Hillier briefed the Council with attachments . Discussion was held
regarding performance measures for homeless services funding,
neighborhood safety program for HRCs, streamlining the permitting
process (Fire and Public Utilities Departments) , housing program
outcome report (Funding Our Future) , and General Fund subsidy for
Golf (including discussion on Parks/Open Space integration) .
#4 . 3:45:35 PM BRIEFING REGARDING AN ORDINANCE AMENDING THE
FINAL BUDGET OF SALT LAKE CITY, INCLUDING THE EMPLOYMENT STAFFING
DOCUMENT, FOR FISCAL YEAR 2018-2019 . Budget amendments happen
several times each year to reflect adjustments to the City's
budgets, including proposed project additions and modifications.
The proposed amendment includes funding for reconstructing 2700
South and 1500 South, expanding the Parks maintenance yard to
accommodate the new streets maintenance crew, and an engineering
study of structural and water conditions at the Warm Springs Plunge
historic building, among other changes. (Budget Amendment No. 5)

attachments . Discussion was held regarding the United Nations (UN)
Conference, relocating City department (Human Resources to 5th
Floor of Plaza 349) , revenues/expenditures/Fund Balance update,
Impact Fee update, east-side police precinct update, request for
new full-time Airport ORAT Director (Operational Readiness,
Activation and Transition) , Delong Street yard improvements (for
Streets and Fleet Department' s use) , and repurpose 300 West Class
C Funds to General Appropriation for street improvements .
Straw Poll: Unanimous support for early approval for hiring
of ORAT Director at the Salt Lake City Airport. All Council Members
present voted aye.
#5 . 4:13:57 PM BRIEFING FROM MERCER, A HUMAN RESOURCES
CONSULTING FIRM, ABOUT THEIR FINDINGS OF A NATIONAL COMPENSATION
SURVEY. The survey focused on cash compensation and primary
benefits for sworn public safety personnel in the City's Police
and Fire departments. The intent of this survey was to compare
Salt Lake City's compensation and primary benefits with a sample
of comparable U. S. cities. The City conducts a public safety
compensation survey approximately every three years. View

Council with attachments . Discussion was held regarding
methodology (comparable city selection, cost of labor analysis,
compensation/benefits analysis) , Fire compensation compared to the
market median (including Executive, Basic EMT, Firefighter
Paramedic, Firefighter Engineer, Fire Captain, Fire
Battalion/Division Chief, Assistant Fire Chief, Deputy Fire Chief,
supplemental pay) , Police compensation compared to market median
(Executive, Police Officer/Sergeant/Lieutenant/Captain, Deputy
Police Chief, Assistant Police Chief, supplemental pay) , and
summary of Fire and Police benefits (retirement, medical
insurance, and tuition reimbursement) .

#7 . 5:14:41 PM BRIEFING FROM THE CITIZENS' COMPENSATION
ADVISORY COMMITTEE TO REVIEW THE 2019 ANNUAL REPORT. The report
includes information and recommendations pertaining to the
compensation levels of the City's employees, executives, and
turnover data, and is presented for consideration each year prior
to the City's budget review process. View Attachments
David Salazar and Jeff Herring briefed the Council with
attachments . Discussion was held regarding salary budget forecast,
Salt Lake City recruitment/turnover/labor statistics, City living
wage, local market pay comparison, gender pay equity, special
report on public safety, and response to a City Council letter.
#8 . 5:48:17PM BRIEFING REGARDING AN ORDINANCE THAT WOULD AMEND
VARIOUS SECTIONS OF SALT LAKE CITY CODE PERTAINING TO SINGLE ROOM
OCCUPANCY (SRO) USES. The proposed amendments would redefine SRO
housing and permit SROs in more zoning districts than currently
allowed. Generally, SRO housing contains individual rooms with
combined sleeping and living areas. Kitchen and/or toilet
facilities are often common spaces to be shared by all residents.
The proposal also includes qualifying provisions that address
minimum floor areas, communal areas, a requirement that a property
manager be on-site 24 hours a day, and security camera monitoring.

scope/purpose, description of an SRO type housing, specific
proposed text amendments, zoning districts that permit SRO use and
where they could be expanded, qualifying provisions for SRO use,

additional minor amendments, primary concerns raised by the public
(via Planning Commission meetings) , and goals/objectives within
Growing SLC: A Five Year Housing Plan.
#9. BRIEFING REGARDING A PROPOSED ORDINANCE RELATING TO DOGS
IN CITY PARKS, TRAILS AND OPEN SPACES. The proposed changes would
streamline the process for designating off-leash dog areas by
repealing current designation guidelines (often referred to as
Resolution 52) , and delegating the process to the Administration.
The proposal would also allow the Public Services Department
director to temporarily close parks and open space areas to
domesticated animals for reasons of public safety or the protection
of sensitive environmental resources. The Council would maintain
final approval of creating or closing any off-leash dog parks.

#10 . 6:12:12PM BRIEFING REGARDING THE UPCOMING CITY RESIDENT
SURVEY. The survey will be conducted online and by phone by Y2
Analytics, a Salt Lake City-based market research and data
analytics group. The survey is designed to measure the current
mood of residents and compare to years past, determine if City
resources are aligned with resident values, and validate the
relevance of communication messages coming from the City. View

methodology (how the survey could be completed, random selection
of a sub-section of the population) , objectives (over-all
performance) , review of topics (safety, transit, roads, etc. ) , and
constraints (all citizens were expected to respond, and time the
survey takes) .

#14 . CONSIDER A MOTION TO ENTER INTO CLOSED SESSION, IN
KEEPING WITH UTAH CODE §52-4-205 FOR ANY ALLOWED PURPOSE.
Councilmember Fowler moved and Councilmember Johnston
seconded to enter into Closed Session to discuss pending or
reasonably imminent litigation pursuant to Utah Code 52-4-
205 (1) (c) ; Attorney-Client matters that are privileged pursuant to
Utah Code 78B-1-137, and for other lawful purposes that satisfy
the pertinent requirements of the Utah Open and Public Meetings
Act. A roll call vote was taken. Council Members Johnston, Luke,
Mendenhall, Fowler, Wharton, and Valdemoros voted aye .
Councilmember Rogers was absent. See File M 19-1 for Sworn
Statement
