MAY 24, 1990
Those in Attendance:
Dennis Day, Bill Callaghan, Kraig Kaizumi, Mayor Palmer DePaulis,
Scott Bond, Linda Hamilton, Rosemary Curtin.
Agenda
Cindy Gust-Jenson, Technical, Utah County, Weber County, will
name. I.R.B. not of Salt Lake City, so facilities in Salt
Lake.
Moved - Tom - Second by Don - all approved unanimously.
Fire department - Dennis - Kraig.
Admin charges have $10, 000 - operations in future impressed with
dep - 1 - by largess med - provider - State of Utah -
increase 16, 000 to 20, 000 EMS response - able to absorb with
existing structure - merit increase percent. Not keen
established still in reg. Alan Hardman - go to Anne/Staff
review - August ? Anne Pinkney - paramedics - charge -
$300, 000 - more revenue - early retirement cost - pay-out
early retirement.
Alan Hardman - Questions? Paramedic.
Roselyn Kirk - What would happen if County took over? Mayor, did
you prepare memo?
Mayor - No, don't know. looked into it. Mayor - Looked at
double taxation fee with Chief because County charges taxes for
paramedics.
Roselyn Kirk - Since we pay County already, what would impact be
if City pulled out?
Mayor - Alan Hardman counts this?
Ron Whitehead - County tax. Ron Whitehead - pay percent for
paramedic service.
Mayor - Why don't we pull out money?
Roselyn Kirk - hard to get money.
Mayor - pro eliminate paramedic service. Have County take over.
Roselyn Kirk - Yes, would it be significant $?
Mayor - No.

Dennis - Firefighters - 6 units cost replacement version -
cost of additional people. Look at in fee only save 465, 000.
County to provide service. Startup fee 6. 5 mil - op fee 2 . 6 mil
year. People pay more money.
Tom Godfrey - Will County give back any for dept?
Roselyn Kirk - Worked on at Task Force years ago - not resolved.
Dennis - Consolidation found it would cost City 1/u mil dollars -
next most cost effective method. Cost more than
current. Can approach County to provide some service.
Mayor - I think our proposal was that it would be $ saving to
County to allow City to take over service.
Roselyn Kirk - Talking about raising taxes and decrease service
level.
Mayor - Don't think people would like to have cut.
Roselyn Kirk - Yes, agree volatile issue.
Alan Hardman - Get reimbursed real issue.
Tom Godfrey - Have intent this year that we will drop County
service to start discussion on Interlocal Agreement for
reimbursement.
Roselyn Kirk - Shouldn't be intent.
Tom Godfrey - We either get reimbursement or next year pass over
to you.
Mayor - Does not want to do.
Dennis - Average response 2-3 minutes. Longest time 10 minutes,
excluding far west side of City. Maximum response time would be
1 hour if County were to take over.
Ron Whitehead - What is the response time now?
Dennis - 8 units covering all areas.
Nancy Pace - Other places being charged to.
Alan Hardman - When finish budget process - like to these
at COW meetings.
Roselyn Kirk - Originally - paid for setup separate departments.
Because wanted better service. Now look at eliminating some sine
pay for any way. Annual Ctrl Rec etc.

Mayor - If intent to be done - have attorney look at for
legality. If case negotiate get attention quicker.
Dennis - Will 2x the cost of service - 80% business saving
peoples lives. 20, 000 calls 7-8000 critical. 6, 000 alive due to
paramedics. All 6 units simultaneously busy on frequent basis.
Feel decrease substantially. If west with County.
Alan Hardman - Raise 2x taxation to citizens - support City in
agreement to refund money.
Ron Whitehead - Need to address these issues before budget time.
Mayor - Did Hughes-Heiss audit address.
Anne Pinkney - No. May be area from audit standpoint. Do from

Alan Hardman - Discuss as policy issue after budget.
Nancy Pace - If we subsidize and take out our 2x tax, then they
will increase fees to make up lost money.
Alan Hardman - Questions?
Don Hale - 100. 00 fee if accident paramed - go to hospital - bill
Blue Cross.
Dennis - Whenever paramedics have to deliver to the hospital and
use life-saving efforts. ALS - paramedic level.
Don Hale - Will we bill?
Dennis - No. We will contract Gold Cross to bill breaking even
with fees currently charged. Will not place hardship. Want to
charge to recover new fed fees.
Alan Hardman - Does Gold Cross not have paramedics?
Dennis - Yes. All EMS. Gold Cross costs more to have paramedic.
Don Hale - Is paramedic run based on the Fire department
criteria.
Dennis - Yes. They determine if paramedic is necessary by EMS
procedure book.
Tom Godfrey - Is this a common charge?
Dennis - Yes. Most cities charge.
Alan Hardman - Does insurance company pay?

Dennis - Yes, or at least a portion - subsidizing Gold Cross and
the feds currently.
Roselyn Kirk - Will this create hardship for poor?
Dennis - No. Covered by Medicaid.
Alan Hardman - Questions? No.
#2 : Early Retirement
Alan Hardman - Based on only two retirees.
Dennis - Aware of two, may increase to three or four.
Alan Hardman - Will be required to open budget?
Dennis - Perhaps.
Alan Hardman - Low. Many people eligible to retire.
Dennis - Do not know.
Tom Godfrey - 40-50 people.
Alan Hardman - Are these distributed
Dennis - Yes.
Alan Hardman - Questions? Cindy - Intent - approved. Fire
department.
Cindy Gust-Jenson - Revenue not listed, any money under Hazardous
Materials?
Dennis - Inspection or negli
George Sutherland - Grow at rate of 30,000 per year went from
6, 000 to 24, 000 year.
Alan Hardman - Questions?
Anne Pinkney - Add question? No.
Roselyn Kirk - Dispatch audit - are there people who are involved
in.
Dennis - 20, 000 response year. Break time productive time. Need
four people to cover. Why total - 8 - able to take
administrative position and reclassify to dispatcher. Saved
$10, 000 - dangerous to cut position. Chicago case/person
died/city sued. Liability issue to change.

Cindy Gust-Jenson - Auditor response - sit down with figures and
work it through. Auditor disagrees - doesn't recommend immediate
response over time.
Roselyn Kirk - Any people to retire?
Dennis - Not looking at.
Alan Hardman - Reclass 1 dispatch to
Dennis - Yes. Also Information Management Spec. position -
reclassify - and could save $10, 000.
Alan Hardman - Thank you. Pulling agenda item #2 .
Policy Issue - Mayor's Budget. Mayor recall - needed input
stated in address need direction discuss issues.
Alan Hardman/D.O. - Add to #1 - Mayor - Mayor/Council jointly
support clear on what we want - I know Howard Stephenson talked
to Council - We need to contact task force - Howard be of value
to us - otherwise not valuable.
Nancy Pace - Not any constructive ideas.
Alan Hardman - Did Ed get ideas. Mayor/Ed/P-L - contract with
UEDC. Ordinance - some uther way - done through C & E & D dept.
Nancy Pace —Would task force work with rewrite zoning?
Mayor DePaulis - No, jobs provide input. Third - attract dev -
N.W. Quad already done - work piggy-back - help dev - reduce
costs - make city more attractive. Community Council - when do
ordinance effects whole city - Foothill Village example.
Ron Whitehead - Need to evaluate business type growth too.
Mayor DePaulis — Agree - direct staffs to put first commitment
together and timeline for effort.
Alan Hardman - Supp - any add?
Roselyn Kirk - In addition to alliance and downtown alliance?
Mayor DePaulis - No, may want to include officers for a downtown
alliance also.
Ron Whitehead - Employees need to be thanked.
Mayor DePaulis - Mike Zuhl and Pete had comments.
Ron Whitehead - Don't give citizens alternatives now.

Roselyn Kirk - Mentality of some people not flexible. Depends on
background. Creates confrontation.
Mayor DePaulis - Want positive attitude change, make people
happy.
Ron Whitehead - At least explain why.
Don Hale - People tell him that County is easier to deal with.
Mayor DePaulis - Area aware of.
Ron Whitehead - If employees not aware.
Alan Hardman - Time for task force to be put in place?
Mayor DePaulis - Have staff start as soon as possible.
Alan Hardman - Have in place by end of year.
Mayor DePaulis - If possible.
Alan Hardman - #2 - Internal Audit - are we level of dep?
Mayor DePaulis - No, be a division of dep.
Alan Hardman - Answer to Committee?
Mayor DePaulis - Linda, answer.
Linda Hamilton - Three auditors. Same at current level. Mayor
make appts - to internat audit com. Perhaps attorney putting
together three-year plan to present.
Mayor DePaulis - How attached?
Linda Hamilton - Attached to Audit Committee.
Alan Hardman - Remain in finance?
Linda Hamilton - No. Own tab - listed at department.
Nancy Pace - Didn't you want distance to be independent?
Linda Hamilton - Yes, not part of Mayor's staff. Effective 7-1-
no longer part of Finance.
Don Hale - Will they audit internal city departments?
Linda Hamilton - Yes.
Don Hale - Cut down on other audit cost?

Linda Hamilton - No. Not their function. Do when they have big
audits. Don't have major problems when big audits done.
Ron Whitehead - Part of Legislative function?
Alan Hardman - Would you want to appoint a Councilmember?
Mayor DePaulis - Welcome Council input on appointment.
Alan Hardman - #2 problem - no.
Cindy Gust-Jenson - Brief budget summary will be done.
Alan Hardman - #3 decrease sales tax.
Mayor DePaulis - Increase Avenues to look at getting plenty of
calls on recommendation. Made plea to League to address how it
would help cities. I will have meeting with Tom Hardy at
Bountiful. They have doubts. Need to be careful. Offer
solution to many cities that was resolved by this legislation
stated WK with.
Tom Godfrey. Strong reluctance to open.
Mayor DePaulis - Yes, some cities afraid state will take over if
issue opened up.
Tom Godfrey - Motivation is that if people pull out they will not
benefit.
Roselyn Kirk - Scott Bond said that 18 months time to get out.
Scott - Yes.
Alan Hardman - Problems? No.

Alan Hardman - No.
Mayor DePaulis - Make more attractive though.

Mayor DePaulis - do under Salt Lake City Tomorrow Plan. Good
resuts from the Committee. Own citizens excited about how to
market Salt Lake City. Not proposing border in next year budget.
Phil keen on leave of absence - use that money to fund this.

Mayor DePaulis - Do internal - not hire - South Salt Lake - and
Murray have hired people - thing Wayne brought up.
Alan Hardman - Does Master Plan show this?
Mayor DePaulis - Yes. City would have to follow map plan. MDP
would do survey for the probability of money coming in versus
service fee before annex approval. Should annex.

Alan Hardman - Why is Housing Policy delayed?
Mayor DePaulis - Rosemary - broad process.
Cindy Gust-Jensen - Is on the way.
Nancy Pace - Is this a good study endorse by Mayor?
Mayor DePaulis - Have a vision - Planning needs to respond to
Planning Commission using R/UDAT using.
Alan Hardman - Questions? No.
Roselyn Kirk - Add - all inclusive two times taxation - in
