October 15, 1996
I. Pressing matters:
A. COUNCIL FUNCTIONS / EVENTS / DATES
1. Critchlow Groundbreaking tentatively scheduled for October 23 2:00.
Does the Council wish to designate a spokesperson?
2. Light Rail trip -- Portland is recommended by UTA because the
downtown portion of the system includes areas with both pedestrian and vehicle
traffic.
A. Date options:
Wednesday, November 13
Friday, November 15
Monday, November 11 is Veterans Day — this is an option if the
other days don't work.
Alice Steiner will be in Portland on Friday, October 18 and
Monday, October 21. If these dates are more convenient, she
will be happy to meet you.
B. Time options:
1. One day trip -- depart SLC 8:55 a.m., return at 9:05 p.m.
2. Over night trip could also be arranged. This would allow
Councilmembers to observe the system, ride the system
at different times and speak with business people and
others.
C. Other: Bill Barnes from UTA will arrange to have the UTA
design person meet the Council in Portland IF THAT IS OKAY WITH THE
COUNCIL. This gentleman is very familiar with both Portland's system and the
proposed system for SLC. He is a graduate of West High School!
Bill Barnes will be happy to go along as a guide, since he has
taken a number of elected officials. He is aware of the necessity not to lobby.
ARE YOU COMFORTABLE WITH HIM SERVING AS YOUR GUIDE? WOULD
YOU LIKE TO MEET WITH SOMEONE FROM THE PORTLAND TRANSIT
DISTRICT? THE CITY OF PORTLAND? The Council's trip will be paid for by
the City.
B. IMPORTANT INFORMATION ITEMS:
1. Attached is a revised letter from Mayor Corradini relating to the study
of Main Street from South Temple to 100 South. The Mayor is reporting that the
initial phases of the study have caused her to conclude that it would be best if
the City resources were focused on studying the South Temple to North Temple
closure, because there does not appear to be public support for the South
Temple to 100 South portion. Councilmember Stuart Reid, who originated the
Legislative Action, has indicated agreement with this approach.
C. FEEDBACK & DECISIONS:
1. You have received a confidential attorney client communication re:
disposition of pending appeals from Historic Landmarks / Planning Commission.
Would you like to:
a. Schedule an executive session to discuss the information.
b. Encourage the Administration to give provisional notice for
Board of Adjustment review, as outlined in the opinion (per your
straw poll indicating the preference for having the appeal heard
by the Board of Adjustment).
c. Other
2. On Tuesday we will distribute a ROUGH draft of Council Office
policies for your preliminary review (with the Thursday announcement packet).
Depending upon the preference of the Council, the discussion can be held right
away, or when Chairperson Christensen returns. Another alternative is to hold
the discussion, but not make the decisions until the Chair returns. (Copy
machine broken, or we could have distributed it with this packet-- sorry!)
3. Property Conveyances - Please review the following property
conveyances. If approved, Council Chair needs to sign.
4. Council Retreat - date options and location options per
Councilmember Milner
A. Should Council have retreat when Tom is out of school
around the holidays, etc...?
B. Locations such as Memory Grove, University Park Hotel
Somewhere in the Salt Lake City area.
C. Should retreat be a full day rather than a 1/2 day?

A. COUNCIL OFFICE INFO.
1. Stephen Harmsen has formally withdrawn his appeal on Critchlow. He
was very complimentary of the work done by Bill Wright and Brent Wilde to
address the issues he raised.
B. CITY INFO.
1. A group of City staff is looking into the pros and cons of a "green
waste" pick-up program. This was mentioned briefly to the previous Council. In
general, residents could be provided with a container for yard waste and it could
be picked up in spring / summer/fall. The waste could be used for composting
and sold by the landfill, rather than be simply dumped in the landfill. This would
potentially save the City money and prolong the useful life of the landfill.
It would help the staff working group to know whether you have had
comments from citizens on topics that might relate to this, or if you have any
initial thoughts on the topic. They want to be sure their information is complete
when they bring options on the City's overall waste management program to the
Council in the next few months, and thought it would be helpful to check in and
get your thoughts on the "green waste" concept. This is not being advanced in a
formal manner by the Administration right now. This is just an informal check-in.
Feedback will be appreciated.
MEETING REGARDING MAIN STREET
Incorrect information was given out by a citizen group
regarding a meeting to be held October 3, 1996 on the
Main Street closure. The Planning Commission has this
listed on their agenda for:
Date: October 17, 1996
Location: Council Chambers, Room 318
This will be discussed by the City Council in late
November 1996 or early December 1996.

5. Each of you should have received a memo from Sally on October
7 regarding an appointment to Citizens Compensation Advisory
Committee. Attached were memos of three individuals; Allan Ayoub,
Jill Carter, and Ron Coleman. Did you want to interview any of the
three or all?
