A. 6:36:0o PM Displaced Parking
Today, Pride Festival set up begins that includes a 200 E road closure beginning at 7
p.m. with 200 East reopening at 5 pm on June 6th. For the June 6th meeting, Council
Members will have access to and from your regular parking spaces (drive through the
200 E/500 S road closure barriers to access your parking spaces/CBI security will be
stationed at the barriers). However, if at any time between May 3o and June 6 Council
Members arrive at City hall, your displaced parking will be on 5oo South near 200
East.
(Note: the public be given access to the horseshoe parking on the north side for the
June 6th Council meeting.)

Ms. Gust-Jenson said public access would be available after 5:oo p.m. on
June 6,2°17. She said Staff had been working with Administration to retain
access on Council meeting nights and specifically when public hearings are
involved. She said there had been some success; however, she asked the
Council to consider how firm they would like to be in setting a standard
regarding the ability to retain access for the public. She said the issue was
not necessarily wheelchair access but rather those with walking
accessories not being able to cover the distance necessary for building
access.

B. 2017 National Conference on Ending Homelessness
The 2017 National Conference on Ending Homelessness is Monday, July 17 to
Wednesday, July 19, 2017 in Washington, D.C. Several Council Members have
expressed interested in attending. Council Office Policy requires an announcement to
be made if a Member would like to travel outside the pre-authorized standard
conferences.
➢ Are Council Members supportive of sending any fellow colleagues who are
interested in attending this conference?
➢ With this being a very helpful and valuable conference, are Council Members
interested in adding this conference to the list of the standard annual
conferences?

C. 6:38:28 PM Annual Meeting Calendar — July
The current meetings in July are July ii and July 18. The Homelessness Conference is
scheduled the week of the July 18 RDA, Council work session and Formal meetings.
The only other Tuesday meeting option is July 25.
➢ Are Council Members supportive of moving the Tuesday July 18 meetings to
Tuesday July 25?
Due to the number of Council Members interested in attending the 2017
National Conference on Ending Homelessness, the Council felt it would be
appropriate to move the July 18 scheduled Council meeting to July 25.
The request was also made to attempt to reschedule the regular
Redevelopment Agency Board meeting from July 25 to July ii (if deadlines
could be accommodated between the June and July meetings). It was later
determined this was not possible and the RDA remained on July 25.
D. 6:39:58 PM Homeless Resource Center Town Hall meetings
Council staff is organizing two Council-sponsored town hall meetings in Districts Four
and Five, tentatively scheduled for July 12 and 13. The meetings will be used to gain
feedback on the Homeless Resource Center (HRC) qualifying provisions text
amendment. In addition, a public hearing at the City and County building will be held
after the town hall meetings.
The goals of the meetings are threefold:
1. Show Salt Lake City has heard the public's concerns by outlining how the
City's qualifying provisions for the HRC will help HRCs better integrate
within neighborhoods
2. Clarify roles and responsibilities of the City Council, City Mayor and County
3. Identify next steps — alert people how to keep in touch for future updates
In conjunction with a postcard notifying residents of these public input opportunities,
staff is developing a survey asking for feedback on what future community
improvements constituents would like to see in an effort for the community and the
HRC to be good neighbors and to mitigate potential impacts of HRCs in
neighborhoods. Feedback from this survey can be used by the City to help provide a
running list of requested community improvements for potential future funding.
➢ Do Council Members wish to attend the Council sponsored town hall meetings?
➢ Should the survey be sent City wide or just to the neighborhoods surrounding
the High Ave and 700 South HRC sites?
Ms. Gust-Jenson said the original Council desire was to conduct these
meetings earlier in the year, but the necessary information was not
available. She said Staff had been working with Council Members
Mendenhall and Kitchen(host communities)to schedule these meetings for
July 12 and 13.She said because of election timing, not all Councilmembers
can host meetings or send out mailings after June 7. She said the
suggestion was for notice to come from the entire Council and Council
budget; and town hall meetings hosted within the affected Council
Districts.
Discussion followed regarding the envisioned meetings and survey context
and purpose (i.e. such as asking communities what types of amenities and
services they would like in conjunction with the HRC locations,
considering mitigation surrounding the host sites, neighborhood impacts
that could be mitigated with text amendment surrounding conditional use,
or a broader community context in ways to support host communities).
Discussion followed regarding attendance by the entire Council and
consideration of deviation from their general public participation process
(i.e.picking one item to mitigate over another). The Council discussed the
concept of public hearing versus town hall meeting. Ms. Gust-Jenson said
the evolving idea was that following these meetings, there would be a
Council public hearing. She said the intent of the town meetings would be
to gather additional information to add to the record for that public
hearing topic as well as inform the community about it.
Ultimately, it was felt the public process itself would be beneficial to inform
the public and receive any additional ideas. Councilmember Penfold
suggested inviting the entire Council and encouraged a visible leadership
role be in attendance. He said he envisioned the purpose of these meetings
to create public awareness about next step opportunities to be involved.
Councilmember Mendenhall expressed concern with having Staff process
through citywide survey feedback (versus the HRC districts or
surrounding radius area) that most likely would not be utilized because
there are many not affected by the HRC locations. Concern was expressed
regarding the potential to pit neighborhood against neighborhood.
Ms. Gust-Jenson said Staff had been in contact with an individual involved
in public participation on a national level and had commissioned her to
assist in the concept of the survey prior to the public meeting. She said she
would envision brief and inexpensive consulting arrangements and
suggested working with the two Council Members to survey a small area
surrounding the HRC locations. It was stated the survey would also be
available on Open City Hall to provide broader opportunities for others to
participate. Ms. Gust-Jenson suggested adding a zip code or something to
provide a sense of location from a responder. She said she would like to see
the draft survey brought back before the Council by June 6 or 13for review.
