05/23/2017 - Minutes MINUTES OF THE REDEVELOPMENT AGENCY OF SALT LAKE CITY TUESDAY, MAY 23 , 2017 The Board of Directors of the Redevelopment Agency of Salt Lake City, Utah, met on Tuesday, May 23, 2017, at 7 : 06 p.m. in Room 315, Council Chambers, City and County Building, 451 South State Street. The following Board Directors were present: Charlie Luke Andrew Johnston James Rogers Derek Kitchen Lisa Adams Erin Mendenhall The following Board Director was absent: Stan Penfold Cindy Gust-Jenson, Council Executive Director; Jacqueline M. Biskupski, Mayor; Patrick Leary, Mayor' s Chief of Staff; Margaret Plane, City Attorney; and Kory Solorio, Assistant City Recorder; were present. Director Adams presided at and Director Kitchen conducted the meeting. PUBLIC HEARINGS #1 . 7:06:13 PM Accept public comment and consider a resolution adopting the final budget for the Redevelopment Agency of Salt Lake City, Utah for Fiscal Year 2017-2018 . View Attachments Josh Sherman spoke about beautifying outdoor landscapes, enhancing resources for local arts (include paints supplies in budget) , banning the use of plastic bags, and building a skate park. Director Johnston invited Mr. Sherman to visit the Jordan Skate Park. George Chapman asked the RDA Board to consider the idea of having an indoor/outdoor camping facility for the homeless who refuse to go to the Road Home (or other homeless resource facilities) and camp out in the City and neighborhoods . DeEtta Barta expressed concern regarding tax increases and the effects it had on the poor/low-income (specifically the elderly) who have fixed incomes . She commented on the proposed Homeless Services Resource Center site at 131 East 700 South and suggested the City instead explore vacant lots for the Center. Director Adams explained part of the agreement for HRC site at 131 East 700 South was for the City to find an equally good location (in the same area) for the Deseret Industries . 17 - 1 MINUTES OF THE REDEVELOPMENT AGENCY OF SALT LAKE CITY TUESDAY, MAY 23 , 2017 Dave Iltis stated the Bicycle Collective (a non-profit organization which repaired bikes and sold/donated them to low-income individuals) did not have a permanent home . He suggested the RDA use funding to assist in finding them a permanent home within the City. Director Kitchen said as the Vice Chair of the RDA, he would be happy to meet with Mr. Iltis and Mayor Biskupski' s team to discuss potentially relocating the Bicycle Collective to the Community. Director Mendenhall moved and Director Luke seconded to continue the public hearing to a future meeting, which motion carried, all directors present voted aye .
