03/28/2017 - Work Session - Minutes MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, MARCH 28 , 2017 The City Council met in Work Session on Tuesday, March 28, 2017, at 6 : 07 p.m. in Room 326, Committee Room, City County Building, 451 South State Street. In Attendance: Council Members Andrew Johnston, Erin Mendenhall, Derek Kitchen, James Rogers, Stan Penfold, and Lisa Adams . Absent: Councilmember Charlie Luke. Staff in Attendance: Cindy Gust-Jenson, Council Executive Director; David Litvack, Mayor' s Deputy Chief of Staff; Margaret Plane, City Attorney; Allison Rowland, Council Public Policy Analyst; Dan Dent, Public Services Operations Division Director; Matt Kammeyer, Golf Associate Director; Russell Weeks, Council Senior Public Policy Analyst; David Salazar, Human Resource Program Manager; and Kory Solorio, Assistant City Recorder. Others in Attendance : Connie Spyropoulos-Linardakis, Citizens' Compensation Advisory Committee Chair and Cori Peterson, Citizens' Compensation Advisory Committee Member. Councilmember Penfold presided at and conducted the meeting. The meeting was called to order at 6 : 07 p.m. AGENDA ITEMS #1. MID-YEAR BRIEFING FROM THE SUSTAINABILITY DEPARTMENT. As part of last year's budget discussions, the Council formally requested briefings with each of the City's new or interim department directors. These meetings have been scheduled throughout the coming months. Each director has been asked to comment on new events or accomplishments, unexpected issues affecting their department's budget, changes in service delivery or new initiatives, and how they might use a significant new budget allocation, if one were available. Item not held. #3 . 6:07:23 PM BRIEFING FROM THE CITIZEN' S COMPENSATION ADVISORY COMMITTEE (CCAC) TO REVIEW THE CCAC' S 2016 ANNUAL REPORT. The report includes information and recommendations pertaining to the compensation levels of the City's employees, executives, and elected officials, and is presented for consideration each year prior to the City's budget review process. View Attachments Connie Spyropoulos-Linardakis, Cori Peterson, and David Salazar briefed the Council with attachments . Discussion was held regarding the process following Committee recommendations going forward to the budget process, pay comparison of elected officials/department heads, why regional influx was not included in the study, and gender-pay equity. Councilmember Penfold said the Council would be interested to know if opportunities for additional resources became available (to assist the Committee) to ensure positions were equitable, when issues (particularly gender issues) were identified through Human Resources . Council Members requested the following items from Staff: • Provide a refresher of last year' s recommendations and any other evaluations that may have been referenced. • Continue monitoring the living wage and report back next year if adjustments were needed. 6:36:35 PM A recess was taken to break and reconvene the Redevelopment Agency meeting. #4 . QUARTERLY UPDATE ON THE AIRPORT TERMINAL REDEVELOPMENT PROJECT. The briefing may include a timeline and budget updates in addition to other information. View Attachments Item not held. 8:12:35PM The work session meeting reconvened. 17 - 2 MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, MARCH 28 , 2017 #5. 8:12:39PM BRIEFING REGARDING AN ORDINANCE THAT WOULD CHANGE THE CITY' S GOLF COURSE REGULATIONS . Specifically, the proposal would revise the fee structure at City golf courses, and change aspects of the loyalty program and the group reservation process, among other changes. View Attachments Councilmember Mendenhall was absent for the remainder of the meeting. Allison Rowland, Dan Dent, and Matt Kammeyer briefed the Council with attachments . Discussion was held regarding how the protocol regarding fee changes was addressed in the proposal, proposed fee changes, standards/expectations of delegating the ability to set fees, effects of fee reductions to revenue; proposal/funding to regain previous customers, proposal to administer Fiscal Year 2017 budget deficit, Golf Division Manager position, potential separation of golf courses for budget reporting, and Capital Improvement Program (CIP) funding fees . Ms . Gust-Jenson indicated the CIP fees (referred to) were imposed by the Council and strictly dedicated to capital improvements . She stated for the record the Council was not expressing support of using CIP funding to balance the Golf operating budget. Council Members requested the following items from Staff: • Provide more detail of methodology for revenue projections during the budget cycle. • Provide projections to Staff prior to budget requests . Councilmember Rogers stated a public hearing would be scheduled on April 18, 2017, with tentative action on April 18, 2017 . He suggest the Council let Staff know if any follow-up information was need in order to receive an update on April 18, 2017 as well . #6 . 8:34:29PM REPORT OF THE EXECUTIVE DIRECTOR, INCLUDING A REVIEW OF COUNCIL INFORMATION ITEMS AND ANNOUNCEMENTS. The Council may give feedback or staff direction on any item related to City Council business, including but not limited to scheduling items. See File M 17-5 for announcements . #7 .
