A. Energy Innovation and Carbon Dividend Act
The Citizens' Climate Lobby(CCL) previously brought to the Council the Carbon-
Fee Dividend Resolution, adopted by the Council in 2016. The CCL has requested
that Council Members consider signing on in support of federal legislation for the
Energy Innovation and Carbon Dividend Act (H.R. 763).
The website for the bill states:
"The Energy Innovation and Carbon Dividend Act (H.R. 763) will drive down
America's carbon pollution and bring climate change under control, while
unleashing American technology innovation and ingenuity. This policy was
also introduced in the Senate in 2018 as S. 379i."
➢ Are Council Members interested in signing on in support of
this bill?
Council Members asked Staff to send a copy of the
legislation to review before considering support.
B. The Hibernian Society(St. Patrick's Day) Parade, "The Irish Are
Coming, 41 Years of Shamrocks &Shenanigans"
The parade will take place on Saturday, March 16, 2019 from loam to
approximately noon. Interested Council Members will meet at 9:3o am at the
staging area on the corner of 40o West and 200 North (same as last year).
The parade route will be going west from 50o east &200 south and concluding at
State Street. This year celebrates the 41st anniversary of the very first St. Patrick's
Day parade in Salt Lake City. Staff is coordinating with the Fire Department to
see if it is possible for the Council Members to ride on one of their fire trucks.
➢ Please let the front office know ASAP if you are interested in
joining in the parade, so they can get the Fire Department a
count of participants.
Jennifer Bruno, Council Executive Deputy Director,
reviewed the announcement. There were no comments from
Council Members.
C. Annual Meeting Calendar Update —April
There is a potential conflict with Council meeting dates in April, which are:
o April 2 (Work Session and Formal)
o April 9 (RDA and Work Session)
o April 16 (Work Session and Formal)
The APA Conference is Saturday,April 13th — Tuesday,April 16th and three
Council Members are confirmed and attending, which would conflict with the
April 16th meeting.
➢ Would the Council like to change the April i6th Work Session
and Formal meeting to Tuesday,April 23rd?
There were no objections from Council Members.
D. Annual Meeting Calendar Update —August
A date needs to be set for this year's Truth in Taxation hearing. Staff has
confirmed that August 17th is the last day to adopt the final tax rates per state
code (59-2-92o). However, as Tuesday,August 13th is a primary election date,
and therefore not a Council meeting, this leaves the following options:
1. Have the truth in taxation hearing on August 6th, recognizing that it is
also the night out against crime, which some Council Members in the past
have wanted to participate in.
2. Have the truth in taxation hearing on another day of the week
between August 1st and August 16th, recognizing that sometimes scheduling
challenges occur with other taxing entities (taxing entities cannot have their
hearings on the same night). It is early enough in the year to request the date
that this might not be a problem,but Staff wanted to flag it in case it is.
➢ When would the Council like to schedule the Truth in Taxation
hearing? If option 2 is the preference, what days of the week
do/do not work?
Ms. Bruno reviewed the announcement. Councilmember
Fowler said she did not prefer August 6th, because it was Night
Out Against Crime. She suggested another night(Thursday if
needed). Ms. Bruno recommended Thursday,August 8th or
15th. She said she would contact Salt Lake County to verify if
either date was available and get back to the Council in order
to lock the date in on the schedule. There were no objections
from Council Members.

Announcements, staff highlighted the challenge we face in setting the truth in
taxation hearing:

Night Out Against Crime —August 6th-Does the Council wish to
revisit this as a Council meeting date?
Cindy Gust-Jenson, Council Executive Director, stated the August 13th
meeting would need to be moved in order to meet Primary Election day. She
said a proposed date would need to be set by Salt Lake County for Truth in
Taxation and the Council could possibly be asked to have a meeting on a
Thursday. Councilmember Mendenhall expressed concern regarding the gap
between July 9th and August 13th meetings. She suggested holding a
meeting on August 6th or 13th or adding a July 3oth meeting date.Ms. Gust-
Jenson said there was a narrow window regarding the Truth in Taxation
and she believed a meeting the last part of July was too early and August
16th might be too late. She said Staff would look at the Truth in Taxation law
and get back to the Council
In August, the 2019 Municipal Election is for Mayor, and Council Districts 2,
4, and 6. The Primary Election will be on Tuesday,August 13, 2019.
