A. Budget Amendment No. 6 Agenda Timeline
[This item was not received in time for a briefing on today's agenda. However
this item must be adopted by June 13th for the Fiscal Year 2016-2017 Budget.]

B. Changes to the Rules of Decorum
Leadership has reviewed several additions to the Rules of Decorum about
recording during meetings. These changes were made in an effort to remind
people who might have additional questions about recording guidelines with
cameras, or phones, etc.
Changes:
• Council staff or security officers may ask you to open any large
bags, purses or backpacks for inspection, and may also request
changes to the placement of recording equipment or other props
to help facilitate the meeting.
• If you have questions about proper placement of recording
equipment or recording in general, please coordinate this with a
security officer or staff member before the beginning of the
meeting who will make requests to help ensure that it does not
disrupt the meeting or make other attendees feel uncomfortable.
Cindy Gust-Jenson, Executive Council Director, said the
additional wording was added to enable Staff or Security
personnel to control how/where recordings could take place.

C. Change to Annual Calendar — June
A Formal Meeting needs to be added to June 13th to accommodate the
adoption of the proposed City Budget. June meetings are listed below:

Ms. Gust-Jenson said the formal meeting added to June 13, 2017 was not
an extra meeting,just an oversight. She said Councilmember Adams reminded
Staff about a conference held last year to address homeless issues. She said the
conference was scheduled again this year which created a conflict with the July
18th Council and RDA meetings. She said the first step was for Staff to check to
see if the Council added that Conference as one of its approved "Conferences".
She said if too many Council Members planned on attending the Conference the
meeting schedule would have to be modified. She said one option was to move
the July 18th Council meeting to July 25th (the day after the holiday) and move the
RDA meeting to July nth. She said a decision was not needed tonight but wanted
Council Members to keep this in mind and check their calendars.

A. Changes to the City's Agenda Layout [NEW]
The formal meeting agenda has a new layout. If there is LBA and/or RDA
business in addition to the Council business, the agenda will be a bit
different.
The agenda is now grouped by entity, rather than by item type. This
means, for example, that all LBA items — minutes, hearings, action
items, etc. - will be grouped together on an LBA section of the agenda.
By not grouping all public hearings together, for example, we will avoid
the confusing motions for convening/recessing/adjourning, re-
convening, etc.
• Board/Council Members will now convene and complete business as
one entity, then adjourn. You will convene, conduct business, adjourn
the same way that you have for stand-alone Council Meetings in the
past.
• All Opening Ceremony items, such as the Pledge and standards of
conduct will be included on the first agenda if there is business for more
than just the Council.
• Business will be listed in the following order: Local Building Authority,
then Redevelopment Agency, then City Council.
The goal of this change is to allow for more transparency and clarity while
conducting City business, and allow easier access to the records of each
entity.
The Council's Rules of Procedure will need to be updated to reflect this
new agenda organization. Lehua Weaver, Council Associate Deputy
Director, explained the proposed changes to the Council. She said Staff hoped the
new process would help lessen the confusion. Councilmember Penfold asked if he
understood correctly that the person conducting the meeting had the authority to
simply adjourn the meeting once all the business was conducted rather than
having a formal motion. Ms. Weaver said that was correct. She said Staff would
also update the Council's Rules of Procedure and bring that back to Council.

Council Meetings are held in the City and County Building, 451 South State Street, Room 326, Salt Lake City,
Utah. Council Meetings usually include a WORK SESSION and a FORMAL SESSION.Work Sessions normally
begin at 2:00 p.m. and Formal Sessions normally begin at 7:oo p.m.
All meetings of the City Council are open to the public unless closed pursuant to Sections 52-4-204, 52-4-205
and 78B-1-137, Utah Code Annotated. Notice of each Council meeting is given at least 24 hours in advance of
the meeting as required by State law.An agenda of each meeting is posted at:
