BUSINESS ITEMS:
1. Minutes (January 19, 1990)
Romney Stewart asked Daniel Bauer if SWAB members had been
receiving copies of the minutes. Mr. Bauer indicated that a
copy was being sent to the SWAB Chairperson. Romney Stewart
also asked if Daniel Bauer had a copy of the Audit conducted
at the Landfill. Mr. Bauer indicated he had not yet obtained
a copy. Mr. Bauer will forward copies to the Council members
as soon as it is available.
Kent Miner indicated a correction needed to be made on Page
5, paragraph 5, concerning the CERCLA site. Portland Cement
was considering the purchase of the site rather than the
State.
A motion was made by Brad Stewart to approve the minutes with
the correction; the motion was seconded by Russell Willardson.
The motion passed unanimously.
2. Soil Regeneration Contract Extension
Daniel Bauer indicated that the current contract with E.T.
Technologies to run the soil regeneration site expires
March 31, 1990. It was Daniel Bauer's recommendation that
the contract for the soil regeneration site with E.T.
Technologies be extended on a month to month basis not to
exceed beyond December 31, 1990. This would allow enough time
to receive BVA's final recommendations, to review the
recommendations, determine which of the recommendations to
implement, the implementation timing, and decide which of the
recommendations will involve the soil regeneration project.
A new contract for the soil regeneration site involving those
projects would then be let out to bid. The bid specifications
should be ready by August 1990. Daniel Bauer's recommendation
has been reviewed by Paul Maughan, County Attorney, and he is
in agreement. Cindy Anderberg, E. T. Technologies is in
agreement with Mr. Bauer's proposal.
A motion was made by Brad Stewart to extend the E.T.
Technology soil regeneration contract on a month to month
basis through December 31, 1990. The motion was seconded by
Ryan DuPont. The motion passed unanimously.
3 . Consultant Review of Transfer Station
Daniel Bauer proposed that when Salt Lake City engineering and
Solid Waste Management have agreed on a plan to pursue prior
to preparing the final design on the private citizen
unloading/transfer station, that a consultant be engaged to
review the plans. He estimated that the cost would be
approximately $5,000.00. That amount could be absorbed in the
current Landfill budget. A consultant would be able to add
some expertise in looking at the preliminary design. Paul

from Wheeler Machinery as presented. The motion was seconded
by Ryan Dupont. The motion passed unanimously.
DISCUSSION:
1. SWAB Update
Chairman Greg Walkenhorst was not in attendance. Their update
will be at a later meeting.
2. Operations Update
Landfill Management is looking at two -private citizen
unloading/transfer station designs: a saw tooth design with
bins located in each of the saw tooth compartments; also, an
open pit design in which the private citizens would unload
into a large pit. These two designs have both been used
successfully. We hope to have more information after Paul
Jarra and Bud Stanford visit the Oakland area to look at the
different designs. Romney Stewart asked for pictures or
graphics of the design at the next meeting.
Bud Stanford has been selected to be a teacher at some of the
GRCDA MOLO courses. It will be advantageous for the Landfill
operation to have Bud involved. He will be teaching at least
1 course in 1990.
The GRCDA International Seminar will be in Vancouver,
August 20-24. Those interested in attending should let Daniel
Bauer know what their travel arrangements will be at the next
meeting.
3 . Other
The next Landfill Council meeting will be Wednesday, March 21,
1990 in the afternoon.
SWAB will be able to provide an update on March 21; the
committee was waiting until after the BVA presentation to make
recommendations on their options.
Daniel Bauer has an estimate of the UP&L charges to move the
power lines to be presented at the next meeting.
The Council proceeded to the Salt Lake County Commission Chambers
for the presentation by Brown, Vence and Associates on their
feasible resource recovery alternatives for the Salt Lake Valley.
Commissioner Shimizu welcomed the Council and guests to the
presentation. He introduced Michael Stewart of the Salt Lake
County Commission and Romney Stewart, Chairperson, Salt Lake Valley
Solid Waste Management Council. Romney Stewart introduced the
members of the Council, Daniel Bauer, Division Director for the
Solid Waste Disposal Division and Greg Walkenhorst, Chairperson for

SWAB. He gave a brief background on resource recovery efforts in
the Salt Lake Valley. He then introduced Kirk Jarvie and Michael
Brown of Brown, Vence and Associates, consultants for resource
recovery for their presentation.
A question and answer period followed the BVA presentation.
Meeting adjourned at 1:00 P.M.

In accordance with the terms set forth in Section 9 of our Landfill Interlocal
Cooperative Agreement, your ratification is respectfully requested in regards to
the attached minutes indicating actions taken at the October 13, 1989; November
3, 1989; December 7, 1989; January 19, 1990; and March 2, 1990 meetings of the
Salt Lake Valley Solid Waste Management Council .
No actions were taken which required subsequent endorsement by our City Council .
It would be very much appreciated if your response could be forwarded to the
City Recorder's Office. We will , in turn, notify the County of this action.
