11/18/2014 - Formal Meeting - Minutes MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, NOVEMBER 18 , 2014 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, November 18, 2014 at 7 : 00 p.m. in Room 315, Council Chambers, City County Building, 451 South State. (P 14-16) #2 . 7:27:57 PM Accept public comment and consider adopting an ordinance amending City zoning regulations for Nonconforming Uses and Noncomplying Structures and related sections of Salt Lake City Code pursuant to Petition No. PLNPCM2009-00167 . View Attachments The amendments will limit expansion of nonconforming uses by addressing compatibility concerns regarding enlargement and intensification of nonconforming uses and noncomplying structure. The proposed amendments include: • simplifying and clarifying the regulations, • providing consistency with state law, • revising the regulations for changing one nonconforming use to another, • incorporating language related to in-line additions; and • incorporating language for environmental devices/structures for nonconforming uses and noncomplying structures clarifying definitions. (B 14-8) POTENTIAL ACTION ITEMS #1 : 7:29:55 PM Adopting a resolution authorizing the approval of an interlocal cooperation agreement between the City and the County with respect to the County' s award of $145, 000 to the City for the purpose of financing highway construction, reconstruction and maintenance projects . The money was used to create protected bike lanes on 300 South and widen bike lanes and add shared lane markings on Sunnyside Avenue. QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL 7:30:38 PM Councilmember Adams spoke about the importance of the Thanksgiving holiday and felt the City needed to delay installing Christmas decorations around the City and County building until after Thanksgiving. She also felt a better location was needed to store decorations other than patios/balconies . COMMENTS TO THE CITY COUNCIL 7 :31:54 PM Jihad Al-Ali spoke about promoting good will between Damascus and the United States . Douglas Cotant spoke about the need for Trax police to ticket people skateboarding/smoking on train platforms and blocking train doors . Merle French spoke about increasing mistrust between citizens/police and violation of constitutional rights . Sean Kendall spoke about efforts/meetings with police to resolve issues regarding the shooting of his dog. George Chapman spoke about the need for additional police officers, eliminate Uber/Lyft background checks, golf issues, and curb Sugar House development. UNFINISHED BUSINESS #1. 7:44:13 PM Adopting a resolution authorizing: a) the execution and delivery of a tax increment payment confirmation agreement by and among the Salt Lake Redevelopment Agency (RDA) Salt Lake City and other taxing entities to confirm the RDA' s authority to collect tax increment for the Sugar House project area for years 2013 and 2014; and b) the execution and delivery of an interlocal cooperation agreement by and among the RDA, the City, and other taxing entities to extend and modify the RDA' s authority to collect tax increment for the Sugar House project area for years 2015 and 2016 . Confirming the date of Tuesday, December 2, 2014 at 7 :00 p.m. to accept public comment and consider adopting an ordinance amending Ordinance 48 of 2014 which adopted the final budget of Salt Lake City, Utah, for the Fiscal Year beginning June 1, 2014 and ending June 30, 2015. Budget amendments happen several times each year to reflect adjustments to the City's budgets, including proposed project additions and modifications. This amendment contains a number of proposed adjustments to the Fiscal Year 2014-15 Budget, including funding for: staff to handle increased installation of Fiber networks in the City, conversion of additional City fleet to electric vehicles, a program to harvest fruit from local fruit trees, maintenance of 14 - 4 MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, NOVEMBER 18 , 2014 protected bike lands, and purchase of unused golf course property to be maintained as open space. This proposed ordinance would repeal Chapter 2. 15 regarding a horse- drawn carriage committee while amending Chapter 5. 37 in a manner that eliminates the existing horse-drawn carriage regulations. This ordinance would make it unlawful for horse-drawn carriage businesses to operate on City streets except when connected with a special event (such as parades) , or free expression activity.
