TUESDAY, MAY 18 , 2004
The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, May 18,
2004, at 7:00 p.m. in Room 315, City Council Chambers, City County Building, 451 South
State.
The following Council Members were present:
Carlton Christensen Van Turner Nancy Saxton
Jill Remington Love Dave Buhler Dale Lambert
Eric Jergensen
Mayor Ross C. "Rocky" Anderson; Cindy Gust-Jenson, Executive Council Director; Edwin
Rutan, City Attorney; and Scott Crandall, Deputy City Recorder were present.
Councilmember Love presided at and Councilmember Lambert conducted the meeting.
#1. The Council led the Pledge of Allegiance.
#2. Councilmember Buhler moved and Councilmember Turner seconded to approve the
minutes of Salt Lake City Council meetings held May 6 and May 11, 2004, with a correction
to the May 6, 2004 minutes showing Edwin Rutan, City Attorney absent, which motion
carried, all members voted aye.

PUBLIC HEARINGS
#1. RE: Accept public comment and consider adopting an ordinance adopting the
final budget for the Municipal Building Authority of Salt Lake City, Utah for Fiscal
Year 2004-2005.
Councilmember Jergensen moved and Councilmember Saxton seconded to recess as the City
Council and convene as the Municipal Building Authority, which motion carried, all
members voted aye.
Councilmember Christensen moved and Councilmember Turner seconded to close the public
hearing, which motion carried, all members voted aye.
Councilmember Jergensen moved and Councilmember Saxton seconded to adjourn as the
Municipal Building Authority and reconvene as the City Council, which motion carried,
all members voted aye.

(Note: Items 2-27 will be included in one public hearing. The public hearing
will address all issues associated with the 2004-2005 budget including the Library
Fund. )
#2. RE: Accept public comment and consider adopting an ordinance adopting the final
budget for the Library Fund of Salt Lake City, Utah for Fiscal Year 2004-2005.

Comments included valuable public resource, computer access, intellectual enhancement,
tax increase, volunteers, public education, maintain programs, community focal point,
performance standards, books, videos, compact discs, music, quiet room, resource
center, study areas, internet filters, grant funding, protecting children from
pornography, access to inappropriate materials, library policy, art gallery,
communities for decency, pollution, House Bill 341, limit funding, no filters policy,
censorship, world class facility, parent/guardian responsibilities, sex offenders,
decreasing resources, patron requests, gathering place, growing demand, protect future
generations, state and federal protection, oversight responsibility, informed voters,
helpful staff, imperfect filters, reduced hours of operation, free resources, monitor
internet access, inadvertent exposure, forfeit state grant, avoid installing filters,
and political agendas.

#3. RE: Accept public comment and consider adopting an ordinance adopting the
final budget, excluding the budget for the Library Fund which is separately adopted,
and the employment staffing document of Salt Lake City, Utah for Fiscal Year 2004-
2005. (Note: This public hearing will address all issues associated with the 2004-2005
budget including the Library Fund. )
The following people spoke or submitted written comments concerning Youth City: Beth
Krensky, Joseph Fangalua, Ashlee Miller, Nelisa Havili, Sal Jansson, Jesse Ratzkin,
and Cliff Lyon. Comments included future educators, training, art programs, youth
activities, after school programs, developing skills, academic achievement, diversity,
funding needs, at-risk youth, workshops, long-range plan, and community involvement.
Dennis Cowlishaw submitted written comments concerning west side policing.
Angela Torres said the Utah Food Bank used their partnership with the Sorensen Center
to address hunger, poverty and other youth programs.

#4. RE: Accept public comment and consider adopting an ordinance appropriating
necessary funds to implement for Fiscal Year 2004-2005, the provisions of the memorandum
of understanding between Salt Lake City Corporation and Local 1004 of the American
Federation of State, County and Municipal Employees (AFSCME) representing the "100
Series" City employees dated on or about July 1, 2002.

necessary funds to implement for Fiscal Year 2004-2005 the provision of the memorandum
of understanding between Salt Lake City Corporation and Local 1004 of the American

comments requesting the Council defer the proposal to a later date to allow further
review, discussion and response.

a tax on the gross receipts of telecommunications service providers; setting the rate
for such tax; and establishing the effective date of the tax.

14.32.300, Salt Lake City Code relating to purpose and benefits of provisions regarding
installation, modification or replacement of public way improvements; amending Section
14.32.215, Salt Lake City Code pertaining to defective concrete-notice to replace-
contents; and amending Section 14.32.320, Salt Lake City Code relating to defective
concrete-repair options and costs. (changing the 50/50 Concrete Replacement Program to
the Volunteer Concrete Replacement Program (33/67) ) .
Andy Bath, Glen Ballard, and Dan De Jong spoke concerning proposed layoffs. They said
they provided a valuable service to residents and assisted other City departments.
They said they provided other services such as snow removal, leaf bag pick-up,
playground construction, carpentry, welding, street cleaning and assisting asphalt
crews. They asked the Council to reconsider the proposed cut.

Councilmember Buhler moved and Councilmember Jergensen seconded to close the public
hearing for Items 2-23 and 25-27.

Councilmember Lambert asked what was being exempted. Councilmember Buhler said Item 24
dealt with telecommunication right-of-way permits and charges. He said he would make
a second motion on that item. Councilmember Lambert said he was concerned about fee
increases. He said organizations representing businesses should be notified of proposed
increases. Councilmember Love said calls were made to business organizations to ensure
they were aware of the hearing.
Councilmember Lambert called for the question. The motion carried, all members voted
aye.
Councilmember Buhler moved and Councilmember Jergensen seconded that the Council not
close the hearing on Item 24 but defer it to the first formal meeting in June, which
motion carried, all members voted aye.
COMMENTS TO THE CITY COUNCIL
Dan Snipes spoke in opposition to gay marriage.
Douglas Cotant spoke concerning noise from the Living Traditions Festival disturbing
residents of the New Grand apartments.
The meeting adjourned at 8:49 p.m.
