TUESDAY, MARCH 20 , 2007
The City Council of Salt Lake City, Utah, met in Regular Session
on Tuesday, March 20, 2007 at 7 : 00 p.m. in Room 315, City Council
Chambers, City County Building, 451 South State .
The following Council Members were present:
Carlton Christensen Van Turner Soren Simonsen
Nancy Saxton Dave Buhler Eric Jergensen
Jill Remington Love
Cindy Gust-Jenson, Executive Council Director; Mayor Ross C.
"Rocky" Anderson; Edwin Rutan, City Attorney; and Chris Meeker, Chief
Deputy City Recorder; were present.
Councilmember Turner presided at and Councilmember Christensen
conducted the meeting.
#1. 7:03:15 PM The Council led the Pledge of Allegiance .
#2 . 7:03:49PM Councilmember Simonsen moved and Councilmember Turner
seconded to approve the minutes of the Salt Lake City Council Meetings
held March 13, 2007, which motion carried, all members voted aye . View

#3 . 7:04:10 PM Councilmember Saxton moved and Councilmember
Jergensen seconded to adopt joint ceremonial Resolution 21 of 2007 with
the Mayor opposing further testing at the Nevada Nuclear Test Site,
which motion carried, all members voted aye .

#1 . 7:04:50 PM Accept public comment and consider adopting an
ordinance to amend the Downtown Master Plan and the urban Design
Element pursuant to Petition No. 400-06-37 . View Attachments
Councilmember Saxton moved and Councilmember Jergensen seconded to
continue the hearing to April 3 , 2007 at 7 : 00 p.m. , which motion
carried, all members voted aye.
Cindy Cromer spoke in opposition to selling air space to the
Church for the Sky Walk and was concerned for small business in the
area. John Renteria, Jim Webster, and Roger Borgenicht spoke in
opposition to the Sky Walk. Tom DeVroom spoke in support of the sky

#2 . 7:16:30 PM Accept public comment and consider adopting an
appropriation resolution adopting the One-Year Action Plan for 33rd
year Community Development Block Grant (CDBG) funding, Home Investment
Partnerships Program (HOME) funding, Emergency Shelter Grant (ESG)
funding, Housing Opportunities for Persons with AIDS (HOPWA) funding,
and American Dream Down Payment Initiative (ADDI) funding (Fiscal Year
2007-08) and approving Interlocal Cooperation Agreement between Salt
Lake City and the U. S . Department of Housing and Urban Development .

Councilmember Buhler moved and Councilmember seconded to close the
public hearing and refer the issue to an April briefing session, which
motion carried, all members voted aye.

UNFINISHED BUSINESS
#1. 8:33:55 PM Adopting an ordinance confirming the modified and
equalized assessment rolls and levying an assessment against certain
properties in the Salt Lake City, Central Business Improvement District
No. DA-CBID-06 (The "District") , to promote business activity and
economic development in the area of Central Downtown Salt Lake City, by
assessing benefited properties within the District for the costs of
such economic promotion activities for a period of three years (The
"Assessments") ; establishing the effective date of this ordinance, and
related matters .
Councilmember Buhler moved and Councilmember Turner seconded to
adopt Ordinance 8 of 2007, which motion carried, all members voted aye.

#2 . 8:34:19 PM Adopting an ordinance granting to Utah Transit
Authority a Commuter Rail Franchise to construct, operate and maintain
rail lines across City streets, rights-of-way and other city property.
