03/05/2019 - Formal Meeting - Minutes MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, MARCH 5, 2019 The City Council of Salt Lake City, Utah, met in Formal Session on Tuesday, March 5, 2019 in Room 315, Council Chambers, City County Building, 451 South State. The following Council Members were present: Andrew Johnston James Rogers Amy Fowler Erin Mendenhall Charlie Luke Chris Wharton Analia Valdemoros Cindy Gust-Jenson, Council Executive Director; Katherine Lewis, Senior City Attorney; Patrick Leary, Mayor' s Chief of Staff; David Litvack, Mayor' s Deputy Chief of Staff; and Kory Solorio, Assistant City Recorder were present. Councilmember Rogers presided at and conducted the meeting. The meeting was called to order at 7 : 08 p .m. View Minutes (M 19-3) POTENTIAL ACTION #1 . 7:10:29 PM An ordinance amending the final budget of Salt Lake City, including the employment staffing document, for Fiscal Year 2018- 19. Budget amendments happen several times each year to reflect adjustments to the City's budgets, including proposed project additions and modifications. The proposed amendment includes funding to purchase property near the Regional Athletic Complex, among other changes. COMMENTS TO THE CITY COUNCIL 7 :14:52 PM Lilly White spoke about air pollution being a major City problem and expressed concerns regarding the effects to the livelihood and happiness of her family. She expressed frustration with her attempts (for weeks) to talk with the tire shop she lived next to, Salt Lake City, Salt Lake County, and the State Health Department regarding her concerns, with no answers and nothing being done. She said she came to the City Council to state her problem and ask for legal advice. She added it was a civil right to have unpolluted air. 7 :16:57 PM Councilmember Luke read a statement from the Council in response to an issue made public that involved Mayor Biskupski, concerning the Inland Port. View Statement NEW BUSINESS #1 . 7:19:08 PM Adopting an ordinance amending terminal use fees on the Salt Lake City Consolidated Fee Schedule (CFS) . The amendments include fees for conducting peer-to-peer rental car operations at airports owned and operated by Salt Lake City. (0 17-3) 19 - 2 MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, MARCH 5, 2019 UNFINISHED BUSINESS #1 . 7:20:17 PM Adopting an ordinance amending Title 16 Airports, relating to motor vehicle operation and violation, penalty and enforcement. The proposed amendments address regulations for car-sharing companies at the Salt Lake City International Airport. View Attachments Councilmember Luke moved and Councilmember Fowler seconded to adopt Ordinance 10 of 2019 amending Title 16, relating to Motor Vehicle Operation and Violation, Penalty and Enforcement, and specifying that the ordinance would become effective in 90 days. Councilmember Luke said during the next 90 days he strongly encouraged peer-to-peer car sharing companies, the rental car industry, and other interested parties to work closely with Salt Lake City and the Airport to develop a path forward to legalize peer-to-peer car sharing operations at the Salt Lake City International Airport. Councilmember Rogers called for the question, which motion carried, all members voted aye. (0 19-5) #2 . 7:21:10 PM Adopting an ordinance confirming the equalized assessment list and levying an assessment against certain properties in the Salt Lake City, Utah Central Business Improvement Assessment Area No. DA-CBIA-19 (the "Assessment Area") , for the purpose of financing certain economic promotion activities in the downtown area; establishing the effective date of the ordinance; and related matters . Setting the date of Tuesday, March 26, 2019 at 7 : 00 p.m. to accept public comment regarding the Mayor' s funding recommendations and an appropriations resolution adopting the One-Year Annual Action Plan that includes Community Development Block Grant (CDBG) funding, HOME Investment Partnership Program funding, Emergency Solutions Grant (ESG) funding, Housing Opportunities for Persons with AIDS (HOPWA) funding, for Fiscal Year 2019-20 and approving an Interlocal Cooperation Agreement between Salt Lake City and the U.S . Department of Housing and Urban Development (HUD) . (T 19-1) #2 . Setting the date of Tuesday, March 26, 2019 at 7 p.m. to accept public comment and consider adopting an ordinance that would amend various section of Title 21A of the Salt Lake City Code pertaining to Conditional Building and Site Design Review (CBSDR) . The CBSDR process enables development of buildings that are taller or larger than zoning regulations would typically allow pursuant to Petition No. PLNPCM2016- 00615. It also enables flexible implementation of some design standards. The proposed amendments would clarify and improve the application process for developers. Under the proposal, minor requests related to zoning and design standards would be handled by the Administration, while major requests would be handled by the Planning Commission. The proposed amendment includes funding for reconstructing 2700 South and 1500 South, expanding the Parks maintenance yard to accommodate the new streets maintenance crew, and an engineering study of structural and water conditions at the Warm Springs Plunge historic building, among other changes.
