Councilmember Wharton presided at and conducted the meeting. The meeting was called to order at 3 : 15 p.m. 3:15:00PM AGENDA ITEMS #1 . 3:17:32PM UPDATE FROM THE ADMINISTRATION REGARDING THE MAYOR' S EMERGENCY DECLARATIONS RELATING TO COVID-19 (CORONAVIRUS) AND THE MARCH 18TH EARTHQUAKE IN THE SALT LAKE VALLEY. As part of the update, the Council may discuss public health and other public safety, policy and budget issues stemming from the emergency declarations. The Council may also receive information or updates 20 - 1 MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, MAY 19, 2020 from organizations or experts related to the emergency responses and coordination, including but not limited to earthquake damage to City, the functioning of the Emergency Operations Center (EOC) , City response and aid, and the status of City buildings. County' s "Yellow" COVID-19 status (limited to 50 persons in a group, schools allowed to be open, team sports allowed, etc. ) , street closures/reopening information, updates from the Salt Lake County Health Department, local businesses facing challenges regarding: customers wearing/not wearing masks, getting the correct information regarding current COVID-19 guidelines, and concerns with lower foot traffic possibly inviting more crime. #2 . 3:34:33PM BRIEFING REGARDING THE PROPOSED COMMUNITY AND NEIGHBORHOODS (CAN) DEPARTMENT BUDGET FOR FISCAL YEAR 2020-2021 . Discussion was held regarding budgetary changes for FY 2021, overview of divisions in CAN, service changes regarding Advantage Services (supporting bio-cleanup on private property) , and Open Space Contract (trash pick-up in parks/Health Department abatements) , Quarter-Cent availability for transportation/transit projects, concerns regarding policy issues surrounding revolving loan fund dollars, coordination with various partners for future shelter needs (for the winter) , funding for the Inn Between, and future follow-up on the following items : existing/new transportation investments, policy discussions regarding new Housing and Neighborhood Department (HAND) programs, updates on metrics for building fire plan for Homeless Resource Center (HRC) host neighborhoods, tracking of revolving loan program funds, holding accounts, traffic calming efforts, expectations for camp clean- ups, and funds moved from Funding Our Future to other programs . #3 . 4:37:05 PM BRIEFING REGARDING THE PROPOSED POLICE DEPARTMENT BUDGET FOR FISCAL YEAR 2020-21 . Discussion was held regarding budget overview, department staffing (including vacancy/attrition savings, and six- month hiring freeze) , Park Bike Squad, department equipment (body cameras and fleet) , overtime budget, Halfway House Grant ($278, 000 for equipment and officer overtime for operations) , negative impacts (fleet issues, staffing levels, lack of overtime funding, etc. ) , sexual assault kits (increase in detectives from 2014 to 2020) , and pandemic statistics (calls-for-service up 80) . #4 . 5:32:57 PM BRIEFING REGARDING A GRANT APPLICATION REQUEST THAT WOULD FUND THE SALARY AND BENEFITS OF TEN (10) NEW POLICE OFFICER POSITIONS. The new officers would be assigned to the Patrol Division, and the Police Department would assign ten experienced officers to newly created, intelligence-led policing squads which would focus on addressing emerging violent crime issues and repeat violent crime offenders in Salt Lake City. View Attachments Benjamin Luedtke said the grant would be tracked/included in the expected mid-year budget amendment, the grant period starting in October, and hiring of officers could be delayed up to a year (flexibility built into the grant) . #5. Discussion was held regarding budget overview (total General Fund budget cost $204 . 1 million) , market pay adjustments (none proposed for FY2021) , medical and retirement benefits costs, 2019 benefits study, benefits strategy, non- represented employee compensation (no general increase) , union represented employees compensation (merit increase eligible) , Salt Lake Police Association compensation (merit increase eligible) , Local 81 Firefighters (step increase range 6% to 23 . 5%, with paramedic incentive bonus plan) , and updated compensation philosophy. #7 . 6:09:13PM BRIEFING REGARDING THE PROPOSED HUMAN RESOURCES DEPARTMENT BUDGET FOR FISCAL YEAR 2020-2021 . Councilmember Fowler moved and Councilmember Johnston seconded to enter into Closed Session to discuss collective bargaining §52-4-205 (1) (b) , pending or imminent litigation pursuant to Utah Code §52-4-205 (1) (c) ; and Advice of Counsel, Utah Open and Public Meetings Law.
