TUESDAY, OCTOBER 14 , 2014
The City Council of Salt Lake City, Utah, met in Regular Session on
Tuesday, October 14, 2014 at 8 : 00 p.m. in Room 315, Council Chambers,
City County Building, 451 South State .
The following Council Members were present:

The following Council members were absent:

Jennifer Bruno, Executive Council Deputy Director; David Everitt,
Mayor' s Chief of Staff; Margaret Plane, City Attorney; Russell Weeks,
Council Senior Public Policy Analyst; Candee Allred, Assistant City
Recorder; and Scott Crandall, Deputy City Recorder; were present.
Councilmember Luke presided at and Councilmember Adams conducted
the meeting.

PUBLIC HEARINGS
#1 . 8:05:39 PM Accept public comment and consider adopting an
ordinance amending the Salt Lake City Code relating to ground
transportation requirements (amending Chapters 5 .71, 5 .72, and 16 . 60) ,
specifically relating to Transportation Network Companies (TNCs) ,
which use mobile internet apps to connect passengers with drivers .
If adopted, the proposed ordinances would:
o Allow "transportation network companies" to operate in Salt Lake
City. Uber and Lyft are examples of transportation network
companies.
o Require all ground transportation businesses:
• to carry the same level of commercial liability insurance
and name Salt Lake City as an additional insured party;
• to have drivers undergo the same background checks; and
• to have vehicles undergo the same City vehicle inspections.
o Eliminate the 30-minute pre-arrangement requirement for ground
transportation vehicles.
o Eliminate the $30 minimum fee for limousine services.
o Allow on-demand service for ground transportation companies
except at the Salt Lake City International Airport - for

destinations within Salt Lake City. On-demand service at the
airport for destinations outside Salt Lake City will continue to

Comments included illegal transportation providers, violation of
City ordinances, theft, utilize internet apps/new technology, provide
living wage, driver liability, indemnification, require appropriate
insurance coverage, quality/reliable service provided by Uber/Lyft,
accommodate handicapped persons, taxi concessions, explore new
transportation options, supplement income, make Salt Lake City a
leader in rideshare industry, prompt pick-up/delivery, provisions of
House Bill 103, require background checks/business licenses on all
providers, taxi business being devalued, driver professionalism, less
income with too many drivers, rate discrepancies, more
analysis/discussion needed, keep profits/revenue in the City, economic
opportunities/impacts, enforce regulations/requirements, taxi
contracts signed in good faith, apply regulations equally to all
providers, vehicle inspection issues, provides connections/sense of
community, long-term decisions needed, flat/predicable rates, support
local businesses/cab drivers, unique transportation model, supply and
demand, deregulation, price gouging, networking opportunity, no tips
required, rating system for passengers/drivers, freedom of
association/choice, builds friendship/trust, clean air efforts, GPS
locators, citizen rights, monopolies damage consumers/economies,

safety issues, existing regulations based on good public policies,
review TNC operations, fees passed on to consumers, TNCs not a threat
to taxi companies, current rules do not work, different regulations
needed for rideshare providers, healthy competition, create a level
playing field, and require identification stickers/signs on vehicles .
Councilmember Luke moved and Councilmember Penfold seconded to
close the public hearing and defer action to a later date, which
motion carried, all members present voted aye. Councilmember Rogers
was absent for the vote .
