TUESDAY, MARCH 7 , 2017
The City Council of Salt Lake City, Utah, met in Regular Session on
Tuesday, March 7, 2017 at 7 : 02 p.m. in Room 315, Council Chambers, City
County Building, 451 South State .
The following Council Members were present:
Charlie Luke James Rogers Derek Kitchen
Erin Mendenhall Lisa Adams
The following Council Members were absent:
Stan Penfold Andrew Johnston
Jennifer Bruno, Council Executive Deputy Director; Jacqueline
Biskupski, Mayor; Margaret Plane, City Attorney; David Litvack, Mayor' s
Deputy Chief of Staff; and Kory Solorio, Assistant City Recorder; were
present.
Councilmember Luke presided at and conducted the meeting.
OPENING CEREMONY

#3. 7:15:51 PM Councilmember Mendenhall moved and Councilmember
Kitchen seconded to approve the minutes of the following Council

#4 . 7:04:10 PM Adopt a resolution in celebration of the 2017 Outdoor

Councilmember Luke read the resolution. Councilmember Kitchen moved
and Councilmember Mendenhall seconded to adopt Resolution 5 of 2017,
which motion carried, all members present voted aye .

#5. 7:08:35 PM Mayor Biskupski presented recommendations to the
Council regarding proposed Community Development Block Grant (CDBG)
funding, Emergency Shelter Grant (ESG) funding, Home Investment

Partnerships Program (HOME) funding, and Housing Opportunities for
Persons with Aids (HOPWA) funding budgets .

PUBLIC HEARINGS
#1 . 7: 16:21 PM Accept public comment and consider an appropriation
resolution adopting the One-Year Annual Action Plan for 2017-2018, which
allocates Housing and Urban Development (HUD) funds to projects that
benefit the residents of Salt Lake City. The resolution includes
Community Development Block Grant (CDBG) funding, HOME Investment
Partnership Program funding, Emergency Solutions Grant (ESG) funding,
Housing Opportunities for Persons with Aids (HOPWA) funding, and
approving an Interlocal Cooperation Agreement between Salt Lake City and
the U. S. Department of Housing and Urban Development (HUD) . View

Lisa Heaton for House of Hope submitted a hearing card requesting
funding but did not wish to speak.
Councilmember Rogers moved and Councilmember Adams seconded to
close the CDBG and other federal grants public hearing, which motion
carried, all members present voted aye .

COMMENTS TO THE CITY COUNCIL 8:01:27 PM
Douglas Cotant stated he wished to move from his current residence .
He said he signed up for affordable housing and was now on a wait list .

James Berensen expressed concerns regarding bond amounts and
legislative/funding decisions made by the Council .
Amir Cornell submitted a comment card wishing to speak but was not
present when his name was called.

Councilmember Rogers moved and Councilmember Mendenhall seconded to
adopt the Consent Agenda, which motion carried, all members present voted
aye .
#1. Approving the appointment of Tooele County Commission Chair,
Wade B. Bitner to the Airport Advisory Board for a term extending through

#3 . Adopting the grant holding account for Fiscal Year 2016-17 .
Attachments include: 1) Utah Department of Public Safety Alcohol & Drug
Free grant award to purchase wireless communication kits for Motor Squad
officers. 2) State Office of Crime Victim Reparations FY 2017 VAWA grant
award to continue funding a portion of salary and benefits of an existing
victim advocate who provides crisis counseling and resource services to
