MAY 16, 1990
All council except Wayne. Tom P , Max Peterson, Scott Bond,
Joe Anderson, Duane Fuller, Jim Lewis, Jim Harpst, Brad Stewart,
linda Hamilton, Emilie Charles, Anne Pinkney, Kevin (Finance) .
All call meeting to order. Nancy and (me) spoke about talking to
Commissioner Barker. Give Cindy 2-3 times to meet with
Comm. /Legislature. Roselyn Kirk, Craig Moody. Tom Godfrey -
need alternatives to solve S.L. problem. Two weeks - approve
resolution w/o meeting. Cindy Gust-Jenson - I will do memo
w/dates to Council. Alan Hardman - what schedule next week?
Cindy Gust-Jenson - M-T and . Alan Hardman - better off with
united front at Commissioners. Cindy Gust-Jenson - what about
Wednesday or Thursday at 3 : 30pm, 29th, 24th or 31st.
Cindy Gust-Jenson - are other date 4 : 00 Roundtable in Mayor's
Conference Room - Ron Whitehead - who will be there? Cindy Gust-
Jenson - Pete.
First Item:
P.W. Budget - Joe: Joe appreciate minutes - talk to Council
about budget. Page 126 - wait to discuss all items and open up
to discussion. Compare Mayor's recommendations. Increase diesel
fuel costs although we made cuts - hard to see.
Drainage transfer to Public Utilities July 1 - 13 streets, 3
engineers to Public Utilities. Admin will be
transferred to P.U. 621, 000 streets, approximately 185, 000
engineers. EPA Clean Water Act would have needed additional
funds. Recommended transfer because Enterprise fund able to
handle better. 1, 000, 000 saved in General Fund from transfer.
Impact - complaints, etc. part of Public Utilities. Neighborhood
clean-up in Public Works items are mandated - Cleanup is not: 5
full-time people, 12 seasonal (fired) , 10 vehicles/3 loaders to
fleet. Impact - one half city south east or west side will be
weekly trash pickup go up. Snow removal in winter - downtown -
leaf bags cut - citizens have to buy bags - 10, 000 cut signs and
materials. Anne did good job on paperwork. Avenues collection
overview - fee proposed 1. 35 increase. Charges: 1 enterprise
fund only. 555, 000 subsidy in General fund currently. Allow us
to accru money for garbage cans. Vacancy - write - will pick up
can, charge fee to pickup can $10. 00 and deliver when person
returns.
Ron Whitehead - why can't you put on list to have workers
if cans are out.
Duane - hard to monitor, more for the people with more than 1
can - have to charge for delivery on other cans.
Proposed charge narrowed. If all cans cost the same, many people
will choose not to have 2nd can; but others will need because no
clean-up. Will bill by number of cans. Feel good about these
charges (60 less bodies) will pledge to give highest level of
service as possible.
Alan Hardman - Questions: Anne look at policy issues.
Staff recommendation - transfer storm drain costs to Enterprise
Funds and set up study for drainage impact fee.
Ron Whitehead - 673 , 000 was this in budget last year? Tom
Godfrey - other alternative keep General Fund - increase taxes to
Anne liked #3 alternative. Joe more than that if tax increase -
for E.P.A. Requirements, etc. Nancy Pace - better if in
Enterprise Fund. Public feel better. Tom Godfrey - August 4
deadline for compliance E.P.A. Joe - Nationwide charge. Alan
Hardman - any exceptions? No.
Roselyn Kirk - Would this distribute costs from businesses in
area and residents. Joe - Yes. Businesses would contribute
based on use.
Ron Whitehead - What about corner lots? Joe - will address later
if fees are established to make sure it is equally distributed.
Alan Hardman - Why are not all cities affected by rules? Joe -
Will be eventually - go down lines to samller population cities
all will have to comply eventually.
Roselyn Kirk - Do we need legal opinion on fees? Putting more
costs on sewer?
Mayor DePaulis - Roger reviewed best way to do legally on fees.
Cindy Gust-Jenson - To Mayor; can Council prepare letter based on
information you already have. Yes, need to be specific though in
questions - addressed.
Alan Hardman - Staw Polls - still do. (All agree. ) Legislative
Intent - proposal on drainage fee have fees, proposals (Ron
Whitehead) . Anne Pinkney - number 2 response - creation of
3-1/2 person team to deal with emergencies. Alternatives -
fund/not fund - recommendation is to fund and review position
next year. Ron Whitehead - how many after-hour calls. Duane -
had 1 full-time already for years just hourly people. First
response operates - sweeping, barricades, stop signs, salt and
sand roads in winter, trash, operate all street equipment and any
other complaints. Eliminates call-back and overtime pay.
Cindy Gust-Jenson - also good for risk management, and limits
City's liabiity. Joe - well trained people, prevent supervisor
needing to go out.
Cuane - calls - 400 per month, Purchasing Department thinks
wonderful - need additional 29,000 for benefits.
Don Hale - are you transferring full-time to this? Duane - No,
paid only hourly not full-time.
Joe - not fair to keep them here as hourly employees year after
year. Duane - have qualified people - still can't keep qualified
people on without offering more incentives.
Duane - Council can call us anytime if people have problems - 24
hours a day. Roselyn Kirk - feel service is great, but not sure
money should be used only for benefits. Mayor DePaulis - on
short-time basis you can, but illegal if kept on year after year
according to Human Resources, Fair Labor Standards Act - (all
agreed) . Duane/Roselyn Kirk - would like Fair Labor Act checked
first. All - next item.
Anne Pinkney - Collection fee increase to cover all costs of
garbage, then can be Enterprise fund approving concept.
Basically, increase 1.25 how much will it generate - talk about a
can fee (Ron Whitehead/Anne Pinkney) .
Anne Pinkney - Elimination - trash pickup - funding alternatives,
transfer, establish 1.25 cleanup fee per household per month to
start up. No double charges for people with two cans. Cindy
Gust-Jenson - figure higher because it includes capital
replacement costs. Scott - A big difference, transfer, sewer
fund has money but refuse fund doesn't have funds to reimburse.
Alan Hardman - Will General Fund be reimbursed for costs of
equipment transfer?
Scott - 300, 000 needed to restore program, but study will need to
be completed to figure out actual costs.
Ron Whitehead - What is 1. 25 figure? Scott - What funds would we
need not to have increase? Alan Hardman - 1. 25 generated amount.
If you wanted to not do 1.25 fee and fund, pickup would need 1
million 2-50.
Nancy Pace - How would duplex be billed? Joe - You would need to
determine. Alan Hardman - discrepancy/Cindy will provide.
Anne Pinkney - Item Number 2
Alan Hardman - What is increase - 1. 00 more plus 1.25. Anne -
1.25 + 1. 00 fee total of 2 .25 increase.
Alan Hardman - Item Number 3
Anne - Number Three is 1. 00 per can charge will bring more money
but have problem of equity.
Item Number Four - Funding Money
Anne - Continue to fund - find General fund revenues. Alan
Hardman - Discuss recommendation. Anne - Have two-tier fee:
1.25 fee plus a rate increase; total of $2 .50 per household
increase.
Scott - Looking at paying only direct costs - involved in fee
increase, other items.
Alan Hardman - Alternative-move pickup to Enterprise (but absorb)
1. 00 increase but increase monthly rate to 5. 25. Anne - Yes,
also charge garbage can fee to house for number of cans. Alan
Hardman - Single family go down. Anne - Residence extra 1.25 for
cleanup total 5. 25 for can.
Nancy Pace - Do you want to keep the program? Joe - Yes, would
choose to keep first half to make budget costs.
Alan Hardman - Any problems? No one. Ready to make decisision
yet.

Tom Godfrey/Nancy Pace - Like increase fee.

Item Number Five
Per can fee charge for bent/destroyed cans - a little more costly
for set-up - can we charge different rate between 2
cans - could charge 5.42 (2 .72 for second can) - encourage
recycling.
Roselyn Kirk - Feel problem to change funding - her people in
district bills will double - people in her area will not like -
she may have to vote separately.
Nancy Pace - What do you suggest? Roselyn Kirk - 5. 35 plus 1/2
of 5. 25 cost for second can. Nancy Pace - How do we fund - Cindy
Gust-Jenson 5.44 for the first can, 2 . 72 for the second can.
Roselyn Kirk - this is what I want. Ron - trial period few years
ago - trial basis no problem with increase in costs.
Duane - most people think cost of 7 . 00 (4 . 00) for 2nd can when
they call - it hasn't stopped people.
Tom Godfrey - Feel people should be encouraged to recycle.
Alan Hardman - Move to next item - plenty of time to review -
does this combine everything? Anne - Yes, concept of all items.
Alan Hardman - does it mention 2nd cost fee? Yes. Alan
Hardman - No legislative ? No. Alan Hardman - anything
else?
