05/17/2011 - Formal Meeting - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, MAY 17, 2011 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, May 17, 2011 at 7 : 00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State . The following Council Members were present: Carlton Christensen Van Turner Stan Penfold Luke Garrott Soren Simonsen J T Martin Jill Remington Love Cindy Gust-Jenson, Executive Council Director; Edwin Rutan, City Attorney; Mayor Ralph Becker; David Everitt, Mayor' s Chief of Staff; and Beverly Jones, Deputy City Recorder; were present. Councilmember Love presided at and Councilmember Simonsen conducted the meeting. OPENING CEREMONY #1 . 7 : 07 : 30 PM The Council led the Pledge of Allegiance. #2 . 7 : 08 :26 PM Councilmember Garrott moved and Councilmember Turner seconded to approve the Salt Lake City Council minutes for April 26, 2011, May 3, 2011 and May 10 , 2011 , which motion carried, all members voted. View Attachments (M 11-3) PUBLIC HEARINGS #1 . 7 : 10 : 54 PM RE: Accept public comment regarding an ordinance to rezone property located at 163 West 1700 South from Commercial Business (CB) to Commercial General (CG) pursuant to Petition No . PLNPCM2010-00561 . This would allow expansion of the existing ceramics manufacturing business . Related provisions of Title 21A, Zoning, may also be amended as part of this petition. Councilmember Christensen moved and Councilmember Turner seconded to adopt Ordinance 22 of 2011, which motion carried, all members voted aye . (P 11-5) #2 . 7 : 11 :51 PM RE: Accept public comment and consider adopting three ordinances relating to a consolidated fee schedule: 11 - 1 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, MAY 17, 2011 a) Enacting Chapter 3 . 02, Salt Lake City Code, to authorize creation of the Salt Lake City Consolidated Fee Schedule; b) Amending numerous fee provisions, Salt Lake City Code, to refer to the Salt Lake City Consolidated Fee Schedule; and c) Adopting the Salt Lake City Consolidated Fee Schedule . These ordinances will transfer City fee provisions now listed in numerous places in the City Code into a single document organized by department and function. The primary intent of this change is to make City fee information transparent and readily available to the public. Councilmember Garrott moved and Councilmember Love seconded to close the public hearing, which motion carried, all members voted aye . Councilmember Penfold moved and Councilmember Turner seconded to adopt Ordinance 23 of 2011 relating to the Salt Lake City Consolidated Fee Schedule enacting Chapter 3 . 02 , Salt Lake City Code, to authorize creation of the Salt Lake City Consolidated Fee Schedule; and further move that the Council adopt Ordinance 24 of 2011 relating to the Salt Lake City Consolidated Fee Schedule amending numerous fee provisions in the Salt Lake City Code to refer to the Salt Lake City Consolidated Fee Schedule; and further move that the Council adopt Ordinance 25 of 2011 adopting the Salt Lake City Consolidated Fee Schedule. Councilmember Simonsen said he hoped this schedule would simplify the process . Councilmember Simonsen called for the question, which motion carried, all members voted aye . (Note: The Council will hold a combined public hearing on Items C3-C21, which will address all issues associated with the 2011-2012 Budget, including the Library Fund. (0 11-14) The following spoke or submitted hearing cards : David Burnham spoke in opposition of a tax increase; Michelle Behl, Salt Lake City K-9 Police Officer, spoke in support of pay while on military duty; Scott Nielsen spoke about 4400 West being blocked by Union Pacific Railroad and paying impact fees . Councilmember Love asked that staff follow-up with Mr . Nielsen. Jeff Fillmore spoke about the Transportation budget and 4400 West; Cindy Cromer and Richard Bigelow 11 - 5 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, MAY 17 , 2011 spoke in opposition of the Landlord/Tenant proposal; Ken Davis and Darrell Thueson spoke in opposition of the current fee increase on rental units; Mike Giles spoke as a concerned City employee; Donna Lou Burdick, Jeff Westover, Terry Atkinson, David Dunn and Chris Williamson spoke in opposition to raising the licensing fees and David Burnham was opposed to raising taxes and fees on small business and landlords . Councilmember Penfold moved and Councilmember Love seconded to continue the public hearing to the June 7, 2011 Council meeting, which motion carried, all members voted aye . (0 11-9) QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL 7 : 49 : 04 PM Councilmember Love said there were City employees at the meeting concerned over the collective bargaining process . She asked Mayor Becker if he wanted to respond to the concerns . Mayor Becker said he wanted discussions to continue with the unions . He said he wanted to resolve the impasse and hold negotiations which could result in a program that was fair and would benefit City employees . Councilmember Martin said his district hosted events at the University of Utah stadium. He said ticket sales brought revenue into the City. He said it was frustrating for people attending events to park on Guardsman' s Way and receive parking tickets because of two hour parking. He said when a special event was held people were going to be out of compliance . He asked the Administration to look at a solution for large events and the two hour parking. Councilmember Christensen said he wanted to thank the Mayor and the Police Department for Friday evening' s gala in behalf of the police . He said to place a plaque where officers have fallen was a good idea. COMMENTS TO THE CITY COUNCIL 7 : 41 : 47 PM Ilias Politis said he was a member of the City' s negotiating team and was a police dispatcher. He said discussions started last year on implementation of a new pay scale . He said they were assured the City had no plans of taking away pay steps . He said that was not the case . Cindy Cromer spoke about the 200 South medians and their completion. She said there were no left over funds but there were unfinished projects on 300 South and 300 East. 11 - 6 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, MAY 17, 2011 Todd Winterroth, City employee, spoke about losing his shift differential at the airport. He said this was not fair.
