BUSINESS ITEMS:
1 . Approval of Minutes
Ryan Dupont asked for clarification of Joyce Leach's
assignment as Emergency On Site Media Coordinator. Tosh Kano
made a motion to approve the minutes of the October 25, 1991
minutes with the clarification. Kent Miner seconded the
motion including the clarification of Joyce Leach's
assignment. The motion passed unanimously.
Tosh Kano indicated that Jeri Cartwright has resigned as Salt
Lake County Public Information Director; Ms. Cartwright has
taken a job with the Convention and Visitors Bureau.
DISCUSSION ITEMS:
1 . Operations Update
Daniel Bauer indicated that there have been several tub
grinder/chipper demonstrations at the Landfill. The bid
specifications for a tub grinder to be used at the Landfill
have been forwarded to the Salt Lake County Purchasing
Department. The tub grinder will be big enough to handle
Christmas trees; Landfill management is planning on delivery
of the tub grinder in time to grind up the Christmas trees
coming to the Landfill this year. The model purchased will
also handle the yard waste and small timber items. If the
machine is not delivered before Christmas, materials will be
stock piled until the machine is delivered.
Tosh Kano indicated that he would like to implement the
collection of Christmas trees within the unincorporated area
of Salt Lake County at Salt Lake County fire stations. Crews
will collect and chip those Christmas trees collected. The
chipper may be made available for use at the Landfill. The
mulch will be stock piled in the Public Works compound at
Midvale for use by the public or various organizations in Salt
Lake County. There will be approximately 30 to 60 tons of
Christmas trees for mulching.
Daniel Bauer suggested individuals interested in the mulch
should contact him at the Landfill or Tosh Kano in Midvale.
Brad Stewart also indicated that Salt Lake City will continue
the curbside collection of Christmas trees within Salt Lake
City. The Christmas trees will be mulched with other yard
waste materials.
Daniel Bauer indicated the tub grinder will be hauled on a
trailer unit rather than on a placed on a permanent pad. The
trailer will sit on a graveled area when in use for the time
being. An asphalt pad may be installed in the future.
Jack DeMann indicated that Murray City will also have drop off
sites for citizens to leave their Christmas trees for
mulching.
Daniel Bauer indicated that the metal salvage bid
specifications have been completed and have been forwarded to
Contracts and Procurement. The specifications are out for any
interested individual to bid on.
The Landfill Safety Committee has been formulated and will be
meeting next week for the first time. Members of the Safety
Committee are employees from the different operation aspects
at the Landfill.
Daniel Bauer indicated that he and Bud Stanford have been
Recertified as Managers of Landfill Operations by GRCDA/SWANA.
2 . Recycling Update
Joyce Leach was attending a seminar; Daniel Bauer had
information regarding recycling outlined by Joyce Leach.
Joyce will be meeting with student volunteers from the
University of Utah Bennion Center this weekend to work on
presentations for elementary school students. The
presentations will be made next week.
Joyce will also be meeting with the Air and Waste Management
Association on Friday, November 29. Ryan Dupont indicated
that the Air and Waste Management Association is a
professional organization formally known as the Air Pollution
Control Federation. Approximately five years ago, the
designation was changed to Air and Waste to reflect an broader
interest than just air pollution control. There is a local
chapter in the Salt Lake Valley. Daniel Bauer indicated Joyce
will be meeting with them regarding recycling issues.
Joyce Leach also met with the Rotary Club at their luncheon
earlier this month. The Rotary Club has formed an
environmental committee and will be sponsoring recycling
education projects. Joyce has given them some ideas to assist
in their education efforts.
Joyce will also be visiting charities that currently have a
Landfill fee exemption for taking materials out of the waste
stream and refurbishing the materials. The project is two
fold: 1) to gather information to pass onto the public
encouraging citizens to donate usable items rather than
discarding the material and 2) to determine whether all the
charities should still be considered for a fee exemption.
The leaves from the Salt Lake City leaf collection program now
underway will be composted at the Pioneer Trail State Park
beginning Monday, November 25, 1991.
3 . SWAB Update
Brad Stewart indicated that he attended the last SWAB meeting.
The highlight of the SWAB meeting was the Legislative update;
members of SWAB have been involved in the Legislative Solid
Waste Task Force on recycling issues. Members of SWAB have
made recommendations to the Legislative Solid Waste Task Force
as the members of SWAB gathered information. Several bills
are being drafted on recycling. Members of SWAB were asked to
investigate and be involved on the bills being drafted.
Members of SWAB report that SWAB wishes to support the bill on
recycling asphalt wherein the State of Utah will increase its
specifications to accept up to 25% recycled asphalt content in
new mix designs at the discretion of the users. The
specifications would drive the mix designs so it meets the
structural requirements. Most cities follow the State's
specifications for asphalt materials; as the State changes its
specifications, cities can then ask material suppliers to
include recycled asphalt. Dumping of old asphalt along the
Jordan River and vacant lots should decrease.
The second bill SWAB recommends supporting deals with
procurement of recycled products. Municipalities can purchase
under the State cost savings contracts and encourage the
sharing of information on recycled products .
Brad Stewart indicated he would, with the Council's approval,
draft a letter to the State Solid Waste Task Force indicating
the recommendations the Council has received from SWAB.
4. Other
Jack DeMann indicated that Speaker of the House Craig Moody
will be introducing a bill to regulate the import of hazardous
waste into the State.
Ted Sonnenberg, E.T. Technologies, indicated that Cindy
Morgan, Utah Regional Manager, E.T. Technologies, will manage
a new office in the area. Mr. Sonnenberg will be managing the
E. T. Technologies Soil Regeneration Site at the Landfill. If
members of the Council have any questions, Mr. Sonnenberg
would be happy to assist in answering questions relating to
the Soil Regeneration Site.
Brad Stewart indicated that comments on the geographical
limitations ordinance have been received; that information
will be forwarded to the Commissioners next week.
The next Council meeting will be December 19, 1991 at
11:00 A.M. in the Council Chambers, West Valley City Hall,
West Valley City, Utah.
