The City Council of Salt Lake City, Utah, met in Formal Session on
Tuesday, May 7, 2019 in Room 315, Council Chambers, City County Building,
451 South State .
The following Council Members were present :
James Rogers Amy Fowler Analia Valdemoros
Chris Wharton Erin Mendenhall Andrew Johnston
The following Councilmember was absent :
Charlie Luke
Jennifer Bruno, Council Executive Deputy Director; Jacqueline
Biskupski, Mayor; David Litvack, Mayor' s Deputy Chief of Staff; Lynn
Pace, Acting City Attorney; and Scott Crandall, Deputy City Recorder;
were present .
Councilmember Rogers presided at and Councilmember Wharton
conducted the meeting.
The meeting was called to order at 7 : 08 p .m.

Court Technology, Security and Training Account Grant - Purchase of
Surface Pro Tablets to assist with Jury Instruction, requesting funding
to purchase (computer) tablets which will assist with jury instruction
and allow jurors to access any exhibits and video evidence. View

Project, requesting funding to purchase non-biased artwork for the

Learning Grant 2020 - Our Community of Artists , requesting funding to
provide a community-based painting course for adults. The program will
teach basic and intermediate painting techniques while addressing issues

Councilmember Fowler moved and Councilmember Johnston seconded to
close the public hearing and refer Items 1 through 5 to a future Consent
Agenda, which motion carried, all members present voted aye .

Victoria Walker, Cecile Paskett, David Garcia, and Winston
Seiler/Catherine Williams spoke about proposed improvements to a Public
Utilities well pump at 4th Avenue/Canyon Road. Comments included health
risks to residents/community regarding commercial sodium hypochlorite
contamination/exposure, impact of prolonged exposure to dangerous
vapors, consider design alternatives through thoughtful public
discussion/planning, project being located in historic district, issues
involving daylighting City Creek, consider master plan directives,
impacts on walkability, impact on historic park block, consider
innovative flow meter options, potential for above-ground pump, reduce
footprint of structure (height and length) , and preserving premium green
space (popular pedestrian area/park) .

of Salt Lake City, Utah, including the tentative budget of the Library

Councilmember Rogers moved and Councilmember Johnston seconded to
adopt Resolution 12 of 2019, which motion carried, all members present
voted aye .

CONSENT 7 :5 8 :14 PM
Councilmember Rogers moved and Councilmember Johnston seconded to
approve the Consent Agenda, which motion carried, all members present
voted aye .
#1 . Setting the date of Tuesday, June 4 , 2019 at 7 : 00 p.m. to
accept public comment and consider adopting an ordinance amending Section
14 .52 . 030, Salt Lake City Code, pertaining to the disposition process of
City-owned alleys pursuant to Petition No . : PLNPCM2018-00081 . The
proposal would modify the application process related to the disposition
of City-owned alleys. Currently, in order to request that the City
relinquish ownership of a public alley, at least 80 percent of the
neighbors owning property along the alley must sign a petition in favor
of the request . The proposed text amendment would reduce the minimum
required property owners' signatures to 75 percent. View Attachment

#2 . Confirming the dates of Tuesday, May 21 , 2019 and Tuesday,
June 4 , 2019 at 7 : 00 p.m. to accept public comment regarding an ordinance
adopting the final budget and the employment staffing document for Salt
Lake City, Utah, (including Library Fund) and related ordinances for

#3 . Setting the date of Tuesday, June 4 , 2019 at 7 : 00 p.m. to
accept public comment and consider adopting an ordinance amending the
final budget of Salt Lake City, including the employment staffing
document, for Fiscal Year 2018-2019 . Budget amendments happen several
times each year to reflect adjustments to the City's budgets, including
proposed project additions and modifications. (Budget Amendment No. 6)

#4 . Setting the date of Tuesday, June 4, 2019 at 7 : 00 p.m. to
accept public comment and consider adopting an ordinance amending the
table of permitted and conditional uses for Downtown Districts in Section
21A.33 . 050 pertaining to self-storage pursuant to Petition No .
PLNPCM2018-00645 . The proposal would allow self-storage units in the D-
1 Central Business District as long as the self-storage is limited to
basement/below ground levels. Self-storage units would not be allowed on
the ground or upper levels of the building for commercial spaces. Other
sections of Title 21A, Zoning, may also be amended as part of this
