TUESDAY, NOVEMBER 19, 2019
The City Council of Salt Lake City, Utah, met in Formal Session on
Tuesday, November 19, 2019 in Room 315, Council Chambers, City County
Building, 451 South State .
The following Council Members were present:
James Rogers Andrew Johnston Chris Wharton
Erin Mendenhall Analia Valdemoros
The following Council Members were absent:
Charlie Luke Amy Fowler
Cindy Gust-Jenson, Council Executive Director; Lynn Pace, Acting
City Attorney; and DeeDee Robinson, Deputy City Recorder were present.
Councilmember Rogers presided at and Councilmember Johnston
conducted the meeting.
The meeting was called to order at 7 : 08 p .m.
OPENING CEREMONY

Councilmember Wharton read the resolution. The resolution was
presented to Ahmer Afroz, Executive Director of the Utah Aids Foundation.
Councilmember Wharton moved and Councilmember Valdemoros seconded
to adopt Resolution 37 of 2019, which motion carried, all members present
voted aye .

PUBLIC HEARINGS
#1 . 7:15:16 PM Accept public comment regarding a proposed ordinance
adjusting Salt Lake City' s common boundary with Millcreek. The cities
have proposed and declared intent to modify the incorporated boundaries
of each city in order to remove parcels of property from Salt Lake City
and incorporate them into Millcreek. The parcels identified for transfer
from Salt Lake City jurisdictional territory to Millcreek jurisdictional
territory include, together with adjacent portions of the right-of-way,

properties located at 3135 South Richmond Street, 1350 East Miller
Avenue, 1354 East Miller Avenue, 3142 South Highland Drive, 3144 South
Highland Drive, 1345 East Woodland Avenue, 1337 East Woodland Avenue and
1311 East Woodland Avenue, as well as Utah Department of Transportation
property that encompasses but is not limited to a roundabout situated at
approximately 2300 East and 2700 South. (Refer to attached maps. ) View

George Chapman spoke in support of the boundary adjustment. He said
more boundary adjustments were needed with the City of Millcreek to
resolve public safety (pedestrian) and service oriented issues .
Councilmember Wharton moved to continue the public hearing to a
future meeting.
Councilmember Rogers proposed a substitute motion and Councilmember
Mendenhall seconded to close the public hearing and defer action to a
future meeting, which motion carried, all members present voted aye .

POTENTIAL ACTION ITEMS
#1 . 7:19:33 PM Adopting an ordinance requesting to rezone a property
at 1937 South 1200 East from RMF-35 (Moderate Density Multi-family) to
RMF-45 (Moderate/High Density Multi-family) , pursuant to Petition No.
PLNPCM2019-00183 . The applicant owns a parcel directly abutting it to
the south (1961 South 1200 East) which is currently zoned RMF-45. If
approved, the applicant intends to consolidate the lots and build a
multi-family residential building. *The Planning Commission forwarded a
negative recommendation, therefore an ordinance was not drafted with the
original transmittal but has since been added for the Council 's formal
consideration. View Attachments
Councilmember Rogers moved and Councilmember Wharton seconded to
defer action to a future meeting, which motion carried, all members
present voted aye .

#2 . 7:20:28PM Adopting an ordinance amending the City' s Consolidated
Fee Schedule. The proposal would reduce current rates for "Class 7"
customers of the Sewer Utility. Special rates are assessed for this
category because of the treatment cost on what Class 7 customers
discharge into the City's sanitary sewer. View Attachments
Councilmember Valdemoros moved and Councilmember Wharton seconded
to adopt Ordinance 55 of 2019, which motion carried, all members present
voted aye .

#3 . 7 :20 :57 PM Adopting an ordinance for the second amendment to the
final budget of Salt Lake City, including the employment staffing
document and the annual compensation plan for non-represented employees,
for Fiscal Year 2019-20 . Budget amendments happen several times each
year to reflect adjustments to the City's budgets, including proposed
project additions and modifications. The proposed amendment includes
funding for the elected official transition including the interim
addition of up to three Mayor-elect transition staff members and one
interim City Council Member-elect position through January 6, 2020;
funding for maintenance of existing art in the City and a study to learn
more about maintaining that art collection; funding police overtime for
patrols in City parks; and a roundabout at 2000 East Parley's Canyon
Boulevard to improve traffic flow and safety; among other changes.

Councilmember Wharton moved and Councilmember Rogers seconded to
adopt Ordinance 56 of 2019, amending the Fiscal Year 2019-2020 final
budget of Salt Lake City including the employment staffing document and
the annual compensation plan for non-represented employees related to
Item A-13 Transition Expenses as shown on the motion sheet.
(Staff Note: This motion adopts only the transition fees. The remaining
budget amendment items will be considered for adoption at a future
meeting. )

QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL 7:23:01 PM
There were no questions .
COMMENTS TO THE CITY COUNCIL 7:23:26 PM
Craig Thueson spoke about the Million Job Initiative (gig economy
platform) , a two-sided secure payment system that could be used for jobs .
He said this was an alternative to the current trajectory of the homeless
crisis . He said the focus was solving/ameliorating the current strategy
of tax-payer dollars funding the Homeless Resource Centers .
Rod Miller spoke about utilizing the Wing Point Golf Course as a
possible temporary/short-term homeless shelter. He said the club-house
could be renovated at little cost to house male homeless persons, the
outdoor restroom facilities on the course could be utilized by the
homeless population that desired the "camp-out" option, nearby Police
could patrol the area, and a Trax station could be built on the south
side to serve the sheltered residents .
George Chapman asked that the ordinance governing the use of
bicycles on sidewalks be overturned. He said bicycles should be allowed
on City sidewalks, and should not be used on City streets . He also spoke

about a re-construction project on 500 East (one-way, shared road)
between 900 South to 2100 South needing to be re-visited to ensure
safety, allow access/ease of use for busses, and not destroy the mass-
transit route being used/already in place .
Blake Wilkinson spoke about the consideration of a $35, 000 painting
for the Mayor, saying it was overpriced, and the City should re-consider
past practices regarding the Mayor' s portrait. He also spoke about e-
scooters and said they prevented pollution, solved parking problems, and
he hoped a solution could be found (without banning e-scooters) .
UNFINISHED BUSINESS
#1 . 7:33:07 PM Grant Holding Account Items (Batch No. 3) for Fiscal
Year 2019-20 Associated with Budget Amendment No. 4 . The Council will
consider approving Grant Holding Account items for Fiscal Year 2019-20
Consent Agenda No. 3 associated with Budget Amendment No. 4. View

Councilmember Mendenhall moved and Councilmember Rogers seconded to
approve all Grant Holding items with the exception of G-6 (Bureau of
Justice Assistance Grant) , which motion carried, all members present
voted aye .

voted aye .
#1 . Approving the reappointment of John Morgan as a member of the
